The Regular Meeting of the City Council was called to order by City Clerk Gair in the Council Chambers at 7:40 p.m. and was immediately recessed for 15 minutes 00- Council adjourned to an Executive Session at 7:42 p.m. in conjunction with the Community Redevelopment Agency. The Regular Meeting of the City Council reconvened at 8:25 p.m. after a meet and confer and personnel discussion in Executive Session. 00- Mayor White continued the Regular Meeting of the City Council and Invocation was given by Council-man Holman. City Treasurer Montenegro led the Flag Salute. Roll Call: Present: COUNCILMEN AGUILAR, HOLMAN, KING, McNEILL, AND MAYOR WHITE Also Present: CITY MANAGER SEXTON, CITY ATTORNEY FLANDRICK, DIRECTOR OF ADM. KELLY, CHIEF OF POLICE CHELLINO, DIRECTOR OF HOUSING ECONOMIC DEVELOPMENT LA CLAIRF-, CITY TREASURER MONTENEGRO, AND CITY CLERK GAIR 00- Mayor White introduced Brucc La Claire, the City's new Director of Housing and Ecomomic Development. There were no objections. 00- PUBLIC HEARING: CONSENT CALENDAR CONTINUED: CONCUR WITH RECOMMENDATIONS ON CONSENT CALENDAR Mr. Kclly requested that Council continue the Rivergradc Commercentcr Assessment District to the November 5, 1980 Council Meeting. Council Concurred with this recommendation. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS, OR COM^ITTES: Mr. Vcrn Moser from McGladrey IIcndrickson, explained the Financial Statements of the City and stated that the City has shown fiscal responsibility and that fund balances have increased. Copies of this audit will be available in the City Clerk1s and Director of Adm. Services offices for review. Council moved to ACCEFI' HIE ANNUAL AUDIT as presented M/S/C: KING/McNEILL. There were no objections. 00- Mr. Lucas presented Resolution NO. 80-89 and requested Council support of Proposition 1 relating to a bond measure to provide funding for acquisition and development of Parks and Recreation programs. Council discussed this Proposition and moved to SUPPORT PROPOSITION 1 which places before the voters of California a Bond Measure to Provide Funding for Acquisition and Development of Parks and Recreation Programs. M/S/C: KING/McNEILL. There were no objections. 00- Mayor White stated that the Senior Citizens Center is for Senior Citizens only and that there arc no future plans for utilizing the Center for any other purposes. The Lions Club will provide the memorial plaque. Council concurred with this request M/S/C: HOLMAN'/KING. There were no objections. Councilman McNcill abstained from voting. 00- Mr. Lucas introduced Jane Wintcrmute, of Baldwin Park High School, and Ivette Hcrrera, of Sierra Vista High School, as the new Student Commissioners to the Baldwin Park Recreation Parks Commission. 00- Mayor White declared Oral Communications opened. PI^QUE ERECTED AT BUS STOP TO HONOR LIONS CLUB MEMBER CARL BURNETT JANE WINTERMUTE AND IVETTE HERRERA INTRODUCED ORAL COMPLICATION'S OPENED Janet Brown, Coordinator of the Senior Citizens Nutrition Program requested that the plans provided by the Rotary Club for a fireplace in the new Sr. Citizens Building be deleted and instead obtain an intercom system, T.V., or some other recreational facility for the Senior Citizens. Mayor Ivhite appointed Mr. Kelly tc coordinate Rotary Club funds and Mrs. Browns request. Mayor White introduced the new City Planner, Mr. Jijn De Stefano Mayor White declared Oral Communications closed. SENIOR CITIZENS CENTER FIREPLACE PIANS DISCUSSED NEW CITY PLANNER INTRODUCED ORAL COMMUNICATIONS CLOSED 00- City Manager Sexton requested Council approval to authorize certain Executive Staff Members to approve a Memorandum of Understanding between the City of Baldwin Park and the City of Baldwin Park Employees Association. Mr. Sexton then presented the following Resolutions to the Council: RESOLUTION NO. 80-90 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ESTABLISHING A CLASSIFICATION PLAN FOR THE CITTS CLASSIFIED AND UNCLASSIFIED SERVICE POSITIONS A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ADOPTING A BASIC SALARY PLAN CLASSIFIED SERVICE) RESOLUTION NO. 80-91 Council concurred with recommendation for authorization of Memorandum of Understanding and moved to approve Resolution No. 80-90, to establish a classification Plan for the City^s Classified and Unclassified Service Positions. M/S/C: AGUIIAR/KING. There were no objections. It was then moved to approve Resolution No. 80-91, to Adopt a Basic Salary Plan Classified Service). M/S/C: McNEILL/HOLMAN. There were no objections. Mayor White stated that the City had gone to one of the most respected agencies in the State regarding Andersen Report) and tried to ascertain how positions should be classified and how they should be paid. The City feels that they have arrived at the right answers. There have been some long and difficult negotiations and that he appreciates the professional attitudes that the miscellaneous employees have displayed in this matter. The Council is unanimously of the feeling that the City will keep those wages at a fair rate. Mayor White also thanked Mr. Ncmeth for coming to the Council Meeting. The City is now at the median salary range with the 15 cities in the Valley that they surveyed. 00- City Staff requested Council approval for the City Manager to execute a Retirement Agreement with Police Chief Leonard Chellino. Council concurred with this request. M/S/C: HOLMAN/KING. There were no objections. Mayor White and Councilmen expressed their appreciation to Lcn Chellino for his honesty and dedication to the City of Baldwin Park. The Council wished the Chief best wishes in his retirement and their congratulations. 00- DISCUSSION OF MEMORANDUM OP UNDERSTANDING AND ANDERSEN REPORT RETIREMENT AGREEMENT APPROVED POLICE CHIEF LEN CIIELLINO Meeting was ADJOURNED at 9:45 p.m. There were no objections.
