Pacific Avenue WEDNESDAY, DECEMBER 20, 1978 AT 7:30 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. 00- An invocation was given by Rev. Abet Rodriquez, Primera Iglesia Hispana. Fred McNeill, son of Councilman McNeill, led the salute to the flag. Concerning the appointment of Councilman King, November 1 Minutes, page 7, Councilman Aguitar said he had observed Councilman King and reconsidered and wished to cast an affirmative vote, making the appointment unanimous. Proper postings and mailings had been accomplished. There were no written protests. Mr. Kelly gave a brief resume of the agenda packet report. Mayor White declared the public hearing open. As there was no testimony either in favor of or in oppositon to 78-W-103, Mayor White declared the public hearing closed. City Clerk Balkus read by title: RESOLUTION NO. 78-132 CONFIRMING THE CITY MANAGER'S REPORT REGARDING CERTAIN SPECIAL ASSESSMENTS, CASE NO. 78-W-103 WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 78-132. M/S/C: AGUILAR/KING. There were no objections. 00- A letter from Rev. Ruben Sotorio, Breakthrough Outreach, La Puente, was presented regarding no provision in the Zoning Code for a Drug Rehabilitation Program. Letter in official files) Rev. Sotorio asked that their request for a zoning code change be considered. Their church is doing well. A doctor will be in attendance They have facilities for 8 and subjects would be in residence about three months. They have referrals from the Court and parole officers. Mr. Kelty explained that the Planning Department had been contacted but this use is not allowed under the Code and therefore is prohibited. Discussion followed. STUDY THE REQUEST FOR A ZONE CODE CHANGE; CONSULT WITH THE MINISTERIAL ASSOCIATION FOR THEIR RECOMMENDATIONS; THE STUDY TO SHOW THE EFFECT THIS WOULD HAVE ON THE GENERAL PLAN; SET FOR PUBLIC HEARING BEFORE THE PLANNING COMMISSION FOR THEIR CONSIDERATION AND RECOMMENDATION. M/S/C: AGUILAR/IZELL. There were no objections. 00- Mr. Kelty said that the Planning Commission recommended a Clarification of Ambiguity" for the R-2 Zone. Section 9560.3 permits two family dwellings duplexes) or con- dominiums on any R-2 lot regardless of size. Section 9562.b permits one dwelling unit for each 2,500 square feet of lot area. He recommended adoption of a resolution that would promote the orderly development of R-2 zoned land at the rate of one unit for each 2,500 square feet of lot area. Public hearings were held December 4 and December 11 on both projects which were found to meet the needs of the Community. He recommended adoption of a Resolution. Discussion followed. M/S/C: MC NEILL/KING. Roil ca11. There were no objections. 00- Mr. Lucas reviewed the report on the Youth Activity Advisory Commission. Two ordinances had been prepared one for a seven member commission and one for nine members. Discussion followed as to the merits of a seven versus nine member commission and when and how appointments wilt be made. Councilman King proposed Margaret Mendoza as a possible appointee and that proposed appointees be interviewed by Council. The majority favored a nine member commission three members from high schools; two youth members at large; four adults. Moran, 14151 East Durness, spoke in favor of rehabilitation through Breakthrough Outreach which he said could save some lives. They are circulating a petition to be submitted in favor of the program. Mayor White requested that the petition be given to Mr. Ketly to be included in the study. 00- Councilman Aguitar said a busing program has been set up in the Community Center. There are 75 housing units available for senior citizens. He said this is indicative that much is being done for the people. 00- Mayor White recognized Helen Taylor in the audience. Mrs. Taytor said further Christmas caroling will be presented by 35 members of the Church of Nazarene. Mayor White, on behalf of the City Council, wished everyone a Merry Christmas. 00- AT 8:43 P.M.
