Pacific Avenue, Wednesday, February 18, 1981 at 7:30 P.M, The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 P.M. 00- An Invocation was given by Councilman McNeill- Captain Rick Hoskins led the Flag Salute. ROLL CALL: Present: COUNCIIMEN AGUILAR, McNEILL, HOI^AN, KING, AND MAYOR WHITE Also Present: Acting City Manager Halloway, City Attorney Flandrick, Dir. of Housing & Economic Development/ La Claire, Captain Rick Hoskins, Chief of Police Snowden, Director of Conro. Serv. Kelly, City Planner De Stefano, City Treasurer Montenegro and City Clerk Gair 00- City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of February 4, 1981. 2. Receive and File Treasurer's Report- January 31, 1981. 3. Waive Further Reading and Adopt RESOLUTION NO. 81-15- ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 4. M^ive Further Reading and Adopt ORDINANCE NO. 818: AMEM)ING SECTION 9400 THROUGH SECTION 9903 OF THE BALDWIN PARK ZONING **Item No. 4 CODE AND ADOPTION OF SAID Was removed CODE IN A REVISED FORMAT from the Consent Calendar 5. M/Q/C: KING/ HOIMAN: There were no objections. City Attorney Flandrick explained the reason for the removal of Item No. 4 of the Consent Calendar. He presented a new Urgency Ordinance to be approved at this meeting by Council to acccxnnodate the concern expressed by some contractors regarding building permit approvals, Mayor White opened Oral Communications and invited those wishing to speak to come forward. Bobbi Izell expressed his concern regarding approval of Contractor permits under the old Code and the County Fire Chiefs Regulations on turning areas. Council discussed extending the time limit to April 16, 1981 in the new Urgency Ordinance to allow contractors extra time to comply with the provisions of the old zoning code. Mr. Kelly explained the 25 ft. turn around standards. Malt Hannah spoke regarding the plans for two new projects. The City's Planning Staff could not consider them due to the new Zoning Code regulations, Mayor White explained the new Urgency Ordinance with time extensions to Mr. Hannah which would allow him an additional week and a half to file his plans under the old code and 30 days for Staff to approve them. Jerry Champion, 10124 S. Broadway, Los Angeles, representing J.A.C. & Associates, Inc. spoke concerning a 34 unit condominiun complex and a problem with the County Engineer meeting the 30 day recordation period for approval of his maps. Mr. Kelly informed him that Staff will notify the County Engineer's Department and explain this situation to them and do all they can to get the maps approved before the new code goes into effect. Mayor White declared the Oral Cartnrunications closed. Urgency Ordinance No. 820 M/S/C: McNEILL/HOIMAN. Mr. DeDios explained the redevelopment project and requested that Council amend the Resolution No- 81-19 Designating a Survey Area for the Downtown Redevelopment Project" to add a section that the City Council directs the Planning Comnission to select project areas within the survey area and develop a preliminary plan for those areas. It was moved and seconded to approve Resolution No. 81-19 with an amendment to add that City Council hereby directs the Planning Commision pursuant to the Health and Safety Code to select project areas from within the survey area and develop preliminary plans for those areas. M/S/C: KING/AGUIIAR. There were no objections. 00- Mr. Kelly gave a report on Fleet Service Consolidation of the Police Department and Human Services mechanic positions with that of the Community Services Department. The Staff finds this procedure very cost effective and that this position would be advertised for employment. Council discussed Staff reconnendation for Fleet Service consolidation. It was moved and seconded to authorize a new position and authorize staff to consolidate. M/S/C: HOU^AN/McNEILL. There were no objections. 00- DOMNTOWN REDEVELOFMEOT PROJECT INTRODUCED MANNY DEDIOS RECCMMEMDS APPRCA/AL OF SURVEY PROJECT RESOLUTION NO. 81-: APPROVED DESIGNATING A SURVEY AREA FOR THE DOWNTOWN REDEVELOPMEOT MR. KELLY GIVES FLEET SEFVICE CONSOLIDATION REPORT COUNCIL APPROVES FLLET SERVICE CONSOLIDATION UNFINISHED BUSINESS Mr. Halloway explained to the Council that Staff would arrange the new Cairnission and bring the results back to Council in 2 weeks. NEW COMMISSION APPOINTMENTS NEW BUSINESS: City Clerk Gair gave an explanation of the Statements of Economic Interest forms for the Fair Political Practices Ccnmission. 00- Mayor White declared Oral Conmunications opened.
