Pacific Avenue, Wednesday, January 21, 1981 at 7:50 P.M. The City Council of the City of Baldwin Park met In regular session in the Council Chambers at 7:30 P.M. 00- An Invocation was given by Councilman Holman. Former City Mayor Russell Blewett led the Flag Salute ROLL CALL: Present: COUNCILMEN AGUILAR, McNFILL, HOLMAN. KING AND MAYOR WHITE INVOCATION FLAG SALUTE Also Present: CITY MANAGER SEXTON, CITY ATTORNEY FLANDRICK, DIRECTOR OF ADM. SERV. HALLOWAY, DIRECTOR OF COMM. SERV. KELLY, CITY PLANNER, DE STEFANO, CHIEF OF POLICE SNOWDEN. CITY TREASURER MONTENEGRO, AND CITY CLERK GAIR 00- Mayor White read and presented a service award to Bobby Gene Amos for 20 years of service to the City. Mayor White presented a service award to Councilman Phil Aguilar for 5 years of service to the City. 00- ANNIVERSARY PLAQUES AWARDED TO CITY: Louis Guzman presented a plaque to the City on behalf of Senator Joe Montoya in honor of the City's 25th Anniversary, with his congratulations. Peggy Keller presented a plaque to the City on behalf of Assemblywoman Sally Tanner to congratulate the City of its 25 years of incorporation. Sarah Flores represented Pete Schabarum, Majority Leader of the Board of Supervisors, and presented the City with a certificate honoring its growth and professionalism Mr. German Arias of the Chamber of Commerce presented a plaque to the City commemorating 25 years of incorporation Mr. Bob Samo of the Los Angeles County Fire Department congratulated the City of Baldwin Park for its support and 25 years of incorporation. All of the awards were accepted by Mayor Jack White on behalf of the Council and City of Baldwin Park. 00- The regular meeting of the City Council recessed at 8:01 p.m. to the Community Redevelopment Agency session. Mr. Brucc La Claire gave a presentation on downtown renewal reflecting on future remodeling ideas for the downtown area of Baldwin Park. Mr. Kelly presented the contract for this program and a Staff recommendation to Council to award this contract to consultant services of Municipal Services, Incorporation. It was moved and seconded to approve a downtown revitilizing economic study. M/S/C: KING/HOLMAN. There were no objections. Mr. DeDios addressed the Council regarding the importance of this program and expressed his appreciation for the award of this contract. The Community Redevelopment Agency Session adjourned at 8:25 p.m. M/S/C: HOLMAN/McNEILL. There were no objections. Ihe regular meeting of the City Council reconvened at 8:25 p.m. Roll Call remained the same. 00- City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of January 7, 1981. 2. Receive and File Treasurer^ Report December 31, 1980. 5. Waive Further Reading and Adopt RESOLUTION NO. 81-6: ALLOWING CLAIMS AND DEMANDS AGAINST TIIE CITY OF BALDWIN PARK 4. Waive Further Reading and Adopt RESOLUTION NO. 81-7: AUTHORIZING THE DESTRUCTION OF CERTAIN RECORDS IN THE RECORDS SECTION OF THE POLICE DEPARTMEiVT 5. Waive Further Reading and Adopt RESOLUTION NO. 81-8: CONTENDING THE BALDWIN PARK ROADRUNNERS FOR THEIR ATHLETIC ACCOMPLISHMENT 6. Mr. Kelly gave a detailed report, highlighting new changes to different chapters, sections, and subjects. He gave a Staff Recommendation for Council approval of the new Zoning Code. It was the time and place fixed for a Public Hearing on AZC-80 Zoning Code. No one came forward. AZC-80-ZONTNG CODE STAFF RECOMMENDATION- PUBLIC HEARING OPENED Mayor White asked City Attorney Flandrick if CITY ATTORNEY FLANDRICK the new zoning code is legal. He stated that CO^NHNTS ON ZONING CODE it is. The Council and City Attorney discussed the Code in relation to new State laws and their implementation into the Code. Councilman Holman asked for a sign code to be incorporated ZONING CODE ITB1S into the Zoning Code for limitation of sign heights. DISCUSSED Mr. Kelly indicated that this subject has been taken to the Planning Commission and that they feel it will require a full study. It will be referred back to Council at a later date. Councilman Holman stated that he was not prepared to approve the new code tonight because of the many lengthy questions he has. Councilman King asked Mr. Kelly to explain Flag Lot width and safety. Councilman Aguilar asked about the Codes control over R" rated movies within the City. Attorney Flandrick stated that he wished to wait for the results of similar circumstances pending in Superior Court, for the City of Whittier, before implementing a change in our Zoning Code. Following Council discussion. Council agreed that they ZONING CODE APPROVAL were not prepared to vote on the new zoning code changes. TABLED Therefore, AZC-80 is continued to the next regular meeting of the City Council. Mayor White declared the Public Hearing closed. PUBLIC HEARING CLOSED 00- REPORTS OF OFFICERS, COMMISSIONS. OR COMMITTEES Mr. Kelly gave a street lighting conversion report. He explained that due to the increased rates in South California Edison Company, a conversion to high pressure sodium lighting would be very cost effective and would provide the same kind of existing lighting at a lower cost. Council concurred with Staff Recommendation. It was moved and seconded to authorize City Staff to formalize an agreement with the Southern California Edison Company for City-wide conversion to high pressure sodium fixtures. M/S/C: KING/AGUILAR. There were no objections. AGREEMENT APPROVED 00- Thc regular meeting of the City Council adjourned to an executive session at 9:00 p.m. to discuss a personnel matter. M/S/C: AGUILAR/KING. There were no objections. CITY COUNCIL MEETING ADJOUI^NED TO EXECUTIVE SESSION. 9:00 P.M. CITY COUNCIL MEETING RECONVENED 10:00 P.M. DENNIS HALLOWAY APPOINTED ACTING CITY MANAGER The regular meeting of the City Council reconvened at 10:00 p.m. Roll call remained the same. Mayor White stated that in the executive session, personnel matters were discussed and settled. Me indicated that January 31, 1981 will bo City Manager Sexton's last day with the City. The Council appointed Mr. Dennis Halloway Acting City Manager for approximately a 2 month period, beginning February 1, 1981 until an application for City Manager has been accepted. M/S/C: KING/McNEILL. There were no objections. 00- Mayor White presented Resolution No. 81-10 commending Phil Sexton's outstanding service and wished him well in his future endeavors. RESOLUTION NO. 81-10 COMMENDING CITY MANAGERS SERVICE PRESENTED RESOLUTION NO. 81-10 APPROVED It was moved and seconded to approve this Resolution of commendation. M/S/C: AGUILAR/HOLMAN. There were no objections. The Council expressed their deepest respect and best wishes individually to City Manager Sexton. COUNCIL CONGRATUIATES PHIL SEXTON PHIL SEXTON THANKS COUNCIL Phil Sexton thanked the Council for the kind words they expressed and stated that out of his 8 years with the City the last 3 have been the most rewarding. He wished everyone the best. 00- Mayor White declared Oral Communications open and invited ORAL COMMUNICATIONS those wishing to speak to come forward. OPENED Frank Zarate, 1748 Halinor Avenue, San Gabriel Valley Parents for Youth) extended an invitation to the Council for an FRANK ZARATE SAN open house, February 7th from 12 to 6 P.M., at 4027 GABRIEL VALLEY N.
