Mr. Kitgour gave a brief resume of the Agenda Packet report. In answer to Councilman Aguitar, Mr. Kitgour stored this zone change wi"l1 bo in sympathy with what is being proposed in the General Plan. Mayor Rtewett declared the Public Hearing open. As there was no testimony either in favor of or in opposition to Z-423, Mayor Btewett declared the Public Hearing dosed. Ho said Lhorc had been two accidents in the area: 1. A motorcycle ran the stop sign on Maine from Foster. 2. A van which struck a child on Maine about 300 to 400 feet from the Foster intersection. He believed a stop sign would interfer with the traffic plan of the City and deferred to the City Engineer. Mr. French said it is true that any traffic device put in at the wrong place tends to create accidents. He had not reviewed the accident report on this case. He suggested a review of the number of accidents per year. He suggested in this case a report from the police as to whether in their opinion a stop sign at this location would have stopped the death. He did not favor a six month before and after accident report of the area; usually the review covers a three year period. The state has established criteria for stop signs based upon need and what will happen after the installation, so you can anticipate a reduction or increase in accidents. A six month study of this location may prove a stop sign is detrimental. He favored more traffic control of the speed limit as new stop signs tend to increase accidents. He said statistics prove accidents can be fatal at 10 miles per hour as we11 as at 35 mph. It depends upon the way you hit rather than speed. He questioned whether a four-way stop sign would have prevented a death; where the accident occurred; was the child at the intersection or outside; was the car approaching or leaving the intersection? These things are indicative of whether the accident would have occurred or not. Councilman Aguitar said he had asked for a study two weeks ago. NO. 782 were no objections. INTRODUCED Mayor Btewett explained that this would allow placement of a billboard in Barnes Park on the freeway. This wi11 create revenue For the recreation fund. Councilman Izctt questioned whether the billboard would be in conflict with the State. Discussion followed and Council requested that Mr. Cunningham research the possibilities and present to the Council. 00- Councitman White suggested that Council read the various League Resolutions proposed as ways to overcome Proposition 13. Cities are asked to respond prior to the September League of California Cities Meeting in Anaheim. 00- Mrs. Gloria Zook. 4817 N. La Rica, suggested a Baldwin Park clean-up day. Graffiti has been removed, but she was concerned about weeds on City property, the condition of the drive-in theater and Nichots Lumber. She questioned if Federal Money would be available to help Websters defray the extra cost. Mrs. Ana Montenegro suggested that owners of shopping centers be contacted about dean-up. Council requested that the City Manager contact the Chamber of Commerce regarding coordinating a city clean-up day and that proper departments contact businesses about violations. 00- Mrs. Bertha Regus, 5013 Cutler, said that the Neighborhood Facilities study indicated that the plan creates a very poor City image when entering the City on the freeway from the east an auto agency and from the west a storage facility. She suggested the auto agency be on Francisquito. Discussion followed that these uses are prime sates tax producers and are part of the overall plan for the area. 00- Jean Williams, 3249 Maine Avenue, spoke in favor of the stop sign on Maine at Foster. Mayor Btewett explained that he and Councilman White were not in opposition to the stop sign, but did object to the procedure as to how it will get there. He requested that Mrs. Williams caution a11 their friends and especially children, to be very careful at this crosswalk. He also asked that adequate warning signs be installed.
