Pacific Avenue, TUESDAY, APRIL 15, 1980 AT 7:30 P.M. The City Council of the City of Baldwin Park met in adjourned regular session in the Council Chambers at 7:30 p.m. 00- An invocation was given by Councilman Izetl. City Clerk Balkus led the salute to the flag. Roil Call: Present: COUNCILMEN AGUILAR, IZELL, KING McNEILL AND MAYOR WHITE INVOCATION FLAG SALUTE ROLL CALL Also Present: CITY MANAGER SEXTON. DIRECTOR OF ADM. SERVICES HALLOWAY. DEPUTY CITY ATTORNEY TERRI TRACY, DIRECTOR OF COMMUNITY DEVELOP. KELLY, CHIEF OF POLICE CHELLINO, DIRECTOR OF HOUSING AND ECONOMIC DEVELOPMENT CUNNINGHAM, DIRECTOR OF HUMAN SERVICES LUCAS, CITY TREASURER MONTENEGRO AND CITY CLERK BALKUS 00- City Clerk Balkus announced that this was the time and place fixed for receiving the City Clerk's Certification as to the results of the General Municipal Election held Tuesday, April 8, 1980. She stated that, as authorized by Resolution No. 80-16 adopted March 5, 1980), a canvass of the election returns was made by a Board on April 9, 1980 at 2:30 p.m. The canvass was made by opening the No. 4 Envelopes for each precinct and the absentee envelope, and from the Tally Sheets enclosed, the votes cast for each person were determined. 135 absentee ballots were cast; 1,773 ballots were cast at precincts; making a total of 1,908 ballots cast. She stated that the Certificate of Canvass was attached to Resolution No. 80-23 which indicates the votes cast for all candidates; that JACK B. WHITE was elected Mayor, that LEO W. KING and FELIPE AGUILAR were elected as Members of the City Council; that LINDA GAIR was elected City Clerk and that ANA MONTENEGRO was elected City Treasurer. City Clerk Balkus read by title: RESOLUTION NO. 80-23 RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON APRIL 8. 1980, DECLARING THE RESULTS THEREOF AND SUCH OTHER MATTERS AS PROVIDED BY LAW WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 80-23. PLAQUE PRESENTED BOBBIE IZELL Councilman Izell expressed his thanks to the citizens of Baldwin Park and expressed a wish that every family that had ever lived in Baldwin Park had been as fortunate as the Izelt family. Councilman McNeill said it had been a pleasure working with Councilman Izell these past two years and said that perhaps some time he may serve again. Councilman King said he had experienced both winning and losing and he had mixed feelings on offering Councilman Izell congratulations or his condolences. Councilman Izell said he had caught 165 fish over the weekend so he was not too unhappy. Councilman Aguilar concurred with Councilman McNeitI and said the greatest benefit to him was two great friends, Councilman Izell and his wife. Mayor White concurred with Council, saying it had been a pleasure to serve with Councilman Izell and thanked him for serving the City. 00- City Clerk Balkus administered the Oath of Office to incoming officers and presented them with their Certificates of Election. She stated that the Mayor, Councilmen, City Clerk and City Treasurer were now officially sworn in and seated. 00- Mayor White read in fu11: COUNCILMAN McNEILL COUNCILMAN KING COUNCILMAN AGUILAR MAYOR WHITE OATH OF OFFICE TO INCOMING OFFICERS CITY CLERK BALKUS RESOLUTION NO. 80-26 COMMENDING THELMA L. BALKUS FOR DEDICATED PUBLIC SERVICE WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 80-26. M/S/C: McNEILL/KING. There were no objections. Mayor White presented the Resolution and a City Plaque to Thelma L. Balkus. Mrs. Balkus said that a speech was a little difficult; that City Hall had been like a second home to her and she expressed her sincere thanks to the City Council and to the people of Baldwin Park. Councilman Aguitar expressed his affection and apprecia- tion to Mrs. Balkus for reminding him to file papers and working with him these past four years. Mayor White congratulated Mrs. Balkus for having served the City long and faithfully and well. He thanked her on behalf of the people. 