Pacific Avenue WEDNESDAY, JUNE 18, 1980 AT 7:30 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m, 00- An invocation was given by Rev. Charles Mize, Edgewood Pentecostal Church. Councilman King led the salute to the flag. Roll Call: Present: COUNCILMAN AGUILAR, HOLMAN, KING McNEILL AND MAYOR WHOTE CITY MANAGER SEXTON, DIRECTOR OF ADM. SERVICES HALLOWAY, CITY ATTORNEY FLANDRICK, DIRECTOR OF COMMUNITY DEVELOP. KELLY, CHIEF OF POLICE CHELLINO, DIRECTOR OF HUMAN SERVICES LUCAS AND CITY TREASURER MONTENEGRO Also Present: INVOCATION FLAG SALUTE ROLL CALL Absent: CITY CLERK GAIR M/S/C: McNEILL/KING. CITY CLERK GAIR ABSENCE EXCUSED. There were no objections. 00- CITY CLERK GAIR ABSENCE EXCUSED Chief Deputy City Clerk HaTloway presented the Consent Calendar; 1. APPROVE MINUTES OF JUNE 4. 1980 2. RECEIVE AND FILE TREASURER'S REPORT MAY 31, 1980 3. WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 80-44 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 4. WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 80-45 DETERMINING THE AUTHORITY AND RESPONSIBILITY FOR INSPECTION OF CITY BRIDGES, INDEMNIFYING THE COUNTY OF LOS ANGELES FOR SUCH INSPECTION, AND PROVIDING FOR PAYMENT OF COST THERETO 5. AWARD CONTRACT PROJECT NO. 185 BIG DALTON AVENUE STORM DRAIN AND STREET IMPROVEMENTS. CONCUR WITH RECOMMENDATIONS ON CONSENT CALENDAR. M/S/C: KING/HOLMAN. There were no objections. CONSENT CALENDAR CONCUR WITH RECOMMENDATIONS ON CONSENT CALENDAR 00- Mr. Kelty explained the staff report and previous Council actions relating to Resolution No. 80-46. RESOLUTION NO. 80-46 APPROVING THE REPORT REQUIRED PURSUANT TO CHAPTER 8.5, DIVISION 14, OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA Questions were asked by Council regarding the ways of paying for this by assessment), will there be a quicker response in repair of lights yes), what options are available Continued RES. Mayor White asked if it was correct, that nothing by law prohibits Council from establishing an Assessment District. Mr. Kelly said that was correct. IT WAS MOVED AND SECONDED THAT RES. NO. 80-46 BE APPROVED. M/S/C: McNEILL/KING. There were no objections. 00- Councilman McNeill commented in regard to giving better Notification of Cancelled CRA Meetings to Council and the public. 00- Councitman McNei11 asked about sidewalks being budgeted on Pacific Avenue from the Wash to Big Dalton. Mr. Kelty said it was under consideration by assessment. 00- Mayor White read a letter from Lew Farkas resigning his position on the Parks and Recreation Commission. Mr. Farkas was praised by Councilman King, McNeitI and Mayor White. A MOTION WAS MOVED AND SECONDED TO ACCEPT, WITH REGRET, THE RESIGNATION OF LEW FARKAS. M/S/C: KING/McNEILL. There were no objections. 00- Mayor White gave a brief report on the 48th Annual Conference of Mayors and gave a copy of the ninety resolutions presented to Mayor pro tern McNeill. 00- Oral Communications: Vie Swanger, 4346 Merced Ave., re: Lack of Communication between the citizens of Baldwin Park and City Government recommended a Newsletter. A discussion followed concerning the possibility of a sem- annual newsletter, the affect of Proposition 13 and the high cost of the discontinued newsletter, and the bias that is projected in newsletters. Mayor White asked for a cost projection in regard to one issue of a newsletter. 00- AT 8:05 P.M. THE MEETING WAS ADJOURNED TO AN EXECUTIVE SESSION. M/S/C: McNEILL/HOLMAN. There were no objections. The Regular Session of the City Council was reconvened at 8:53 P.M. Roll Call was the same. AT 8:55 P.M. THE MEETING ADJOURNED. There were no objections. M/S/C: KING/McNEILL. RES.
