He recommended acceptance of the low bid from Montebello Ford. ACCEPT BID AND PURCHASE 6, 4 DOOR SEDANS FROM MONTEBELLO MOTORS IN THE AMOUNT OF $39,896.59. M/S/C: KING/IZELL. There were no objections. 00- Mr. HaTloway reviewed the report on the CETA program. Congress has changed the regulations which require that a maximum salary per month bo $660.00 and at least 10% of the monies be spent on training. This is not consistent with the salary plan and we do not have the staff or the expertise for training. An alternative allowing participa- tion in CETA would be to turn over administration of the program to the Mid-Valley Manpower Consortium and just become a job site. This will eliminate our application through the County. The CETA contract wilt terminate September 30, 1979. Two of our City Councilmen serve as Directors on the Mid-VaTiey Manpower Board. Councilman Aguitar said most of the Mid-Valley member cities had made arrangements with Mid-Valley for CETA services. BIDS 6 POLICE VEHICLES ACCEPT BID MONTEBELLO MOTORS $39,896.59 CETA ADMINISTRATION In answer to Council, Mr. Haltoway said the citv had had 43 CETA positions. We now have 10 or 12, some of which witt be absorbed and some terminated. The current CETA programs allowed a $833.00 salary and the City could supplement. This is no longer possible. The number of employees received through Mid-Valley wi11 be on an allocation basis. He said that under the current program the City had absorbed 25 or 30 of the CETA posi tions. CITY ENTER INTO AGREEMENT WITH MID-VALLEY MANPOWER THAT THEY ADMININSTER THE CITY CETA PROGRAM AND RECEIVE OUR CETA FUNDS. M/S/C: KING/AGUILAR. There were no objections. AGREEMENT WITH MID-VALLEY MANPOWER TO ADMINISTER CETA 00- Mr. Kelly said that two bids were received on August 27, 1979 for construction of air conditioning and ventilating equipment in the Community Center. He recommended that Contract be awarded to Kooler Enqineering, Inc. AWARD CONTRACT FOR CONSTRUCTION OF AIR CONDITIONING AND VENTILATING EQUIPMENT IN THE COMMUNHY CENTER TO KOOLER ENGINEERING, INC., LOS ANGELES, IN THE AMOUNI OF $12,000.00. M/S/C: MCNEILL/AGUILAR. There were no objections. 00- BIDS AIR/VENTILATING COMMUNITY CENTER CONTRACT TO KOOLER ENGINEERING $12,000.00 Mr. Kelly reviewed the Agenda Packet report on establishing a Parking and Business Improvement District Area in con- junction with the Chamber of Commerce. The procedure is consistent with AB 103, as amended by AB 1693. Creation of the improvement area will he estdh"! ished based upon a benefit assessment system which will not be in conflict with Proposition 13. The Public Hearing wi11 be October 3, 1979, at 7:30 p. in. He recommended adoption of a resolution of Intention. Mr. Kelly gave a brief resume of the Agenda Packet report and said this had been granted to the City as a condition of Lot Split 472. Mayor White declared the Public Hearing open. ADOPTED 79-89 Mayor White read a letter from Henry Solorio, One Manchester Blvd., Inglewood, expressing thanks and appreciation for a job well done" with police assistance when his daughters car was destroyed by fire on August 30, 1979, at 2:11 a.m. Assisting were Sargent Richard Brown and Officers Charles Pohl and Don French. 00- Mr. Sexton said that some weeks ago staff had been directed to pursue a change in the Municipal Code to provide for direct appointment of the Personnel Commission by the City Council. The Meet & Confer process had been complied with in accordance with the Government Code and the Ordinance was before Council for consideration. Mayor White and the majority of Council favored a 90 day extension as recommended. Councilman Izell said they had completed the asphalt parking lot. He would like them to proceed with landscaping and be given additional time on the block wall which he did not feel was necessary, but could be installed only where needed. Di scuss ion followed. There were no objections. 00- Councilman Aguitar said the Miss Baldwin Park Pagent will take place in January and he asked that the Chamber of Commerce and the City Staff work together to determine whether the City Auditorium can be made available and usable for this event. She said they formed about one year ago as liason between citizens and Community agenices. She invited all to attend their meet ings. Their next meeting is Monday, September 10, 1979, 7:30 p.m. Community Building, Morgan Park. 00- Bess Jenkins, 13056 Amar Road, asked that the City of Industry be contacted regarding disturbing factory noise at night.
