DIRECTOR OF FINANCE HALLOWAY AND CITY CLERK BALKUS 00- EXCUSE ABSENCE OF COUNCILMAN WHITE. M/S/C: AGUILAR/IZELL There were no objections, 00- City Clerk Balkus read by title two Ordinances: ORDINANCE NO. 773 AMENDING ARTICLE V CHAPTER 2 SECTION 5102 OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO TRANSIENT OCCUPANCY TAX WAIVE FURTHER READING OF ORDINANCE NO. 773. M/S/C: AGUILAR/IZELL. There were no objections ADOPT ORDINANCE NO. 773. M/S/C: IZELL/AGUILAR. There were no objections. 00- ORDINANCE NO. 774 AMENDING AND ADDING TO ARTICLE IV CHAPTER 1, SECTION 4030 ET SEQ. OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO BUSINESS LICENSES AND PERMITS WAIVE FURTHER READING OF ORDINANCE NO. 774. M/S/C: AGUILAR/MC NEILL. There were no objections. NO. 774 00- Discussion followed concerning acceptable dates for a Public Hearing on the 1978-'79 Budget. Study of the Budget will begin on July 24th, continue on July 25th and possibly be adopted on July 26, 1978. 00- ORAL COMMUNICATIONS DATES FOR PUBLIC HEARING BUDGET STUDY 7/24, 7/25 7/26/78 Bertha Regus, 5013 Cutter Avenue, said people, especially business people, were concerned about new license and permit fees. She said the Council did not understand or was ignoring the message of the Jarvis Initiative. She said that we must demand recession of all resolutions and ordinances imposed on June 21, 1978; otherwise, the meaning and intent of the Jarvis Initiative will be eroded and tost. 00- Wi11iam Adrians, 4339 Atderson Avenue, Chairman of the Senior Citizens Club, questioned why he had not been appointed to the Senior Citizens Advisory Com- mission. He said that not being a member he had no voice in the proceedings. Mayor Btewett said many fine people had been appointed. There was no intent to omit anyone but more people applied than there were positions. He apologized and said that as soon as a vacancy occurred Mr. Adrians will be considered. This is an advisory commission and Mr. Adrians can continue to express himself at Council meetings. 00- Mrs. Sandra Neal, 3818 Athot Street, said Proposition 13 had created problems which she hoped Council can solve. The people voted for it to lower taxes and trim the fat", but not to do this by increasing permits and fees which revert back to the consumer. She wilt attend Budget sessions and perhaps there win be ways to cut costs. She advocated more work efficiency, with an employee being paid for eight hours, working that eight hours and observing the one hour lunch time. She said that with fee increases business wi11 move to where there is more traffic. She questioned whether the City would use its reserve funds. Mayor Blewett explained that two members of the City Council pay business license fees in the City. He carries a business license in ten cities and Baldwin Park has the lowest fee. The increase is about 40% on $30. This fee barely covers the costs of collecting fees and mailing notices. 00- Mayor Blewett read a memo sent to all employees requesting comments and/or suggestions on where and how to save money or increase revenues. The replies are to be in seated envelopes addressed to the Mayor's attention, Room 342. A signature is optional. Suggestions, either oral or written, from citizens will also be appreciated. 00" AT 8:05 P.M. THE MEETING ADJOURNED. M/S/C: AGUILAR/ IZELL. There were no objections.