00- Continued) RES. NO. 80-26 COMMENDING THELMA L. BALKUS RES. As this left a vacant Council seat he asked that Deputy City Attorney Tracy explain what options were available to Council in titling a Council seat. Deputy City Attorney Tracy said that when a Council seat becomes vacant the Council has the option of filling the vacancy by appointment or calling a special election to fill the vacancy. The decision is at the discretion of Council. The only qualification, should Council decide to appoint, is that the individual be a registered voter of the City at the time of assuming office. The term of office would be for the unexpired term of two years. The decision of the Council either to call an election or appoint would be final but would be subject to recall. Mayor White called for a motion, PROCEED TO FILL THE COUNCIL VACANCY BY APPOINTMENT. M/S/C: KING/McNEILL. There were no objections. NOMINATE BLAIR C. HOLMAN. 3771 MAINE AVENUE FOR THE CITY COUNCIL SEAT. M/ KING. RESIGNATION FROM COUNCIL WHITE DEPUTY CITY ATTORNEY PROCEDURE TO FILL COUNCIL VACANCY CALL FOR MOTION FILL COUNCIL VACANCY BY APPOINTMENT NOMINATE BLAIR C HOLMAN FOR COUNCILMAN Councilman King said Mr. Hoi man had been very active in the City, that he was conscientious and that he would enhance the Council's position if he would serve Councilman McNeill seconded the motion and said he believed Mr. Holman would be an asset to the Council. ROLL CALL. AYES: KING, McNEILL, AGUILAR AND MAYOR WHITE. The motion carried. Discussion followed and it was resolved that Mr. Hotman would take the Oath of Office prior to the April 16, 1980, 7:00 p.m. joint meeting of the City Council and the Redevelopment Agency. 00- Councitman King expressed thanks for people's vote of confidence he had received and said he was fortunate to be able to continue working with a capable and prudent City Council, all working for the entire community. His hope was that in the future he would not let the people down. 00- Councilman Aguitar said he felt that the people had indicated that this Council had moved forward with the City and that he felt he and the Council would work toward building Baldwin Park into a great City and that he personally and a11 the Council, in voting on issues, voted for what they felt was for the overall good of the entire City and the services and needs of the people. 00- Continued) SECOND TO MOTION ROLL CALL BLAIR C. He said he had been in public life for some time and he had enjoyed and had been proud to serve in each capcity in which he had served. He was especially proud as he felt that Council collectively had made a very wise decision tonight. He said this Council has shown that it has the capacity to argue, to disagree, and to come back together. Each member has an obligation to express their views very forcefully, as they see them, keeping personalities out of the discussion and then coming together and working in the interest of the people. He felt the Council had done this tonight, that the City has a good Council and he looked forward to this next term. 00- Councitman McNeill said it was a pleasure to be on Council and to be a part, for the next two years, of the City Council. He said the City has an excellent staff under the leadership of the City Manager. He said that all the elected officials know that their seats belong to the people who have asked them to serve. He said they were here to serve and when they forget to serve the people they have given up their rights to sit in their seats. He said he intended to keep the right to serve the people as long as he was a Councilman. He looked forward to two years of helping to improve the City. 00- City Clerk Gair said she appreciates the opportunity to serve the City and that she would make every effort to perform her duties well. 00- City Treasurer Montenegro thanked the constituents for thir support. She felt fortunate in being able to listen and relate to everyone in the City and the Council and the staff, in that she does speak three or four languages. She felt that this communication was helpful whenever there was a problem to be resolved. 00- Mayor White suggested that election of Mayor pro tern be made at the April 16, 1980 meeting. There were no objections. 00- MAYOR WHITE COUNCILMAN McNEILL CITY CLERK GAIR CITY TREASURER MONTENEGRO ELECT MAYOR PRO TEM 4/16/80 Mayor White invited oral comments. Mr. Izelt said he felt that efforts should be made to have the people that live in Baldwin Park do as much as they can for the City. Council and residents leave every morning to work out of town. Businessmen come into town to run their businesses. An out of town staff comes in to run our City. He said a lot of people have made money in the City but they've never stayed around and he thought that was one of our big problems. 00- Continued) ORAL COMMENTS MR.
