Glass on behalf of Fritz Ehlers on installation of a fire hydrant as a condition of occupancy at 4150 Puente Ave. APPEAL-FRITZ EHLERS 4150 PUENTE; FIRE HYDRANT BY 0. GLASS APPEAL WITHDRAWN AND RESUME Mr. Kelty said the appeal had been withdrawn. The staff had made an analysis of the hydrant requirements by the City and the Fire Department which may not have been appropriate at that point and time. They are now making efforts to clarify hydrant requirements and procedures on this case and prior cases by working directly with the Water District and the County Fire Prevention Department. This wilt also resolve future problems. Councilman Izelt said 2" tines should be done away with DISCUSSION and the Water Companies should furnish adequate flow of water for fires. Builders now have to furnish fire hydrants which are given to the Water Company and they rent them to the Fire Department. He cited an instance where a builder on Merced is requested to change a 4" line in front of Vineland school to an 8" line. He felt that if a 4" line was adequate for the school it should be adequate for one more house. Mr. Kelty said most cities have a Master Plan for water requirements, but with the Water Districts being separate entities it has been difficult to properly coordinate with them. They indicate now that cooperation will be extended. It is the Staffs intent to Master Plan the whole Community and establish a method of funding to resolve these problems. Division Assistant Fire Chief Bob Sarno said that previously water requirements have been waived and this puts the department in a bad position. All they do is indicate the water requirements for adequate fire protection. They do not dictate how the need will be met. The department has no way of paying for fire hydrants they only recommend from National standards what is required. Mayor White said that Water Companies are separate entities, not responsible to Council. The Water Boards are responsible to the electorate. The City contract for County Fire services includes recommended water needs for fire hydrants to serve the City. This cost is now incurred by builders and could possibly be handled by the Water Companies and spread to all users and this would eliminate one developer bearing all the cost. In answer to Councilman Izell, Mr. Kelly said a recent job had been shut down as the County Fire Department had not had the plans to review and the City felt it was hazardous to the Community to allow construction prior to Fire Department plan review and approval. In the past it was the responsibility of the applicant to submit plans to the Fire Department for approval and return to the Building Division for clearance. In the future, no building permit will be issued without the Fire Hazard Department stamp of approval on plans. Chief Sarno said they tell the builder, based on the square footage of the building, what the hazard is and how many gallons of water it win take to extinguish a fire. He said it is up to the Developers Engineering Staff to determine the size main needed and how many hydrants. Councilman Me Neiti said it appeared to him that responsi- bility for the proper amount of water pressure and adequate lines is the water companys. Battalion Chief Michael Aviani said that when plans come in they assess the gaUonage required and the builder takes this information to the Water Co. The Water Co. then determines the size pipe needed to carry the required flow. Mayor White said that Mr. KeTly and the staff would clarify and outline procedures for developers 00- City Clerk Balkus read a letter from Gary Me Murtrey who resigned from the Recreation & Parks Commission. Copy in official files). 00- Mrs. Balkus read a copy of a letter and Petition from Neighboring Merchants addressed to Crocker Bank regarding Friday traffic at Crocker Bank Drive-Up window. Merchants say they are losing business as customers cannot enter or leave the parking area. Discussion followed that parking next to the bank could be eliminated and two lines formed; that staff check and make suggestions; that bank be approached as to a possible remedy and possibly put out signs or direct traffic through lines. Mayor White suggested that Crocker Bank be advised of the problem and possible suggestions. 00- ACCEPT RESIGNATION OF GARY MC MURTREY FROM THE RECREATION & PARKS COMMISSION AND GIVE COMMENDATION. There were no objections. M/S/C: IZELL/KING. 00- Mr. Ke11y said Council had received an Engineering and Traffic Speed Surveys Report prepared by Consultants Mohle, Perry & Associates of Fullerton. This was a speed zone survey as under State law, speed surveys must be conducted every five years in order to maintain radar enforcement. This recommends new speed limits for certain city streets which wilt be implemented by an Ordinance. Larry Greer, Vice President of Mohle, Perry & Associates, said the report is an analysis of high accident locations and a speed zone survey. The survey is necessary for continued police radar enforcement. He said speed zones do not reduce driver speeds or accidents and high speed zones do not increase speedy drivers. 