Pacific Avenue, WEDNESDAY, NOVEMBER 19, 1980 at 7:50 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 P.M. 00- An Invocation was given by Councilman McNeill. Mr. Flandrick led the Flag Salute ROLL CALL: Present: COUNCILMEN AGUILAR, KING, McNEILL, AND MAYOR WHITE Also Present: CITY MANAGER SEXTQN, CITY ATTORNEY FLANDRICK, DIRECTOR OF ADM. SERVICES, HALLOWAY, DIRECTOR OF COMMUNITY SERV. KELLY, CHIEF OF POLICE, SNOWDEN, CITY TREASURER MONTENEGRO, AND CITY CLERK GAIR It was moved and seconded to excuse Councilman Holman. Bluth. Mr. Kclly gave a sunimary of Mr. Bluth*s appeal, and recommended that Council hold the matter over to December 3, 1980. Staff will present a report at that time. Council concurred to table appeal to December 3, 1980. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS, OR COMMITTTES: APPHAL INTRODUCED SIDEWALK WAIVER REQUEST MICHAEL A, BLUTH MR. KELLY GIVES RECOMMENDATION APPEAL TABLED TO DEC. 3, 1980 Mr. Kclly presented Ordinance No. 815 and Resolution No. 80-96 to the Council: ORDINANCE NO. 815 AMENDING SECTION 7657 OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO THE DISPOSAL OI-' VEHICLES ORDINANCE NO. 815 AND RESOLUTION NO. 80-96 PRESE^ED REGARDING VEHICLE ABATEMENT RESOLUTION NO. 80-96 ESTABLISHING AN ABANDONED VEHICLE ABATEMENT PROGRAM AND AGREEMENT THEI^EOF Mr. Kelly recommended Council approval of the above Ordinance and Resolution and stated that under this new program, the Staff will hold nuisance hearings on abandoned vehicles at no cost to the City. It was moved and seconded to place Ordinance No. 815 on First Reading M/S/C: McNEILL/KING. There were no objections. It was moved and seconded to approve Resolution No. 80-96. M/S/C: McNEILL/KING. There were no objections. Mr. Kelly presented Resolution No. 80-97 APPROVING T1IE APPLICATION FOR GRANT FUNDS UNDER THE SOLID WASTE MANAGEMENT ACT OF 1980. It was moved and seconded to approve Resolution No. 80-97. M/S/C: KING/McNEILL. there were no objections. 00- UNFINISHED BUSINESS: MR. KELLY REPORTS ORDINANCE NO. 815 PIACED ON 1st READING RESOLUTION NO. 80-96 APPROVED RESOLUTION NO. 80-97 INTRODUCED AND APPROVED-SOLID WASTE MANAGEMENT ACT Councilman McNeill expressed his concern regarding sidewalks on Big Dalton. He feels it is an important issue to the City^s citizens and to the Council. Council discussed the pros and cons of a public hearing to establish an assessment district to install a new sidewalk in the future. Mr. Kelly notified Council that this project will receive top priority. Chief Snowden and the City Manager will discuss this matter when reports arc available. DO- NEW BUSINESS: POLICE COVERAGE DISCUSSED Members of the Council commended the Baldwin Park High School Football Team and Coaches for their undefeated record and entry into CIF playoffs. Also commended were the Police for their handling of volatile situations at games and on the streets in a professional manner. Council also thanked City Manager Sexton for notifying the Duarte/Bradbury area of our City's support in their recent loss due to fire. 00- Mayor White declared Oral Communications open.
