She presented a supplement petition in opposition containing 19 additional signatures; Norma Ryder. 14577 Sierra Way, as a possible swimming pool next to her bedroom, even with a six foot block wall, would create noise; also any added traffic on Big Dalton would be a further hazard; Roger Deyoe, 3621 Big Dalton, as increased density will create noise, added traffic and additional policing and this will not be an advantage to the city. Vidana, 14221 Shady Lawn Place, presented a petition in opposition to high density residential by twelve residents on Shady Lawn; Warner Rackel, 14237 Shady Lawn, said the street was too narrow for high density, also high density would create more noise. Testimony in favor was given by: Larry Koopmans, 614 Walnut Avenue, Arcadia, applicant, said noise is not a factor. They have a project on Bogart which looks like a residence with four units and this location was not proposed as a 30 unit complex. Mayor pro tern Aguilar declared the Public Hearing open. William Nona, 4000 W. Magnolia Blvd., Tuluca Lake, Calif., architect representing the applicant. He presented a map of the area indicating surrounding land use. He said, the rear of houses on lots to the north would be a minimum of 50 feet from this property line. There is a city easement on the corner of their property. This would be a sub-buffer between residential and commercial use on South and West commercially zoned properties. He said for this land area there would be no access from Dart Street. Joseph Battaglia, Battagtia Development Corp., 9832 E. Rush Street, South El Monte, said this property is adjacent to Commercial zoning and development could be resolved by planning requirements. He urged approval of the zone change. Joe Angelo, 3123 Baldwin Park Blvd., spoke in favor and said he felt the proposed use would be beneficial to the residents and the city. Lynn Atkinson, 8306 Rush St., Rosemead, an applicant, disagreed with a staff objection that his would not utilize commercial usage to its highest degree. He felt the proposed use would be compatible and the best land use and could benefit the city tax-wise. He presented a report from Peterson, Menard & Associates,Inc. consultants which, he said, in there opinion indicated a 3 to 1 tax benefit ratio favorable to the city in having storage units v/s single family residents. Theodore R. Bailey, 3220 Robinette St., said his lot adjoined this property and he did not consider commercial next to R-l a buffer. He said, he and his neighbors were against this zone change and felt this should remain residential. Sylvia Lorenzoni, 3414 Hammond St., spoke in opposition and said she felt this request was without any consideration of the people in the area. She presented a petition in opposition signed by 12 owners of property on Hammond St., Dart St., and Robinette Ave. She said she would not object to mini warehouses in back of properties, but she objected to them in front of a cut de sac. There were no objections. 00- It was the time and place fixed for a Public Hearing on CP-243 Revocation intent of the Baldwin Park City Council to consider the revocation of CP-243, a Conditional Use Permit to function as a church. Breakthrough Interdenominational Church, in R-l Zone on property located at 13212 Francisquito Avenue. Proper publications, postings and mailings had been accomplished. There were no written protests. Mr. Kelly gave a brief resume of the Agenda Packet report, stating time extensions have been granted but the conditions have not been complied with and neighbors have complained. Mayor pro tern Aguilar declared the Public Hearing open. Testimony was given by Rev. Eddie Ramirez, representative of Breakthrough Church expressed appreciation for the time extensions. The church is about 2 years old and their program is needed and helpful. Funds are a problem and the service offered is not available at other Churches as they do not relate to their specific problems. He requested more time to comply with conditions. Discussion followed related to asphalt. Councilman Izell suggested a 90 day extension in which to install asphalt. At the end of 90 days if this condition has not been met then the Conditional Use Permit be voluntarily surrendered. Discussion continued. Rev. Ramirez said that with the extension he was sure some progress would be seen and the asphalt will be in. Louis Check, 13187 Emery, a neighbor adjoining this property, said this was a good thing but he felt it was impossible to finish the asphalt in 90 days. One recommendation was that due to Proposition 13 that Mayors or representatives of Cities to the Sanitation District not receive the $50.00 fee for attending meetings. Baldwin Park has two meetings. He said this was no reflection on the Mayors or representatives but the recommendation was due to the curtailment of funds. Councilman King congratulated employees and police officers on furthering their own education and stated that Sgt. Mooneyham had just completed at his own expense a course in the Techniques of Teaching. He thanked the Chief for encourag- ing employees in this endeavor. 00- Councilman Izell commended Chief Cheltino on acquiring flags for all the service stations in town. 00- Mayor pro tern Aguilar suggested a joint meeting with the Planning Commission on Wednesday, June 13, 1979 at 8 p.m. to consider the General Plan. 00- Bess Jenkins, 13056 Amar Road expressed her appreciation that cars are no longer parked on the Dalewood curve south of the Freeway. She said weeds are a continuing problem and that there are sti'11 cars parked on Frazier, one side of which is in Baldwin Park. She said that at the south end of Frazier Street where the pavement ends and the dirt road begins a large hole should be filled in. 00- Bertha Regus, 5013 Cutler St., thanked Council for their handling of the Amendments to the General Plan. She said a number of people have worked very hard on a General Plan, that some past planning has not been good especially with poor street circulation. She said she thought with a full planning staff she could see the city changing for the better. She hoped the city would continue to conform to the future General Plan and see a better city. This city was already settled, whereas some surrounding cities were not and it is easier to plan for barren land. It is a slow process to reptan or correct what already existed. 00- Corey Tackett, 13930 E. Pacific Avenue, said be objected to excessive speed in the downtown business area especially in the area of the Post Office. He suggested that a four way stop would slow traffic. He said there had been quite a few serious accidents at Baldwin Park Blvd. and Merced. He said. the Neighborhood Watch program is almost non- existent. Very few people attended the last meeting and there was no notification. Many people are interested and this should be reviewed. He suggested bike racks at shopping centers. Mayor pro tern Aguilar said traffic is being studied at Maine and dark; that bicycle racks are the responsibility of the tenant and not under direct control of the City. He suggested that Mr. Tackett contact the Chief of Police for up-to-date information on Neighborhood Watch, Mr. Tackett suggested an Ordinance on bike racks as mopeds are the coming thing. Councilman King suggested that Mr. Sexton prepare a short summary on the status of Neighborhood Watch. 00- Ernest Tanner, 4917 No. Marion Avenue said he had acquired signatures for an easement so the City can improve Marion St. 26 out of 32 owners signed, 85% of the residents. They want the Street to be 40 ft. wide with 5 ft. sidewalk. He said, the city received money for the street but Mr. French does not know if there is enough money for sidewalks. He said some of the people will pay for it. All drive approaches will be installed regardless of dedication to the City and he questioned installing a drive approach without dedication. He had asked Mr. French and would like him to send an easement deed to the 6 owners who did not sign. He questioned what will be done with fences and trees and thought these changes should be made before the project goes to bid.
