Pacific Avenue, WEDNESDAY,SEPTEMBER 17, 1980 AT 8:45 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 8:45 00- p.m. An Invocation was given by Councilman Holman. Councilman King led the Flag Salute. Roll Call: Present: COUNCILMEN AGUILAR, HOLMAN, KING, McNEILL, AND MAYOR WHITE Also Present: CITY MANAGER SEXTQN, CITY ATTORNEY FLANDRICK, DIRECTOR OF ADM. SERVICES HALLOWAY, DIRECTOR OF C(M1UNITY DEVELOP. KELLY, CHIEF OF POLICE CHELLINO, AND CITY CLERK GAIR Absent: CITY TREASURER MONTENTGRO CITY TREASURUER MONTENEGRO^ ABSENCE WAS EXCUSED. Karen graduated from Baldwin Park High School and is attending Gal-State Los Angeles. 00- City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of September 3, 1980. 2. Receive and File Treasurer^ Report of August 31, 1980. 3. Waive Further Reading and Adopt RESOLUTION NO. 80-81 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 4. Waive Further Reading and Adopt RESOLUTION NO. 80-82 APPOINTING A COMMISSIONER TO THE HOUSING AUTHORITY OF THE CITY OF BALDWIN PARK VICTOR SWANGER) CONCUR WITH RECOMMENDATIONS ON 71 IE CONSENT CALENDAR. M/S/C: McNEILL/KING. There were no objections. KAREN McNEILL INTRODUCED TO COUNCIL CONSENT CALENDAR CONCUR WITH RECOMMENDATIONS ON CONSENT CALENDAR 00- Mr. Dwight French recommended that the Mayor call for and hear Letters of Protest, take oral testimonies, and record all comments in the minutes of tonights meeting pertaining to the Assessment District. Mayor White opened a joint Public Hearing in relation to Resolution No. 80-67 Notice of Intention concerning Improvement of Rivergrade Commercenter Assessment District) and No. 80-69 Notice of time and place of Public Hearing). Mayor White stated that there has been one Letter of Protest received and there will be additional time permitted to file protests with the City. Mayor White then presented the motion that the Rivergrade Commercenter Assessment District matter be held over until October 1, 1980 to provide additional protest filing tune. M/S/C: HOLMAN/AGUILAR. There were no objections. Mayor White then declared the Public Hearing closed. ATTORNEY FLANDRICK CONCURS WITH RECOMMENDATION JOINT PUBLIC HEARING OPENED ASSESSMENT DISTRICT MATTER TABLED UNTIL MEETING OF OCTOBER 1, 1980 PUBLIC HEARING CLOSED 00- The Council discussed a possible future Ordinance adoption to restrict adult publication in reading materials and the theater within the City. New Ordinances enacted by other cities will be researched and Staff will report to Council at a later date. Councilman King stated that he has discussed with Chief Chellino the possibility of obtaining a Decimeter to measure and enforce noise control within the City. Should a Decimeter be obtained for the Police Department, trained personnel would be required for the operation of the new equipment Councilman McNeill asked Mr. Kclly if the Yard Sale Permit Ordinance is being enforced on weekends. Mr. Kelly informed Council that the Ordinance is being enforced and that he will be doubling enforcement on weekends. Council discussed the situation involving trucks parking on Baldwin Park Boulevard overnight. Mr. Kelly explained that this is a legal parking procedure since Baldwin Park Boulevard is a truck route. Council requested Staff to provide a copy of all Parking Ordinances which have been passed in our City for a review at the next Council meeting. Mr. Don French, President of the Baldwin Park Police Association inquired if Council had received a copy of a letter from Staff. Mayor White assured Mr. French that each Councilman has received a copy of the letter in his packet, Mayor White declared Oral Communications closed, ORAL COMMUNICATIONS OPENED ORAL COMMUNICATIONS CLOSED 00- At 9:05 p.m., the meeting was adjourned to an Executive Session to discuss pending litigation and to meet and confer. M/S/C: KING/McNEILL. There were no objections. The regular meeting of the City Council reconvened at 10:18 p.m. Roll Call remained the same. MEETING ADJOURNED TO EXECUTIVE SESSION 9:05 P.M. COUNCIL MEETING RECONVENED-10:18 P.M. 00- Mayor White explained that there was no action taken as a result of the Executive Session discussion. EXECUTIVE MEETING RESULTS NO ACTION TAKEN MEETING WAS ADJOURNED at 10:20 p.m. AGUILAR.
