Pacific Avenue WEDNESDAY, JANUARY 2, 1980 AT 7:30 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. 00- An invocation was given by Rev. Harvey Boese, Neighborhood Church. Mrs. Bess Jenkins led the salute to the flag. Roll Call: Present: COUNCILMAN AGUILAR, IZELL, KING, MCNEILL AND MAYOR WHITE Also Present: CITY MANAGER SEXTON, CITY ATTORNEY FLANDRICK, DIRECTOR OF ADM. SERVICES HALLOWAY, DIRECTOR OF CUMMUNITY DEVELOPMENT KELLY, CHIEF OF POLICE CHELLINO, DIRECTOR OF HOUSING AND ECONOMIC DEVELOPMENT CUNNINGHAM, DIRECTOR OF HUMAN SERVICES LUCAS AND CITY CLERK BALKUS Absent: CITY TREASURER MONTENEGRO EXCUSE ABSENCE OF CITY TREASURER MONTENEGRO. APPROVE FINAL ACCEPTANCE OF PROJECT NO. 187 RECONSTRUCTION OF MARION AVENUE FROM OLIVE STREET TO CHILCOT STREET AND AUTHORIZE CITY CLERK TO FILE A NOTICE OF COMPLETION 8. APPROVE FINAL TRACT MAP NO. 35421 BATTAGLIA & ASSOCIATES, NE & NW CORNER OF DART STREET AND HAMMOND STREET AND AUTHORIZE MAYOR AND CITY CLERK TO SIGN THE IMPROVEMENT AGREEMENT 9. APPROVE SERVICE AGREEMENT WITH STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION PROJECT NO. 178 MAINE AVENUE, CENTER STREET AND BLEECKER AVENUE) AND AUTHORIZE MAYOR AND CITY CLERK TO SIGN THE AGREEMENT CONCUR WITH RECOMMENDATIONS ON CONSENT CALENDAR. Mayor White expressed appreciation for their services and introduced Bess Jenkins and Frank Barnato, Senior Citizen Advisory Commissions who were present. 00- Mayor White said that Myrtle Asquith, a very active member of the Community, had passed away today about 11:30 a.m. 00- Councilman King said there was to be further discussion regarding membership in Independent Cities and Contract Cities. Mayor White said the City belongs to the League of California Cities and that possibly Council should decide whether the City should stay with one organization or make a choice as to the benefits to be derived from all the organizations. Discussion followed. Councilman King asked that Mr. Sexton continue checking Cities in the area as to whether they belong to both organizations or to none. A report on this will give Council an indication on which to base a decision. He will pursue and this item will be brought back for Councils consideration. 00- Bess Jenkins, 13056 Amar Road, after clarification as to the Commission appointment, said she was very happy to serve again. She said she had written a letter to the City of Industry but she did not wish to jeopardize the citys efforts. Mr. Kelty said letters and petitions regarding noise complaints from the residents direct to the City of Industry would assist the citys efforts. Bess Jenkins expressed concern about large trucks parking at the end of Frazier. This evening one was parked on the east side of the street, but another one was parked tempo- rarily in the middle of the street. A trash container is sitting there and she just barely could drive through. This could be a safety hazard. Continued CONCUR WITH RECOMMENDATIONS ON CONSENT CALENDAR SR. She said the Animal Shelter Contract had been renegotiated but dog packs are still running loose every night and she felt something should be done about it. Mayor White said that possibly the Animal Shelter has a personnel shortage problem, but they will be contacted as he knows there is a problem. 00. BERTHA REGUS CONTACT ANIMAL SHELTER AT 7:50 P.M.