30 areas were studied and 7 street sections need adjustment, 5 would increase 35 m.p.h. to 40 m.p.h. segments of Ramona, Baldwin Park Blvd., Badillo, Francisquito and Pacific); two sections increase from 25 m.p.h. to 35 m.p.h. a section of Puente & Merced). School speed zones will not be effected. This survey was funded by a Federal, State Traffic Safety Grant, which also paid for an additional radar unit for police enforcement. Councilman Me Neiti questioned the effectiveness of the use of Radar and do we use it. He does not favor Radar. City Clerk Balkus read by title: ORDINANCE NO. 797 AMENDING SECTION 3270 OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO SPEED LIMITS ON CERTAIN STREETS. Mayor White said a vote for the Ordinance would provide for the use of radar in certain circumstances. Discussion followed and Councilman Me Neill said he did not believe in radar; that it does not reduce accidents or save lives; he believes that seeing police patrolling is more effective in controlling speed; that radar is expensive; has been challenged by the courts and is unstable and unsuitable for the City. Further discussion followed regarding the use of Radar. The City has had and used two radar units for some years. A new unit used in the survey was part of the February, 1979 Grant. FAVOR POLICE DEPARTMENT USE OF RADAR AS A TOOL TO ENFORCE SPEED LAWS IN THE CITY. ROLL CALL: YES: AGUILAR, IZELL, KING AND MAYOR WHITE. NOES: MC NEILL. Mayor White said this was a directive for the City staff and the Chief of Police. 00- Mr. Cunningham said that for sometime the Economic Development Agency of the U.S. Department of Commerce has expressed a need for cooperation among agencies with a common goat. There were no objections- Mr. Fitzgerald express appreciation for the appointment and said he would extend his best efforts in performing his duties. 00- The Baldwin Park High School appointee to the Recreation and Park Commission will be considered after school recon- venes in September.. 00- Mr, Kelty said the County Flood Control District is encoun- tering severe problems with funding levels to maintain operations. They are authorized by State Law and County Ordinance to establish an ad valorem tax basis. The District is proposing for consideration of the Board of Supervisors that they be authorized to establish a benefit assessment cost in addition to the ad valorem. This will enable the District to continue operation in a somewhat efficient manner and protect the City and the Citizens from problems of flooding and related matters. The staff at this time could not give a detailed analysis because of time constraints but will have further information based upon formalization of this by the District to the Board. He recommend adoption of a Resolution advising the Board of Supervisors of agree- ment with the general concept proposed by the District. Councilman King said the Flood Control District is operating on 13.6 million dollars, which is below what is needed to continue operation at its present level. An added 20 million dollars would raise this to 33.6 million dollars, the amount needed to maintain a bare bones" operation of staff, pump- ing stations, storm drains, spreading and debris basin's, etc. The cost to the property owner per year would be approximately $3.50 on average lots to $5.00 or $6.00 on large lots. Ms. Pearl Rutter, volunteer Zone Coordinator for WE TIP) P. RUTTER We Turn In Pushers in the San Gabriel Valley, said they h^d WE TIP formed in 1972 to help citizens aid with law enforcement. She had sent Council material concerning their service to this city. There were 154 tips from the Baldwin Park area with 54 arrests and 24 convictions. Many cities have helped fund the program. They have paid out $3,700 in rewards to tips from this City. The Baldwin Park Rotary Club donated $50.00 to assist them. She asked that the City consider funding WE TIP with an allocation of 2i per person for their 1979-80 operation. Mayor White thanked Ms. Rutter and said the Budget had been approved for this year and that the request would be considered. 00- Eart N. Keller, 1312 Virginia Ave., said that since purchase of his property 3 years ago there have been 3 accidents on his property he felt this was the result of speeding. He had contacted the Police Department and been told they were waiting for traffic signs or some means of controlling speed, 00- Le Roy Lundren, 4717 N. Edra Ave., said he felt that fire hydrants should not be the obligation of the Developer and should be handled more equitably. Mrs. Virginia Lundgren, 4717 N. Edra Ave., said they had been qiven a 6 months extension on their Parcel Map and she question whether an additional extension would be possible while they are waiting for a solution on the installation of fire hydrant requirements. Stewart Ave., said her son was deaf and she asked that the City provide a sign, Caution Deaf Child Area". She had talked to Mr. French who had contacted Caltrans regarding procedures. He said such a sign is at the discretion of the City. The cost is $25.00 and the policy should be that this is at the expense of the applicant and the City provide maintenance. She felt that since this is part of the school district area that a sign should be provided. Discussion followed and Mayor White proposed that each Council Member contribute $5.00 for the sign. 00- Cory Tackitt, asked that a way be provided to install bike racks at shopping centers to prevent theft. He presented pictures of various locations. 00- Mrs. Bertha Regus, 5013 Cutter Ave., sked that speed be controlled on Stewart and said drivers don't see the stop signs. REGUS SPEED-STEWART; SHRUBBERY HAZARD 00- Mayor White said that on the issue of radar, that he and RADAR probably other Councilmen agreed with Councilman Me Neill that this is not the ideal way, but in the absence of people policing themselves this is an enforcement tool. Slowing down traffic is the goal. 00- Councilman Izell requested that Mr. Kelly research the Bike BIKE RACK Rack situation. The City Council concurred. 00- AT 9:18 P.M.
