The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. 00- Mayor pro tern Aguilar presented a Certificate for Outstanding Citizenship to Mrs. Marie Lane for her representation of the City on the Los Angeles County Regional Library Council. 00- Mayor White presented a Proclamation declaring the Month of May as Chamber of Commerce Appreciation Month' The proclamation was accepted with expressions of appreciation by Frank Fitzgerald, President of the Chamber of Commerce and Seymour Holtzman, Manager. 00- An invocation was given by Rev. Jack Kerr, Personal Christianity Chapel. Councilman King led the salute to the flag. There were no objections. 00- Mr. Cunningham reviewed the Economic Development Plan and Strategy which includes the Neighborhood Facilities Program prepared by Wallace, Me Harg, Roberts & Todd. This document brings into focus all elements necessary to provide the framework for a sound economic develop- ment policy, as well as identifying funding sources for financial assistance. NO. 79-42 ADOPTED ADOPTING AN ECONOMIC FOR THE CITY OF BALDWIN ECONOMIC DEVELOPMENT ACT RESOLUTION NO. 79-43 DEVELOPMENT STRATEGY PARK PURSUANT TO THE OF 1965 WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 79-43 M/S/C: MC NEILL/AGUI1AR. There were no objections. 00- Mayor White reviewed a letter from Ronald Prescotte, Principal, Sierra Vista High School, inviting Council attendance to the Ninth Annual Elks Oratorical Contest. The Contest will be held on campus, Sunday, April 22, 1979, 2 p.m. in Multipurpose room B". Dale Ephriam and Richard Perkins will represent Sierra Vista and the School District. 00- Councitman Me Neill suggested appointment of one more Youth Activity Advisory member. The list of names will be submitted from which to make a selection at the May 2, 1979 meeting. 00- Councilman King said the staff report on SCAG will be considered at the next meeting. He said a question- naire from the City of Burbank covered many of the thoughts he has on the subject. He said when the report is reviewed, possibly Council can formulate some action to put more cities in a better position to be able to have more input into what is on a regional scale. 00- Councilman Izelt said it was possible that there would be a vacant Council seat following the March, 1980 election Discussion followed. It was clarified that, if an incum- bent Councilman runs for the Mayors seat and is success- fully elected, his Council seat would be vacant. Then the Council would have 30 days in which to appoint someone to the vacant seat for the remainder of the term or to set an election to be held in November, 1980. A special Continued RES. The decision to appoint possibly the next highest vote getter) or call an election would be decided by the seated Council members. An election code change is necessary to resolve this dilema in the future. 00 Mayor White said a letter had been received from Assembly member Sally Tanner regarding the Assembly proposal on division of the tax dollar and formula. Input from the City Council was requested. Attached was a Revised Estimate of the Impact of the Property Tax shift from the Office of research to the Assembly Revenue and Taxation Committee. Mayor White concurred with Mr. Sexton that the information furnished was rather sketchy" and that Assembly member Tanner should be made aware of this. Mr. Halloway said he felt this was very dangerous legislation and it would make the city rely solely on income tax. Mayor White asked that this proposed legislation be scheduled for Council consideration at the next meeting.
