The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. and convened at 7:50 p.m. 00- An invocation was given by Rev. Roger Sawyer, First United Methodist Church. City Treasurer Montenegro led the salute to the flag. Confirming the cost of abatement at 4030 La Rica Ave. Proper postings and mailings had been accomplished. There were no written protests. Mr. Kelly gave a brief resume of the Agenda Packet report. Mayor pro tern Aguilar declared the Public Hearing open. As there was no testimony either in favor of or in opposition to 79-W-ll, Mayor pro tern Aguilar declared the Public Hearing closed. Mr. Kelty was directed to investigate and resolve if possible 00- Mrs. Lunsford, 13233 Earl Avenue, said the alley south of Ramona between Earl and Francisquito is full of pot holes and Mr. Kelly said this will be repaired as the alley is included in the 5 year reconstruction program. 00- AT 8:28 P.M. On property adjoining to the south a house was built and the grade level raised causing dirt and water to flow onto the Lunsford property. Their existing fence was removed and a new one was to be installed at property line. They asked that these problems be resolved. Mr. Kelly said the City Engineer and Land Surveyor had investigated in order to find a possible solution to the problems. The following findings were made: 1. The grading plan is in accordance with all City Standards. 2. There is a fence encroachment by the property to the north, 13233. 3. Parts of the berm have not had adequate maintenance in order to guarantee that the landscaping remains sufficiently to prevent water runoff. Staff will: 1. Require contractor to correct the landscaping to stop runoffs. 2. Intercede in resolving the fence location. 3. Continue to work with them until City code provisions have been complied with. Council discussion followed and staff was directed to work with both parties and report to Council. 00- City Attorney Flandrick requested that Ord. No. 799 be reintroduced to include a new Section two. ORDINANCE NO. 799 AMENDING SECTION 2451 OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO THE PERSONNEL COMMISSION. WAIVE FURTHER READING AND INTRODUCE ORD. NO. 799. M/S/C: IZELL/MCNEILL. There were no objections. 00- Discussion followed concerning renovation of the Civic Auditorium. Councilmen, Mr. Sexton, Staff members and Mrs. Taylor were asked to view the facility to determine what is needed and what we can do with the money available 00- Councilman King, voting representative at the League of California Cities, asked for direction from Council as to their wishes concerning measures to be considered at the conference. Council members will contact him at the conference. 00- Mr. Sexton requested approval of a Resolution authorizing the Mayor to sign all Cooperation Agreements and Contracts with the County of Los Angeles for accomplishments of the Block Grant Program. NO. 79-98. M/S/C: MCNEILL/KING. There were no objections. 00- Bess Jenkins, 13056 Amar Road asked what had been learned about the noise emanating from firms located in Industry. Mr. Kelly said he felt they had located the source of the noise and that the City of Industry will be contacted to see if they have a noise restricting Ordinance. Bess Jenkins said that dirt filters down on to the sidewalk at the Puente Avenue underpass and that low growing trees restrict the view when making a left hand turn on Baldwin Park Blvd. to Stewart. Also, she asked if there is an ordinance prohibiting litter on Church grounds. She spoke of litter and bottles on the Neighborhood Church property at Central & Jeremie. Mr. Kelly will check and try to resolve these problems and Mr. Flandrick said the problem with litter is finding the perpetrators and catching them. 00- Ana Montenegro, 4519 Park Avenue, asked that the Food King parking lots be cleaned and improved.
