Pacific Ave. MONDAY, NOVEMBER 6, 1978 AT 7:30 P.M. AND ADJOURNED REGULAR MEETING OF THE RECREATION AND PARKS COMMISSION OF THE CITY OF BALDWIN PARK The meeting was called to order in the Council Chambers at the above place at 7:30 p.m. Councilman King led the salute to the flag. FLAG SALUTE Roll call: Present: COUNCILMEN IZELL. KING, ROLL CALL MC NEILL AND MAYOR WHITE Absent: COUNCILMAN AGUILAR Present: COMMISSIONERS FARKAS, IZELL. MC MURTREY. PIERCE, WALLACE. AND CHAIRMAN MONTGOMERY Also Present: CITY MANAGER SEXTON, DIRECTOR OF COMM. DEV. KELLY, DIRECTOR OF HUMAN SERVICES LUCAS, CITY TREASURER MONTENEGRO AND CITY CLERK BALKUS Absent: COUNCILMAN AGUILAR AND COMMISSIONER HONKEN 00- The absence of Councilman Aguilar was excused. 00- RECREATION AND PARKS COMMISSION MINUTES OF OCTOBER 2, 1978 APPROVED AND FURTHER READING WAIVED. M/S/C: WALLACE/ MC MURTREY. There were no objections. 00- Newly SIntedCommissioner Phyllis Pierce was introduced as were the Mayor, all Council members and a11 Commissioners 00- Chairman Montgomery said a thank you" letter had been received from the Los Angeles Basin Parks and Recreation Board Members Association LAPBRCMA) concerning the annual installation dinner which was held in Baldwin Park this year. This was a sort of homecoming" for many past presidents of the Association. 00- Mayor White expressed Councils appreciation for the progress made on a better Transportation system. The senior citizen transportation bus should be operational in December. He said recreational activities are important to all ages and with more leisure time there is more need for these services The new master plan will include recommendations from the Recreation and Park Commission. The community does need a master plan to meet the people's needs so the Council can lead Baldwin Park properly. He invited comments from the Council. Councilman King said that although he had previously served on the Recreation and Parks Commission, he would defer to the City Council and the Commission as he did not have up to date information, COUNCILMAN AGUILAR EXCUSED REC & PARKS COMMISSION 10/2/78 MINUTES APPROVED PHYLLIS PIERCE INTRODUCED; MAYOR. He also had served on the Commission, he said and the Commission and City Council should work together for the good of Baldwin Park. Councilman Izetl commended Mr. Lucas for his work with Recreation and Parks. He said the Commission is proposing many interesting plans and he hopes Council can help implement them. Commissioner Pierce thanked Council for her appointment to the Commission and said she would do her best to help, Commissioner Farkas said one of the most enjoyable experiences he has had as a Commissioner was attending the Sierra Vista High School Homecoming Football game where enthusiasm and pandemonium reigned after Sierra Vista's win of 7 to 6 in the last few moments of the game. Involvement with young people and community endeavors makes it all worthwhile. He appreciated the opportunity of serving on the Commission. He had served on the General Plan Commission. He welcomed Councilman Leo King to the Council and Mayor White as Baldwin Park's new Mayor. Commissioner Wallace said she had enjoyed serving on the Commission this past year and she would like to see some of their recommendations implemented. Commissioner McMurtrey expressed appreciation of his appointment; said he was glad to be involved and hopes he can be helpful. Chairman Montgomery thanked Council for the opportunity of serving the City and hopes to continue. She represents the City on the L.A. Basin Board. She was pleased with the Commissioners'dedication to service, the Council and the City. Mayor White introduced City Manager Sexton and Director of Community Development Kelty. Director of Human Relations Lucas introduced his Secretary, Marie Harte and Lew Farkas, Jr. He also introduced and welcomed Commissioner Gary McMurtrey, representing Baldwin Park High School. Mr. Lucas briefly reviewed the L.A. River and the Rio Hondo River Bikeway proposal and the Walnut Creek Nature Park area Ledford Site) report. A summary of a national study was included in the agenda packet. Chairman Montgomery said the LARIO bike proposal was presented at the last Commission meeting by Mr. James Park. Department of Parks of Los Angeles County. The corridor extends from the mountains to the beaches and