Pacific Avenue AT 7:30 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. 00- An invocation was given by Councilman Izelt. Captain Snowden led the salute to the flag. INVOCATION FLAG SALUTE ROLL CALL Roll Call: Present: COUNCILMAN AGUILAR, IZELL, KING, MC NEILL AND MAYOR WHITE Also Present: CITY MANAGER SEXTpN CITY ATTORNEY FLANDRICK, DIRECTOR OF ADM. SERVICES HALLOWAY, DIRECTOR OF COMMUNITY DEVELOP. KELLY CHIEF OF POLICE CHELLINO, CITY TREASURER MONTENEGRO AND CITY CLERK BALKUS 00- Mayor White introduced the newly married couple. Councilman Aguilar and Mrs. Terry) Aguilar. MRS. AGUILAR 00- Mayor White gave a brief background of the following employees and presented 20 Year Service Awards to each. 20 YR. AWARDS T. BALKUS He said, Thelma Balkus became City Clerk May 1, 1958 and is now serving her fifth term as elected City Clerk. In April 1959, she was appointed Administrative Aide and served in this capacity until 1976 when the position was deleted. In 1971, she was awarded the title of Certified Municipal Clerk. He said, Thetma had rendered the City invaluable service in many critical areas, including acting as City Manager at times in the past. He said, Kenneth Mansfield started with the City in 1958 as a Street Maintenance Man. In 1962, he was reclassified to Leadman in the paint shop and in 1968 he was re- classified to Foreman in the traffic control section of the Public Works Department. In about two and one-half years he would like to retire and go into the ministry. K. MANSFIELD He said, Gtenn Fritchie started in 1958 as a Street Maintenance Man. In 1961 he was reclassified as a City Inspector and has worked in the capacity ever since. He said, Gtenn has been a personal friend many years. They ran the East Side Little League together and his son and Glenn's son. Randy, were on the same champion- ship team. G. M/S/C: AGUILAR/MC NEILL. There were no objections. He presented the resolution to Coach Ty Baldwin Park High School. There were no objections. 00- Mr. Hattoway stated that funds received from Title II of the Public Works Employment Act are known as anti- recessionary funds. As a result of Proposition 13 the Lighting District is underfunded approximately $145,000. AUTHORIZE APPROPRIATION/TRANSFERRING OF $15,329 ANTIRECESSIONARY FUNDS) TO THE LIGHTING DISTRICT. They discussed Constitutional Amendment SCA 2) against compulsory bussing proposed by Senator Atari Robbins copy in Agenda Packet). Councilman King said the School Board had acted on behalf of the District, ai^d that this was not an area where the City Council should be involved. Council Members can express themselves individually. He is for integration to come about naturally. Councilman McNei11 said the Council should not interfere with the Schoo' District's problems. The Council has enough problems nanning the City and should keep out of the affairs o^ another entity. Councilman Aqui'lar s-Td this was a problem affecting the whole City and hp felt the Council had an obligation to show support o^ the School Board's action. SUPPORT THE RESOLUTION OF THE BALDWIN PARK SCHOOL DISTRICT TO SUPPORT STATE CONSTITUTIONAL AMENDMENT 2. M/S/C: AGUILAR/IZELl, Mayor White said this is everybody's business and affects everyone and integration is a very tofty and noble goal. Right now it i? 3 question of technique and the question is, wi11 it ever happen without integration. He favored supporting the amendment. He said the School Board and the City Council are two different entities. The City has no voice in School District funding and he felt it was in the best interest of the City and its citizens for the Council to run City business and let the School District run their business. He will continue to support the School District as long as he feels they are right. He would consider a resolution supporting a bill in Sacramento. Discussion followed. restated. The motion was clarified and THAT THE CITY COUNCIL SUPPORT STATE CONSTITUTIONAL AMENDMENT NO. 2. M/S/C: AGUILAR/IZELL. Roll Call. Ayes: AGUILAR/IZELL/WHITE. Noes: KING/MC NEILL. The motion carried. 00- 1 L e' Appointments to the Youth Activity Advisory Commissipn were continued. It was difficult to maJ<e selection from so many well qualified applicants whose names had been submitted. 00- Councilman McNeilt said that Sr. Citizens had requested sidewalks on the West side of Merced between Big Dalton and Vineland Avenue. They have to walk in the street and there is a very narrow bridge over the wash. He asked that Mr. Kelly study this. 00- In answer to Councilman McNeiTI, Mr. Ke11y said the full investigation as to the number of locations where chickens are kept was completed. These are'now being field checked and a report will be made in the next few weeks. 00" City Clerk Balkus suggested that City Plaques be presented to newly elected Senator Montoya and Assemblywoman Tanner. CITY PRESENT COMMENDATORY PLAQUES TO SENATOR JOSEPH MONTOYA AND ASSEMBLYWOMAN SALLY TANNER. M/S/C: MC NEILL/KING. There were no objections. Mr. Sexton was to schedule a time and place at which the plaques will be awarded. 00- Councilman King expressed appreciation of the Summary of the Planning Commission actions which had been included in the packet. 00- Dwaine Glass, 14345 E. La Rica Avenue, suggested that the City plaques to legislators be presented at some non-partisan function. She also said that plaques from alt the cities they represent do enhance the legislator's office. Mayor White directed that the City Manager arrange for presentation of the plaques at a non-partisan function. 00- Floyd Hammond, 3143 Stitchman, said that having children and grandchildren, he was concerned about a store on Ramona Boulevard which is licensed as a tobacco shop but features literature and paraphernalia related to the use of narcotics. He is also concerned about the pornographic magazines displayed on racks and counters. He questioned whether the City had an anti-drug or pornography program. Mr. Ftandrick, explained that, what constitutes obscene material is under State law. The Police Department and the District Attorney suppress this when possible, but cities and counties are under State legislation. Attempts have been made to permit cities and counties to regulate placement of news racks containing certain periodicals but that legislation was killed in the Criminal Procedure Committee of the Assembly after it passed the Senate. Mayor White said the City does have an anti-drug program and rehabilitation is handled outside the City's authority. The county has an anti-pornography program. This is a serious problem and difficult to control because of legislation. 00- AT 8:53 P.M., THE MEETING ADJOURNED TO AN EXECUTIVE SESSION TO DISCUSS PENDING LITIGATION. M/S/C: AGUILAR/IZELL.
