Pacific Avenue WEDNESDAY, FEBRUARY 20, 1980 AT 7:30 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. 00- An invocation was given by Rev. Aureiliano Ftores, Igtesia INVOCATION del Redentor. Mr. Lewis Farkas led the salute to the flag. WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 80-12 Includes Industrial Street B") DESIGNATING ROADS TO BE FEDERAL-AID SYSTEMS CERTAIN IN THE URBAN CONCUR WITH RECOMMENDATIONS ON CONSENT CALENDAR. CONCUR WITH RECOMMENDATIONS ON CONSENT CALENDAR 00- Mr. Kelty reviewed the agenda packet report on a proposed resolution Indicating an Intent to Implement Reasonably Available Control Measures" from the South Coast Air Quality Management Plan". In order to avoid Federal economic sanctions pursuant to the 1977 dean Air Act the following were identified as reasonably available control measures', requiring some degree of scheduled implementation by the City: Employee ridesharing program, traffic signal synchronization, increased by bicyle and pedestrian facilities, energy conservation steet lighting, modified work schedules and carpool preferential parking. He said City costs would be primarily administrative. It is proposed that some of these measures will receive Federal and State Fundings. He recommended adoption of the resolution. City Clerk Balkus read by title: RESOLUTION NO. 80-13 IDICATING ITS INTENT TO IMPLEMENT PRIOR TO DECEMBER 31, 1982, HEREIN DEFINED REASONABLY AVAILABLE CONTROL MEASURES" FROM THE SOUTH COAST AIR QUALITY MANAGEMENT PLAN WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 80-13. M/S/C: AGUILAR/KING. There were no objections. 00- In answer to Councilman McNeiTI, Mr. Sexton said he'd had a discussion with the City Manager of the City of Industry concerning the noise problem they had attempted to correct in December. The problem has somewhat worsened. They have an enforcement officer and they promised to investigate and contact him by the end of the week. Regarding Councilman McNeitTs inquire designating certain roads to be in the Federal Aid Urban system, specifically the narrow bridge on Merced between Big Dalton and Ahern; Mr. Kelly said this is a critical area in the priority street program. Federal, State and City money is involved. The project development phase and costs will be available when a analysis of the program is completed and presented to Council. 00- Dennis Mclntyre, 13518 Elwyn Drive, said he represented five families on Elwin Drive off of Center Street which was recently opened to allow Grace Street traffic to come through. Since the opening of Grace Street they have water from Center, Morgan and Grace Street which is too much for the 18 inch drain with about a one foot fall going about 350 yards to unload on Filhurst. He said 2 homes were inundated with water from the last 2 weeks rain and the water backed up on the corner for five feet. They have sandbagged but the water seeps in. He asked that this be corrected by the City. The fire department pumped out 10,000 gallons of water and burned out their pump. Mayor White explained that County Fire Department services are paid for by the citizens of this City. In answer to Mayor White, Mr. Kelly said that this area is one of 5 major flooding problems in the City and was not included in this years budget. Design studies are in process to relieve this area with a larger culvert. A report and recommendation will go to the City Manager tomorrow to initiate the project using alternate funding. As the City does not have pumps the County Fire Department usually does this type of work for the City. The City does sandbag. Providing funding can be found and the rains cease work can proceed within the next month or two. Councilman King said a rental agency supplies this pumping equipment and it appeared to him that the city should have a pump' available so the Fire Department or the City can pump out the water when necessary. Mr. Ketly said private means to alleviate this problem will be investigated, Mr. Mclntyre said the water required a large enough pump to divert the water 500 feet to Center Street. He said the drain gets clogged and the Fire Department had cleaned it out. He suggested a routine check to be sure the drain is not plugged up. Victor Gamboa, 13506 Elwin Drive, said cutting the curb and draining onto the vacant lot as Councilman Izell suggested would not resolve the situation as the lot fills and drains across a residential property. They had called the yard and the emergency number unsuccessfully and had no results with the County Flood Control. They were unable to get help over the weekend. He suggested that when the water is deep that the street be closed to through traffic as cars going through push the water through the sandbags. VICTOR GAMBOA ELWIN DRIVE FLOODING AND DRAINAGE Mayor White said this location will be flagged and appropriate AREA FLAGGED action take to alleviate the problem until there is a permanent ALLEVIATE PROBLEM solution. In answer to Councilman McNeill, Mr. Kelty said gas tax money can be used on this type project but it must conform to state guide lines. Mr. McNeill proposed that this drainage problem be resolved so that it will not recur. She requested that trees on Big Dalton and Merced be trimmed so the stop sign can be seen. 00- Mayor White called attention to the artists rendering of SENIOR CITIZEN the Senior Citizens Center displayed in the Council Chambers.
