Ihe City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 P.M i i 00- An Invocation was given by Councilman HoLnan. Councilman King led the Flag Salute. ROLL CALL: Present: COUNCIIMEN AGUILAR, McNEILL HQL^AN, KING, AND MAYOR WHITE Acting City Manager Halloway/ Deputy City Attorney Teresa Tracy, Dir. of Housing & Economic Development, La Claire, Captain Rick Hosktns, Chief of Police Snowden, Director of Comm. Serv. Kelly, City Treasurer Montenegro and City Clerk Gair Also Present: 00- Mayor White read a Mayor's Proclamation for Girl Scout Week" which will be held March 8 through 14, 1981 Mayor White gave a short background on Mr- Jack MacLean, Representative for Congressman Rousselot, who is retiring from that position. The Mayor presented a plaque on behalf of the people of Baldwin Park and thanked him for his service to the City. Mr. German Arias of the Baldwin Park Chamber of Ccrnnerce also presented a plaque to Representative MacLsan. German Arias also presented plaques to the Mayor and each councilman for the City's 25th Anniversary and in recognition of the Council's outstanding leadership and service to the City of Baldwin Park. 00- City Clerk Gair presented the Consent Calendar: 1. COUNCIL CONCURRED WTIH CONSENT CALENDAR RECOTIENDATICNS AND CORRECTS MINUTES OF FEBRUARY 18, 1981 00- PUBLIC HEARING l I City Planner De Stefano explained Case No. 1 and 2 of the Zoning Changes Z-430) to the Council. He stated that the Planning Commission aubmitted unanimous approval of the changes and recommended Council approval of both plans. It was the time and place for a public hearing. Mayor White declared the public hearing opened and invited those wishing to speak to come forward. William Burton of 3800 Bradford St., La Veme spoke regarding property Ml Zone Change on Maine and his concern about the heavy traffic and many children living in that area. He stated that he would like to see an amendment to the General Plan to stop industry from caning down Maine Street. Mayor White declared the public hearing closed. Council discussed Mr. Burton*s conments regarding an amendment to the General Plan. Mayor White presented Ordinance No. 821 to the Council. It was moved and seconded to approve Ordinance No. 821 of the City Council of the City of Baldwin Park Unending the Zoning of said City, and Rezontng Certain Herein Described Real Property To Conform To The General Plan. Zone Change Case No. Z-430) M/S/C: KING/McNeill. There were no objections. 00- Mr. Kelly explained the 1980 State Grant Moneys project requesting $180,000 for Park Redevelopirent and Tsnnis Court Rehabilitation, and reccmnended Council adoption. A Resolution of the City Council of the City of Baldwin Park approving the applications for 1980 State Grant I^foneys Project 1) Walnut Creek Nature Park; 2) Baldwin Park High School tennis courts). It was moved and seconded to approve Resolution No. 81-21. IVS/C: KING/HOMAN. There were no objections. 00- Acttng City Manager Halloway reported on the city's ccaTriissions and explained that some of the terms have or will be expiring soon- He recommended deleting some of the commissions which are duplicated and explained several other changes to update all Connissions- He gave a Staff reccmendation that council bring the connissions terms up to date. Council discussed and agreed with changes and asked for a Historical Society Cccrrnittee to be included. The Staff was directed to cane back to Council with a formal Ordinance to enact these changes. CITY PLANNER REPORTS Z-340 1 & 2 PUBLIC HEARING OPENED WILLIAM BUPTON PUBLIC HEARING OJ06ED ORDINANCE NO. 821 APPROVED FOR 1st READING CNLY RESOLUTION NO. 81-21 APPROVED-STATE GRAOT M3NEYS REPORT CN COMMISSION CHANGES 00- NEW BUSINESS Council discussed the possibility of allowing Cable T.V. in the City. Mayor White cormented that he feels that the Ordinance update should be done by a professional consultant and that the bid procedure would be the best method to negotiate proposals for Cable T.V. 00- Mayor White declared oral ccrrinunications open and invited those wishing to speak to come forward. Aileen Pinhero of the Baldwin Park Historical Society discussed her book Heritage of Baldwin Park" Ms. Pinhero presented many historical facts to the Council and spoke of her pride and interest in Baldwin Park. She then introduced Tom Martin of Taylor Publications, Dallas/Texas. Mr. Martin gave facts relating to the publication of this book. He stated that the book will cost $10.00 and the profits will go the Historical Society. Mayor White declared Oral Ccmnunication closed. Following Council discussion, it was moved and seconded to support the Baldwin Park Historical Society. M/S/C: AGUIIAR/HOLMAN. There were no objections. 00- Councilman NfcNeill thanked the Historical Society for coning to the Council meeting and ordered two books. Council discussed some of the sites be^ng considered to be declared as historical sites such as the Old Red Car Station, and the civic auditorium incorporating historical information. Julia McNeill intorduced some representatives f£Qm the Baldwin Park Historical Society: Mrs. Scott, President of the Historical Society. Mr. &-MTS. O'Brien, Secretary and Treasurer. Lilly Ann Morre, from the Catholic Church. 00- It was moved and seconded to adjourn to an executive session at 8:45 p.m. M/S/C: AGUILAR/KING. There were no objections. The regular meeting of the City Council reconvened at 9:35 p.m. Roll Call remained the sams.
