Avenue, Wednesday, The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 P.M. 00- An Invocation was given by former Councilman Bobbie Izell. Captain Carmine Lanza of the Police Department led the Flag Salute. ROLL CALL: Present: COUNCILMEN AGUILAR, McNEILL, HOLMAN, KING AND MAYOR WHITE Also Present: Acting City Manager Halloway, City Attorney Flandrick, Dir. of Housing and Economic, Development, La Claire Capt. Carmine Lanza, Director of Comm. Serv. Kclly, City Planner De Stefano, City Treasurer Montenegro, and City Clerk Gair Mayor White introduced Councilman John Gonzales of the City of El Monte, and Mr. Robert Gair, School Board President of the Baldwin Park Unified School District. 00- City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of January 21, 1981. 2. Waive Further Reading and Adopt RESOLUTION NO. 81-11 ALLOWING CLAIMS AND DB1ANDS AGAINST THE CITY OF BALDWIN PARK 3. Award Contract Janitorial Services for Civic Center Building 4. Award Bid-Codification of Baldwin Park Municipal Code Mr. Kolly explained discrepancies in bid specifications presented by 4 of the bidders, on Item #3 of the Consent Calendar. Staff recommended to Council to award the contract for Janitorial Services for the Civic Center Building to Advanced Building Maintenance. COUNCIL CONCURRED with the above Staff Recommendation and to approve the Consent Calendar as written. M/S/C: McNEILL/KING. There were no objections. 00- Mr. Kelly gave the results of the Public Hearing which was conducted at the last regular meeting of the City Council for the adoption of the Zoning Code. He stated that Council and Staff have met to discuss and answer some of the many questions presented by Councilman Holman on the new Code. Only minor changes in content have been made in the Code and Staff recommends Council approve Ordinance No. 818. The 2nd reading of the Ordinance will be on February 18, 1981. ORDINANCE NO. 818 AMENDING ZONING CODE INTRODUCED AND APPROVED FOR 1st READING Council discussed and complimented Staff for achieving codification of the General Plan and Zoning Code in such a short period of time. 00 NEW BUSINESS: Attorney Flandrick presented a claim to the Council by a former City Employee, Howard B. Snodgrass and requested Council denial on this claim. It was moved and seconded to deny the claim. M/S/C: KING/HOLMAN. There were no objections. City Attorney Flandrick requested that Council authorize the City Clerk to publish a summary rather than the entire new Zoning Code and to direct Staff to draft the final documents on the Code. M/S/C: KING/McNEILL. There were no objections. 00- Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Rosa Pimental, on behalf of the ACLU), 4639 Jerry, Baldwin Park, introduced a Citizen's Complaint against the City on behalf of Mrs. Pamela Laudis and her minor son. She explained the content of the complaint to the Council in regard to the Police and neighbors at Mrs. Laudis'home. The complaint and a claim was filed with City Clerk Gair asking that an investigation into her allegations be conducted. Councilman King explained the procedures of the Police Department on accepting Citizen Complaints to Mrs. Pimental. Mrs. Pamela Laudis, 3717 Ahem explained to Council eating and sleeping problems that this incident caused her non-verbal child. Mayor White assured Mrs. Pijnental and the Claimant that the City would investigate and channel this claim through the Police Department. 00- Mr. Bobbie Izell, 3812 Maple spoke concerning waiving all fees to permit builders to submit their plans until the new zoning code is approved. Council discussed this situation. Attorney Flandrick indicated that the City Staff may process applications based on new code requirements even though the code has not been fully approved. There were no SESSION AT 8:00 P.M. objections. The regular meeting of the City Council reconvened at 9:15 P.M. Roll Call remained the same. Council discussed four Personnel matters. Mayor White introduced Resolution No. 81-12 formalizing Dennis Halloway as Acting City Manager. It was moved and seconded to approve Resolution No. 81-12 A Resolution of the City Council of the City of Baldwin Park Appointing Dennis R. Halloway as Acting City Manager.11 M/S/C: KING/McNEILL. There were no objections. Resolution No. 81-13 to adjust salary of Director of Housing and Economic Development to range 81 was introduced and approve M/S/C: HOLMAN/KING. There were no objections. 00- The regular meeting of the City Council adjourned at 9:25 P.M. to a Joint Public Hearing between the Council and the t^RA on Wednesday, February 18th at 7:00 P.M. M/S/C: AGUILAR/McNEILL. There were no objections. CITY COUNCIL RECONVENES AT 9:15 P.M.
