Pacific Avenue, WEDNESDAY, NOVEMBER 5, 1980 at 7:30 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 P.M. 00- An Invocation was given by Councilman Holman. Mr. Kelly led the Falg Salute. M/S/C: HOLMAN/AGUIIAR. There were no objections. 00- It was the time and place fixed for a Public Hearing on Z-429 proposed zone changes to conform to the amended General Plan adopted August 6, 1980. Mr. De Stcfano, City Planner gave a report of each proposed zone change and location relating to Z-429. Mayor White declared the Public Hearing open. Tom Colwick, 3706 North Puente Avenue, regarding Area No. 5, the corner of Francisquito Avenue and Baldwin Park Boulevard. He spoke against a C-l Zoning and inquired of its effect. Mr. De Stcfano stated that the only business change would be the car wash. Stanley Christensen, 1105 East Commonwealth, Pullerton, a former City Attorney, spoke in favor of deferring approval of these changes until a study can be made regarding an R-2 vs. R-5 zoning change requirement on Area No. 4. William Buys, 3741 Puente Avenue, spoke regarding Area No. 4 and requested Council approve Planning Commissions past recommendation of R-3 Zone. Agnes Bennefield of No. Maine Avenue asked about Area 6 and if the City will place a building moratorium on this area. She feels that this will deteriorate property and owners will not be able to sell property because of high interest rates. Roberta Galen, of West Covina ovms property on Francisquito Avenue) was concerned about the possible moratorium on Area No. 6, and its effect on a high rise building on her property and would this be allowed after rezoning. Mr. Kelly answered her stating that staff would recommend that her property be excluded based on the fact they do not find any problems with the land usage. Mr. Kelly answered further questions of concerned property owners expressed during the public hearing. A discussion was held by Council concerning the Z-429 zone changes. Councilman McNeill asked if the zone changes can be changed back, if so desired, by the City following a study by staff. Mr. Kelly stated yes, but they would have to go through a new public hearing to change back to original zoning. Mayor White declared the Public Hearing closed. INITIATE ASSESSMENT DISTRICT PROCEEDINGS FOR IMPROVEMENT OF M3NTEREY STREET IN CENTER STREET AND LOS ANGELES STREET AREA. 2. INSTRUCT STAFF TO WORK WITH CITY ATTORNEY IN PREPARATION OF MORATORIUM PROCEEDINGS ON AREA NO. 6 M/S/C: AGUILAR/HOLMAN. There were no objections. 00- UNFINISHED BUSINESS: Councilman McNeill inquired about an appointment to the Senior Citizen Commission. Council instructed staff to check on vacancy and report back to Council. Councilman McNeill asked about the progress on sidewalk construction on Big Dalton. Mr. Kelly stated that because of staff shortage, he is presently unable to complete his study, but would do so as soon as possible and report to Council. 00- Mayor White declared Oral Communications opened. No one came forward. Mayor White declared Oral Communications closed. 00- At 8:30 p.m., the meeting was adjourned to an Executive Session. M/S/C: KING/McNEILL. There were no objections. The regular meeting of the City Council reconvened at 9:30 p.m. PLANNING RECOMMENDATIONS APPROVED SENIOR CITIZEN COMMISSION APPOINTMENT SIDEWALK STUDY ORAL COMMUNICATIONS OPENED ORAL COMMUNICATIONS CLOSED MEETING ADJOURNED TO EXECUTIVE SESSION. TIME: 8:30 PM COUNCIL MEETING RECONVENED TIME: 9:30 PM Roll Call remained the same. 00- It was moved and seconded to appoint Captain Dave Snowdcn as Chief of Police. M/S/C: KING/AGUILAR. There were no objections. Mr. Halloway presented Resolution No. 80-94 to the Comicil requesting Council add item No. 9 regarding benefits to the Resolution below: RESOLIH-ION NO. 80-94: A RESOLUTION OF T1IE CITY COUNCIL OF TIE CITY OF BALDWIN PARK ADOPTING A BASIC SALARY PLAN CLASSIFIED SERVICE) Mayor White explained the intent of Resolution No. 80- 94 to make Police employees salary comparable to other Police employees throughout the Valley in accordance with the Andersen Report. It was moved and seconded to approve Resolution No. 80-94 regarding Basic Salary Plan for Classified Service. M/S/C: McNEILL/KING. There were no objections. Council will continue to meet and confer anytime the Association feels it might be productive. 00- Following Executive Session action, Mayor White declared Oral Communications Open. Chief Snowdcn came forward and thanked the Council for their action to appoint him Chief of Police.
