The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. 00- An invocation was given by Councilman Holman. Gloria Zook led the salute to the flag. APPROVE MINUTES OF JUNE 18. 1980 2. WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 80-48 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 3. WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 80-49 COMMENDING RICHARD T. CUNNINGHAM FOR DEDICATED PUBLIC SERVICE 4. WAIVE FURTHER READING AND ADOPT ORDINANCE NO. 811 AMENDING SECTION 4200 OF First Reading) THE BALDWIN PARK MUNICIPAL CODE RELATING TO DANCE PERMITS Councilman McNeill asked for Item No. 4 to be elaborated on. Mr. Kelly explained the adverse effects upon bonafide establishments made by the Municipal Code. CONCUR WITH RECOMMENDATIONS ON THE CONSENT CALENDAR. M/S/C: McNEILL/HOLMAN. There were no objections. 00- Mr. Kelly explained the reason for the Street Easement Vacation on Ramona Boulevard and recommended adoption of the resolution by Council. Proper publications and postings had been accomplished. There were no written protests. Mayor White declared the Public Hearing open. As there was no testimony either in favor of or in opposition to 80-V-2, Mayor White declared the Public Hearing closed. Questions were asked by Council regarding the possibility of a weed problem and landscaping, adjacent owners and others buying the vacated property and would there be ownership or easement. Mr. Kelty said the property can revert back if it remained vacant, anyone could buy and it would be owned. RESOLUTION NO. 80-50 ORDERING THE VACATION OF THAT CERTAIN STREET EASEMENT LOCATED ON RAMONA BOULEVARD WEST OF FOSTER AVENUE 80-V-2) IT WAS MOVED AND SECONDED THAT RES. NO. 80-50 BE APPROVED. M/S/C: KING/McNEILL. There were no objections. 00- Mr. HaTloway explained the changes from R. L. Kautz & Co. to Fitzpatrick Self-Insurance Administrators. IT WAS MOVED AND SECONDED THAT THE WORKERS COMPENSATION ADMINISTRATION CONTRACT BE APPROVED. M/S/C: KING/HOLMAN. There were no objections. 00- Mr. Pang gave a report on the Engineering and Traffic Investigation on the speed limits to be permitted upon certain streets. Mr. Pang introduced Mr. Moe from Moe, Perry and Associates to answer further questions. Councilman Holman questioned regarding the two speeds on Francisquito Avenue. Questions were asked about the use of radar and safety factors in residential and school areas. ORDINANCE NO. 812 AMENDING SECTION 3270 OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO SPECIAL SPEED ZONES WAIVE FURTHER READING AND INTRODUCE ORD. NO. 812 WITH THE EXCEPTION OF THE 40 MILE PER HOUR SPEED ON FRANCISQUITO. M/S/C: HOLMAN/KING. Asks for reconsideration of zoning due to type of business he planned to move there. Gloria Zook, 4817 La Rica, re HUD and the inflated rent in Baldwin Park as compared to other cities. She felt the Baldwin Park Housing Authority's rate schedule was not right. Only Foster Avenue units meet requirements, new units sound too high. Councilman King voiced concern over the inflated tab. Mayor White pointed out the obligation the Housing Authority has to set a fair rate. A discussion was held and Council asked that the City Attorney took into possibility of a Council Member sitting on Housing Authority Commission. The Council also asked for answers regarding: The Formula used to arrive at rates. Council authority to override rates. Projected rents for new developments. The Housing Authority minutes will be sent to Council in the future. 00- AT 8:30 P.M. THE MEETING WAS ADJOURNED TO AN EXECUTIVE SESSION. M/S/C: AGUILAR/KING. There were no objections. The regular session of the City Council was reconvened at 9:55 p.m. 00- Mr. Sexton explained Res. No. 80-51, Memorandum of Understanding Executive and Management), Res. No. 80-52 and Res. No. 80-53. RESOLUTION NO. 80-51 ESTABLISHING A CLASSIFICATION PLAN FOR THE CITY'S CLASSIFIED AND UNCLASSIFIED SERVICE POSITIONS IT WAS MOVED AND SECONDED THAT RES. NO. 80-51 BE APPROVED. M/S/C: McNEILL/KING.
