The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. 00- An Invocation was given by Councilman Holman. City Treasurer Montenegro led the Flag Salute. Mayor White welcomed the new Deputy City Clerk with best wishes from the City of Baldwin Park. 00- City Clerk Gair presented the Consent Calendar: 1. Aprove Minutes of July 16, 1980 and August 6, 1980. 2. Receive and File Treasurer's Report July 31, 1980. 3. Waive Further Reading and Adopt RESOLUTION NO. 80-70 ALLOYING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 4. Waive Further Reading and Adopt CONSENT CALENDAR RESOLUTION NO. 80-71 FINDING TIiAT A SUBSTANTIAL CONTINUED: EFFORT TO MEET LOW AND MODERATE INCOME HOUSING NEEDS IN THE CITY OF BALDWIN PARK IS BEING MADE AND THAT THIS EFFORT, INCLUDING THE OBLIGATION OF FEDERAL FUNDS FOR LOW AND MODERATE INCOME HOUSING IS EQUIVALENT IN IMPACT TO THE FUNDS 0'niERWISE REQUIRED TO BE SET ASIDE PURSUANT TO SECTION 33354.2 OF THE CALIFORNIA HEALTH AND SAFETY CODE AND THAT CONSIDERATION HAS BEEN GIVEN TO INCREASED HOUSING REQUIREMENTS RHSULTING FROM IMPLE^ENTATION OF THE PUENTE-MERGED REDEVELOPMENT PROJECT 6. Waive Further Reading and Adopt RESOLUTION NO. 80-74 FIXING THE RATE OF TAXES AND LEVYING TAXES FOR THE FISCAL YEAR COMMENCING JULY 1, 1980 9. Waive Further Reading and Adopt RESOLUTION NO. 80-75 FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION FOR THE FISCAL YEAR COMMENCING JULY 1, 1980 CONCUR WITH RECOMMENDATIONS ON THE CONSENT CALENDAR. M/S/C: HOLMAN/KING. There were no objections. 00- Mr. Kelly explained the Opening of Bids for the purchase of a one ton truck, five compact sedans, a tilt-trailer, and three compact trucks. He indicated that there were no bids received for the three compact pick-up trucks. A discussion was held by the Council concerning the waiving of the bids and further price checking for purchase of vehicles and trailer. Mr. Flandrick presented the motion on the floor to approve the bid on the CMC truck and trailcr-conditionally approving two bids on skylarks. The condition is that if City Staff is able to find a better source, economically speaking, that action will be deemed to reject bids already received. IT WAS MOVED AND SECONDED THAT COUNCIL ACCEPT MOTION AS PRESENTED BY ATTORNEY FLANDRICK. M/S/C: AGUILAR/KING There were no objections. 00- Mr. Kelly explained the request that Council approve execution of utilities and agreement regarding the Grant of Water Line Easement to Southern California Edison Co. He explained that the Water Line Easement would be at the North side of the Industrial Park and would not affect the development of the park. The purpose of the Easement is to tunnel under the 605 FWY. to divert water to the West side for commercial purposes. IT WAS MOVED AND SECONDED TO APPROVE GRA\T OF WATER LINE EASEMENT TO SOUTHERN CALIFORNIA EDISON COMPANY, AND TO INSTRUCT THE CITY CLERK TO RECORD SAME WITH LOS ANGELES COUNTY RECORDERS OFFICE. M/S/C: KING/McNEILL. There were no objections. 00- Mayor White then introduced and nominated Mr. Victor Swanger to the Housing Authority Comnission. There were no Council objections. CONDITIONAL APPROVAL OF BID AWARD PRESENTATION OF WATER LINE EASEMENT GRANT WATER LINE EASEMENT TO SOUTHERN CALIFORNIA EDISON COMPANY APPROVED HOUSING AUTHORITY COMMISSION MEMBER APPOINTED Councilman King then congratulated Mr. Swanger and complimented him on his participation in the last Housing Authority Meetings. 00- Mr. Kelly informed the Council that he will be distributing a monthly report to the Council and City Staff on Nuisance Abatement Proceedings. 00- Mr. Swanger thanked the Council for their consideration in his new placement on the Housing Authority Commission and requested the City to publish a City Newsletter so that citizens may be cognizant of meeting dates and other City business. The Council briefly discussed the prospect of producing a City Newsletter. Attorney Flandrick presented the following Resolution for adoption: RESOLUTION NO. 80-76 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK REPEALING RESOLUTION NO. 79-116, IN COMPLIANCE WITH A WRIT OF MANDATE IT WAS MOVED AND SECONDED THAT RESOLUTION NO. 80-76 BE APPROVED.