to Griffith Park. Mopeds win be allowed on the trail but no other vehicles. The Commission recommended adoption of a Resolution of Intent to participate in the concept of supporting the LARIO Urban Trail corridor and pledging our 1979, SB-821 funds. Mr. Lucas, who represents Baldwin Park on the corridor planning, explained that the trail, as it effects Baldwin Park, will be between Whittier Narrows and the Santa Fe Dam along the San Gabriel River. This will connect the Los Angeles River and the Rio Hondo project. There are presently rest areas in the vicinity of Downey, Cities have the prerogative of developing and maintaining a rest area within their city. This City's responsibility begins at Walnut Creek and extends to Ramona Blvd. Through the consortium funds and SB-821 funds for 1979 the City is in a position to support the corridor and also provide financial support for the Baldwin Park area as determined. The County will be responsible for administration of the trail which is patroted by jeep. Construction will begin this next summer and in about a year the trait will be useablefrom the San Gabriel mountains to the Pacific Ocean. City Clerk Balkus read by title: RESOLUTION NO. 78-114 INDICATING THEIR INTENT TO PARTICIPATE IN A CONSORTIUM OF CITIES FOR THE PURPOSE OF PLANNING, DESIGN, ENGINEERING AND PROVIDING FINANCIAL SUPPORT TO IMPLEMENT THE LARIO URBAN TRAIL CORRIDOR ALONG THE LOS ANGELES RIVER, RIO HONDO CHANNEL AND SAN GABRIEL RIVER. THROUGH THE CITY OF BALDWIN PARK WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 78-114. M/S/C: IZELL/KING. Roll call. There were no objections. 00- Chairman Montgomery said the Ledford Walnut Creek) Nature Park Development Phase One would be known as the Walnut Creek Delta Recreation Area. Mr. Lucas said the master plan for the area was made several years ago by Lawrence Moss and Associates for inclusion in the open space recreation element. With the use of California State Bond Issue money from 1974 and 1976 the City purchased the surplus Ledford School site. Money from HCDA, left over 1976 bond issue money and some SB 174 funds will finance the development of Phase One. He said in order to develop a specific plan the City must have a plan. The Comnision has meet with Lawrence Moss and recomnended that the City enter into an agreement to hire him as a consultant to develop a design plan for Phase One. including site development, grading, utilities, landscaping, parking, etc.. to be included in the final plan. The fee will be based on an hourly rate not to exceed $6,000. He further explained that two houses on the property are now being used in the housing program could remain but are now producing about $500 a month revenue. They could be used later as offices or nature centers. There wilt be no motorcycles on this site. The area south of the freeway belongs to Caltrans. All Council members and Commissioners commented on the proposal and Councilman King said there had been much opposition to motorcycles from people in the County area and this should be kept in mind on any study of the area. Chairman Montgomery said phases of the development would only move as funds are available. Mr. Lucas said $70,000 is available for the development of the first phase. Roll call. There were no objections. 00- Chairman Montgomery asked that past Commissioners be recognized for their service. Mayor pro tern White directed that certificates be prepared for presentation to past members. 00- In answer to Councilman McNeill, Mr. Lucas said a 15 member Youth Commission was unwieldly and attendance was scattery, Such a commission is helpful to the City and a study will be made and a recommendation made to the City Council. 00- November 6. He said that the new backstop and fencing in Morgan Park will be completed this week. The curbing around play apparatus is finished. New play apparatus will be included in the new sandboxes. By midsummer rehab of the girls dressing rooms is planned. The basketball court at Bames Park will be converted to a multipurpose court one tennis court and existing basketball courts) and the horseshoe shelter at Morgan Park win be replaced. Chairman Montgomery on behalf of the Commission expressed appreciation to the City Council for their support. Mayor pro tern White thanked the Commissioners for their service and help to the City.
