Pacific Avenue, WEDNESDAY, MARCH 5, 1980 AT 7:30 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. 00- An invocation was given by Rev. Bill Hara, San Gabriel Valley Holiness Church. Councilman Izell led the salute to the flag. Roll Call: Present: COUNCILMAN IZELL, KING, MCNEILL AND MAYOR WHITE Absent: COUNCILMAN AGUILAR Also Present: CITY MANAGER SEXTON, DIRECTOR OF ADM. SERVICES HALLOWAY, CITY ATTORNEY FLANDRICK, DIRECTOR OF COMMUNITY DEVELOP. KELLY, CHIEF OF POLICE CHELLINO. There were no objections. CONCUR WITH RECOMMENDATIONS ON CONSENT CALENDAR 00- Councitman Izell said he had had calls from Citizens concerned about sidewalks around 3751 Big Dalton; about the disposition of the alley vacated near Olive and La Sena; and the traffic signal when you drive out of Howard Johnsons. Mayor White said that when leaving private property and entering a controlled intersection all the rules pertaining to private property on a highway would apply. You have no right of way at any time coming off of private property on to a public highway. You have to wait until the road is clear. Mr. Kelly will research and respond as to the sidewalks and alley inquiries. 00- Mrs. Helen Montgomery, 14308 dark St. said a developer is trying to buy their property but they have not sold. She asked if lots 14, 15 & 16 on dark are included in the proposed tract and she asked if Shady Lawn Street would go through or be abandoned. She questioned whether the buyer was really sincere. She asked that Shady Lawn not be blocked off and deny them access to sewers. Jesse P. Montgomery, 14308 dark St. said the developer proposed to buy 120 feet of their property south of Shady Lawn and if the street does not go through what would be the disposition of the 60 feet they dedicated for street. He wanted the City to be aware that if he sold the property there would be a written notice of the sate from him. HELEN TRACHT ZONING R-l AUTO PAINTING Mayor White said this was one of the areas that had been set aside for study. They retain the same zoning. Councilman McNeill said he would be opposed to making this area R-3. He said Mrs. Trachts complaint about spray painting autos in R-l had been referred to Mr. Dawson. He suggested a study as to the number of condominiums to be allowed in the City. Mr. Ketly said condominiums can only be constructed in Multi-family zones and specific standards will be set for new development as well as conversions. The state map act allows condominiums and they cannot be prohibited at this time. Mrs. Tracht asked what could be done about a business of painting cars in an R-l zone. Mayor White said the staff will make every effort to enforce the zoning ordinance. Councilman King suggested that the staff be alerted when the painting is taking place. Mr. Flandrick said that it is difficult and would have to be proven that this is a business. 00- Councilman McNeitI thanked the people who had called him and had come before Council to make known their problems. 00- Councilman McNeiU said Mayor White would be the welcoming MID-VALLEY DEMOCRATIC committee at the Mid-Valley Democratic Club Installation CLUB INSTALLATION of Officers, 6 p.m., Friday, March 7, 1980 at the Baldwin OF OFFICERS Park Womens Club.
