Pacific Avenue WEDNESDAY, JUNE 4, 1980 AT 7:30 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. 00- An invocation was given by Councilman Blair Holman. Thetma Balkus, Former City Clerk, led the salute to the flag. COUNCILMEN AGUILAR, HOLMAN, KING, McNEILL AND MAYOR WHITE Roll Call: Present: INVOCATION FLAG SALUTE ROLL CALL Also Present: CITY MANAGER SEXTON, DIRECTOR OF ADM. APPROVE MINUTES OF MAY 21, 1980 2. WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 80-40 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 3. WAIVE FURTHER READING AND ADOPT ORDINANCE NO. 810 AMENDING SECTIONS 2001, Second Reading) 2003 AND 2201(a) OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO THE CITY COUNCIL 4. AWARD CONTRACT PROJECT NO. 196 INSTALLATION OF REFLECTIVE RAISED PAVEMENT MARKERS ON MAJOR STREETS IN THE CITY OF BALDWIN PARK Constey & Montigny Co., Inc.) 5. AWARD CONTRACT PARTIAL REROOF AND DECK REPAIR OF THE BALDWIN PARK COMMUNITY CENTER 6. WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 80-41 DECLARING ITS INTENTION TO VACATE THAT CERTAIN STREET EASEMENT ON RAMONA BOULEVARD WEST OF FOSTER AVENUE 80-V-2) 7. FINAL APPROVAL TRACT MAP NO. 37219 Councilman Aguilar asked that Item No. 5 be removed from the Consent Calendar for discussion. Mr. Kelly explained that no bids were received and that the project will be re-advertised next fiscal year as part of a bigger project, There was no need for approval at this time. 00- City Clerk Gair read a letter of apology from the Mayor of West Covina, Nevin Browne, regarding the publicized remarks of their Councilman Tennent. Mayor White read contents of letter to be sent to Mayor Browne accepting apology. Council concurred and Mr. Sexton was directed to send letter. 00- Mr. Kelly explained the procedures already passed by the City Council and asked for approval of the Engineer's Report and to declare a Public Hearing on July 16, 1980. Councilman Holman questioned regarding Assessment of some of the properties. RESOLUTION NO. 80-42 APPROVING THE ENGINEER'S REPORT FOR THE WEST RAMONA LANDSCAPE AND LIGHTING MAINTENANCE DISTRICT IT WAS MOVED AND SECONDED THAT RES. NO. 80-42 BE APPROVED. M/S/C: AGUILAR/McNEILL. There were no objections. RESOLUTION NO. 80-43 DECLARING ITS INTENTION TO ORDER THE FORMATION OF THE WEST RAMONA LANDSCAPE AND LIGHTING MAINTENANCE DISTRICT, PURSUANT TO THE LANDSCAPING AND LIGHTING ACT OF 1972; AND FIXING A TIME AND PLACE FOR HEARING OBJECTIONS THERETO IT WAS MOVED AND SECONDED THAT RES. NO. 80-43 BE APPROVED. M/S/C: AGUILAR/KING. There were no objections. 00- Councitman King asked questions about the progress being made in regard to the improvements on Maine Street for safety of Senior Citizens and others. Mr. Kelly explained the physical improvements already done, the educational program to be initiated in conjunction with the Service Council, and increased police patrol. Police Chief Chellino stated that the police were intensifying enforcement on the streets. Councilman King asked for greater consideration of lights at specific corners as quickly as possible. 00- Mayor White commented regarding program developed by Automobile Club, City Staff and Community Persons Committee. Mr. Kelly explained the problems with the type of street Maine is and alternatives still being studied for improvement, including use of the Grant mentioned. 00- Councilman Aguilar thanked the Police Chief and the Baldwin Park Police Department for stopping the Cruise- Night that was to happen last Saturday night. 00- Councilman King thanked the City Clerk for improving the Minutes. 00- A Public Hearing on the City Budget was set for Monday, June 23rd, 1980. Proper notification will be made by Mr. Haltoway. 00- CRUISE-NIGHT STOPPED MINUTES PUBLIC HEARING CITY BUDGET 6/3/80 AT 8:03 P.M. THE MEETING ADJOURNED. There were no objections.
