Pacific Avenue WEDNESDAY, AUGUST 15, 1979 AT 7:30 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. 00- An invocation was given by Councilman Izell. Mr. Dwaine Glass led the salute to the flag. Roll Call: Present: COUNCILMAN AGUILAR, IZELL, KING AND MAYOR WHITE Absent: COUNCILMAN MCNEILL Also Present: CITY MANAGER SEXTON, CITY ATTORNEY FLANDRICK, CHIEF OF POLICE CHELLINO. DIR. No. 79-85 as there was a refund payable to him. CONCUR WITH RECOMMENDATIONS ON CONSENT CALENDAR. M/S/C: AGUILAR/KING. There were no objections. CONCUR WITH RECOMMENDATIONS ON CONSENT CALENDAR It was the time Public Nuisance of abatement at 00- and place fixed for a Public Hearing on Case No. 79-W-76. Confirming the cost 13518 Francisquito Avenue. Proper postings and mailings had been accomplished. There were no written protests. Mr. Kelly gave a brief resume of the Agenda Packet. Mayor White declared the Public Hearing Open. As there was no testimony either in favor of or in opposition to 79-W-76, Mayor White declared the Public Hearing closed. City Clerk Balkus read by title: RESOLUTION NO. 79-87 CONFIRMING THE CITY MANAGER'S REPORTS REGARDING CERTAIN SPECIAL ASSESSMENTS ON CASE NO. 79-W-76 WAIVE FURTHER READING. ADOPT RES. NO. 79-87. There were no objections. 00- City Manager Sexton presented and City Clerk Balkus read by title: ORDINANCE NO. 798 AMENDING SECTION 3400 OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO ANIMAL CONTROL WAIVE FURTHER READING AND INTRODUCE ORD. NO. 798. M/S/C: KING/IZELL. There were no objections. 00- City Clerk Balkus presented a request from the County Registrar of Voters for use of City Hall parking lot as Check-In-Center for the November 6, 1979 Special Election. APPROVE REGISTRAR OF VOTERS USE OF CITY FACILITY FOR NOVEMBER 6. 1979 SPECIAL ELECTION. M/S/C: IZELL/AGUILAR. There were no objections. 00- Mr. Cunm'ngham said one bid had been received for rehabilita- tion of two houses at 14546 & 14548 Jeremie Street. This is HCDA Project 78C-56 for purchase and rehabilitation of property for Future Low Income Housing. He recommended acceptance of the bid of $14,020.00 from Line Construction Company, Baldwin Park which is within the area of the City's estimate. Funds are allocated through the HUD County Community Development Department. Each year the City selects projects, investigated by the Citizen Participation Committee. These are submitted for approval at the beginning of the program year. The programs are processed during the fiscal year. Then the County through HUD reimburses the City expenditures. The title to the property is invested in the City Housing Authority and the City has permanent title. However, the property must be used within the program. In the future the City could sell the property and the funds revert to the City. The City now owns four dwellings. He said the HUD funds are a Grant to the City. We presently have a three year program and it is not necessary that we purchase housing with the funds. The City can land bank" for future development of housing. Programs are available for other uses, but HUD has mandated through the County to Cities that they develop so much housing within the scope of the program. They have requested that the County develop 1,000 housing units and have made $10,000,000. available free for this use to cities. It would be a violation to sell the property and not use it for low income housing. The property to be rehabilitated cost $62,000. through HUD project 78C:67. He said under the 3 year program the maximum amount of housing the city would acquire would be 8 houses. Councilman Agu-Har said the relocation law would be helpful in this program. AWARD AND AUTHORIZE EXECUTION OF CONTRACT FOR HCDA PROJECT 78C-56 REHABILITATION OF PROPERTY AT 14546 & 14548 JEREMIE ST. TO LINE CONSTRUCTION CO., BALDWIN PARK, IN THE AMOUNT OF $14,020.00. M/S/C: IZELL/AGUILAR. There were no objections. 00- Mr. Kelly said arrangements were being made to meet with the Water Companies within the next two weeks. Councilman Aguilar said that filings for members of the Water Board were being accepted in the City of Commerce from August 9th to August 30. 1979. 00- COUNCILMAN KING DESIGNATED VOTING DELEGATE AND MAYOR WHITE DESIGNATED ALTERNATE FOR LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE IN SEPTEMBER. 1979. Council members attending the Conference are to contact delegates as to their wishes. 00- Oral Communications RESUME OF LOW HOUSING PROGRAM AWARD & EXECUTE CONTRACT: HCDA PROJ. 14546 & 14548 JEREMIE TO LINE CONSTRUCTION WATER COMPANIES Dwaine Glass, 14345 E. Garvey, said that during a recent building project he had encountered unusal occurrences. The City had waived Underground Utilities. However, the Phone Company said it would be 2 months before they would have service using over-head facilities so they undergrounded and received service in 3 days. He had checked and found the Company planned to underground Ramona from Maine almost to Francisquito. Undergrounding should be coordinated with street improvements so they are not torn up. Utilities are private companies not regulated by the City. He suggested other areas for undergrounding, such as along the freeway, be checked as these streets will be torn up. He is going to investigate further. Council discussion followed that all improvements should be correlated and Mr. KeTly said utility companies were advised in advance of City street improvements. When streets are torn up replacement is to be made in accordance with our public work standards. It was suggested that possibly our inspection procedures should be tightened up". Utility Companies do have long range plans for work scheduled throughout the valley and coordination is not always feasible, Mayor White suggested that a concerned citizen could approach this problem thru the P.U.C. and that Mr. Kelly make every effort to coordinate improvements. Mr. Glass, said he would investigate and advise Council of his findings. 00- Bonnie Hanrahan, 691 Frazier, said that the signal light on Ramona and Francisquito is timed too short for even one car going West on Ramona to make a left hand turn.
