The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 P.M. 00- An Invocation was given by Councilman Holman. Mr. Bobble Izell led the Flag Salute. Mr. Kelly gave a report on Barbed Wire Fencing in relation to the existing City Code. He stated that Staff recommends that no action be taken at this time, to prohibit the use of Barbed Wire in commercial areas. Due to lengthy discussion on Item 3 of the Consent Calendar, it was moved and seconded to approve the Consent Calendar Items No. 1,2,5,7,8, and 9 only. Item 3 is deleted for further immediate discussion. Items 4^6 arc removed entirely for consideration at a future date. M/S/C: McNEILL/HOLMAN. There were no objections. 00- Pollowing Council discussion, it was moved and seconded to approve Ordinance No. 816, Adding Section 3902 to the Baldwin Park Municipal Code relating to a Prohibition against the Placement of Barbed Wire Fencing" The Ordinance is approved to apply to residcntially zoned properties only. ROLL CALL VOTE: AYLS: COUNCILMEN Aguilar, Holman, King, Mayor White NOES: COUNCIIMEN McXcill ABSENT: COUNCILMAN None COUNCIL DISCUSSION ITEM NO. 3- BARBED WIRE CONSENT CALENDAR APPROVED ITEMS 1.2,5.7.8. and 9 ORDINANCE NO. 816 BARBED WIRE FENCING APPROVED Councilman McNcill moved that Barbed Wire Fencing be prohibited in the City of Baldwin Park altogether. BARBED WIRE PROHIBITED IN CITY OF BALDWIN PARK MOTION DIES DUE TO LACK OF SECOND ASSESSMENT DISTRICT FORMATION ASSESSMENT DISTRICT FORMATION PROCEEDINGS DISMISSED / 00- Mr. Kelly gave a report on the formation of an Assessment District for the construction of sidewalks and drive approaches on the Northwest side of Pacific Avenue between Big Dalton Avenue and Vineland Avenue. 100^ protests have been received by the City against the formation. Council disucssion was held considering the property owners protests against the formation. It was moved and seconded to abandon and remove the formation of an Assessment District from the agenda and that the proceeding be dismissed. M/S/C: AGUILAR/McNEILL. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS, OR CQNNITTEES: Mr. Kelly gave a Staff report and recommended that Council declare a surplus of City Property and make property available for public auction. SURPLUS PROPERTY PROPERTY DECLARED SURPLUS APPROVED FOR PUBLIC AUCTION It was moved and seconded to declare property surplus and make available for public auction. M/S/C: KING/McNEILL. There were no objections. Mr. La Claire ga'e a report and Staff recommendation that Council approve Resolution No. 81-4, Declaring its intention to form a residential rehabilitation area and to issue mortgage revenue bonds for such purposes." Council discussed this Resolution and the City^s need for improvement of homes in the entire City. Mr. La Claire gave a report on the programs benefits of low interest, ability to refinance homes, etc. Mr. Rod Gunn also explained the program to the Council. It was moved and seconded to approve Resolution No. 81-4 to form a Residential Rehabilitation Area and issue Mortgage Revenue Bonds for such purposes and to accept Mr. Guru^s proposal to do consulting services for the issuance of Marks/Foran Bonds in relation to financing housing rehabilitation with our City. M/S/C: KING/ McNF.ILL. There were no objections. RESOLUTION NO. 81-4 APPROVED AND ROD GUNN S ASSOCIATES CONSULTING SERVICES APPROVED Staff recommended Council approval of a Credit Agreement between the City and Crocker Bank to provide low interest loans to eligible participants in the City of Baldwin Park. Mr. La Claire explained this agreements benefits to the Councilmen. Following discussion, it was moved and seconded to approve a credit agreement between the City of Baldwin Park and Crocker Bank. M/S/C: HOLMAN/KING. There were no objections. 00- Councilman Holman commended Staff for their research on the whole sidewalk approach and formation of the Assessment District. 00- NEW BUSINESS: Councilman King stated that he had received a suggestion from a resident that the Business License applicants fill out an emergency phone card, when they request a business license, to be kept by the Police Department. Mayor White read a Resolution of Commendation to the Baldwin Park High School Braves Football Team for their 13-0 undefeated record of wins this season. It was moved and seconded to approve Resolution No. 81-S commending the Baldwin Park High School Braves Football Team for their Athletic Accomplishment. M/S/C: HOLMAN/McNEILL. There were no objections. The Resolution and Commendation will be presented to the team at a later date. City Clerk Gair informed the Council that the team will be honored at an awards banquet at Cal Poly, Pomona on January 31, 1981 at 7:00 P. M. Tickets will be on sale for $8 and $9 each. Mayor White requested City Clerk Gair's staff to send a copy of the Resolution and invitation to the award banquet to the offices of Assemblywoman Tanner, Congressman Rousselot and Senator Montoya. ORAL COMMUNICATIONS OPEN Bob Machlcit, 5905 Paddy Lane, complimented Council for their action to dismiss the sidewalk assessment district. He also informed the Council of his concern for a Cork Oak landmark tree in front of 14758 Pacific and its rarity. He indicated that if sidewalks were to be put in, the tree would be destroyed. Chris Machleit, 14758 Pacific, suggested that a plague be put on the tree to describe its rarity and to preserve it from future development. Frank Zarate, 1748 IIalinor Ave. read a letter to the Council requesting their support of the Baldwin Park Parents for Youth Communication Committee. Richard Annendariz, Public Relations Officer for Breakthrough Outreach Church at 15212 Francisquito stated that the church deals with drug addicts, troubled youth, and alcoholism. He invited the Council to attend a service at the Church or write for information regarding their programs. Mrs. Alma Aghbashian, 12855 R. Lcdford Street stated that she is a newly annexed resident of Baldwin Park and requested that all City Ordinances which are different from those of Los Angeles County's Ordinances be mailed to residents in the newly annexed area in both English and Spanish. She was informed that the City will be able to send out the most common Ordinances and Mr. Kelly would speak to her following the Council meeting. Mayor White welcomed all the new residents to the City of Baldwin Park and expressed the Council's concern that they enjoy their residency in the City of Baldwin Park. Doris Coffin, 646 Syracuse was concerned about notices which were posted on her street regarding parking cars and trailers in residentially zoned areas. She asked Council when the next election would be and if the lights on Baldwin Park Boulevard would require residents assessment of $2.00 per resident. Council answered her questions accordingly. Richard Moran, 4406 Puente Avenue, regarding a need for a Baliwin Park Department of Rights within the City and obtaining a grant to aid the many organizations in the City. He also expressed his opposition to the new Barbed Wire Fencing Ordinance. Mayor White declared Oral Communications closed. 00- ORAL COMMUNICATIONS CLOSED.
