REGULAR MEETING OF THE CITY COUNCIL OF THE CITY
OF BALDWIN PARK, CITY HALL, 14403 E. Pacific
Avenue, WEDNESDAY, SEPTEMBER 3, 1980 AT 7:30 P.M.
The City Council of the City of Baldwin Park met in
regular session in the Council Chambers at 7:30 p.m.

An Invocation was given by Councilman Holman. INVOCATION
Planning Commissioner Frank Fitzgerald led the Flag Salute. FLAG SALUTE
Roll Call: Present: COUNCILMEN AGUILAR, HOLMAN, KING, ROLL CALL
McNEILL, AND MAYOR WHITE

City Clerk Gair presented the Consent Calendar:
1. Approve Minutes of June 23 and August 20, 1980.

Councilman McNeill stated that he had received
the report of expenditures of the CRA Program
from Staff and would like to compliment Staff
on expenditures well spent and well managed.
Councilman Aguilar asked the Council to instruct
Staff to issue a Mayor*s Proclamation to the Baldwin
Park Lions Club for the White Cane Sale, October 1st
to October 4th, 1980. Council concurred.

Mayor White declared Oral Communications open and
invited those wishing to speak to come forward.
There were none. Mayor White declared Oral
Communications closed.

At 7:45 p.m., the meeting was adjourned to an Executive
Session to discuss one personnel matter and labor
negotiations. M/S/C: AGUILAR/McNEILL. There were
no objections.
The regular meeting of the City Council reconvened
at 9:05 p.m.
Roll Call remained the same.

City Clerk Gair read the following Resolution for Council
approval:
RESOLUTION NO. 80-80 A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF BALDWIN PARK
ADOPTING A BASIC SALARY PLAN
CLASSIFIED SERVICE)
IT WAS MOVED AND SECONDED THAT RESOLUTION NO. 80-80
BE APPROVED. M/S/C: McNEILL/KING. There were no
objections.

Mayor White explained that the City Council will
grant a 12% pay increase to be effective at 12:01 a.m.
on September 4, 1980 to all employees who have not
signed the M.O.U. for the current year. He stated
that the Council has reviewed the results of a very
comprehensive and outstanding study by the Ralph
Anderson Company. Council has agreed, with the Mayor's
recommendation, that both sides go back to the negotiating
table and decide upon their positions after reviewing
this study and come back as soon as possible with a
settlement in this matter. The Council has expressed
their willingness to meet as soon as possible, if
necessary, on off-weeks or off-nights to get this
situation settled.
