Agendas and minutes will be available at the Library and City Hall. The budget has been cut by 5%, 00- Bertha Regus, 5013 Cutler, referred to page 2, item B of the budget message, Baldwin Park Blvd.-Ramona to Live Oak Street reconstruction and median islands $256,000. She said a petition signed by approximately 90% of the people living on the street objected to the medians. The rocks radiate heat and the lighting is poor and she understood accidents had increased. She felt the money could be used more beneficially in the City other than on medians. Mrs. Regus also referred to item F, Baldwin Park Blvd. Datewood to Southerly City limits $180,000 and expressed the same objection; page 7, City Manager account 552.50 Newsletter $6,000. She said these items would total $442,000 savings and could be used for more constructive things. Mayor Blewett explained that the last item had been deleted. In answer to Councilman Aguilar, Mr. Haltoway and Mr. Sexton explained that the projects listed on page two of the Budget message were tentative street projects. This Is gas tax money and must be used for street construction. Councilman White said there had been much criticism by businessmen of the medians which they said destroyed business and he questioned whether 1t was wise to consider more medians. Mr. Sexton explained that most of these Federal street projects, plans and specifications have already been prepared as preparation takes 18 to 24 months. With the approval of the second, Mayor Bi^w^tt withdrew the motion. Council concurred that th1§ portion of the budget should remain as 1s with discussion of the medians at a later time. Mayor Blewett requested that Council be provided with the petitions circulated by Mr* Cory Tackitt and the minutes of the meeting. Council concurred. 00- Roberto Velasquez, 14563 Central, representing the Community Service Organization asked about proposals submitted by the six Community action agencies. The Council concurred that the three organizations funded previously would be funded and no new organiza- tions would be funded this year. They did not favor funding organizations whose services are duplication of present County welfare services. It was suggested that the three organizations not approved for funding combine and possibly funds could be raised some way In the future. Council also concurred that the peoples'vote on Proposition 13 was loud and dear that they want government expenses cut. Discussion followed that the City does furnish housing for the Community Service Organization so the City 1s assisting the organization. Cory Tackitt, 13930 East Merced, said all the people he had contacted felt the Council was doing a good job in cutting the budget considering the reduced revenue resulting from Prop. 13. The petition he circulated showed 95% of the area opposed medians and rock piles. 00- Frank Fitzgerald, 14802 Clydewood Ave., President of Chamber of Commerce saluted Council and staff for up- lifting Baldwin Park in the past year. The Chamber pledged to do its share for continued progress in attracting businesses which employ people and relieve the tax burden. 00- As there was no further testimony either in favor of or in opposition to the proposed 1978-'79 Budget, Mayor Blewett declared the public hearing closed. 00- Councilman Aguitar commented that the Community Develop- ment Agency In Irwindale spent $10,000,000 tu buy land and sold it to a developer fo» $t.OO. The development wilt be an asset to Irwindale for the rest or It'', life. He supported programs 1n our City which will create jobs and sates tax and appreciated the cooperative efforts of the Chamber of Commerce. Councilman McNelll emphasized th§L hi?, year the City was not financially able to help all organizations. Mr. Sexton reported on various budget Items, stating he and Mayor Blewett had talked to Mr. McDonatd, President of the Boys Club. There had been a misunderstanding. Mr. McDonald did not believe $15,000 wa& sufflrjnnt. but felt $30,000 would be. Mr. Sexton will do further r^darxh on ambulance service. He said the Newsletter came under his department and 1f work Is deleted summarily you delete the position. He had talked to the person effected and the Employees Association and recommended that the Public Relations position be funded through September 30th. HR requested authorization of another administrative assistant and leave it to the City Manager's discretion as to whether he will fill the position. He suggested leaving the personnel funds in the budget as the reorganization 1s only part way Implemented. There were no objections. 00- Mayor Blewett announced that Virgil Hamilton had passed away at 5 a.m. this morning, services to be held Monday, July 31, 1978 at 10 a.m. at Rosehitts Hillside Chapel. The City Council had been asked to be pallbearers. He asked that the meeting adjourn in honor of Virgil Hamilton Councilman White requested that the flag be flown at half staff until sundown July 31st. Council concurred. AT 8:50 P.M.
