The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 P.M. 00- An Invocation was given by Councilman Holman. INVOCATION FLAG SALUTE Members of the Spanish Trails Girl Scout Troop led the Flag Salute. Mayor White introduced Linda Hicks, the Neighborhood Chairman LINDA HICKS, of the Spanish Trails, Girl Scout Council. The Mayor thanked Mrs. Hicks for her fine work and involvement in this Council. Approve Minutes of March 4, 1981. 2. Receive and File Treasurer's Report- February 28, 1981. 3. Waive Further Reading and Adopt RESOLUTION NO. 81-22 ALLOWING CLAIMS AND DB1ANDS AGAINST THE CITY OF BALDWIN PARK CONSENT CALENDAR 4. Waive Further Reading and Adopt ORDINANCE NO. 821 AMENDING THE ZONING OF SAID CSecond Reading)CITY AND REZONING CERTAIN HEREIN DESCRIBED REAL PROPERTY TO CONFORM TO THE GENERAL PLAN ZONE CASE NO. Z-430) 5. Deny Claim Against the City Gerardo Eliseo Liggins 6. Waive Further Reading and Adopt RESOLLTTICN NO. 81-26 ESTABLISHING A RELOCATION APPEAL BOARD PURSUANT TO HEALTO AND SAFETY CODE SECTIONS 33417.5 11. Waive Further Reading and Adopt RESOLUTION NO. 81-27 APPROVING APPLICATION FOR LOAN PROGRAM FOR STREET LIGHT CONVERSION UNDER THE ENERGY CONSERVATION ACT CF 1979 12. Approve Final Acceptance of Project No. 194- Street Reconstruction Corak and Foster, et al. Council discussed Item No. 6 of the Consent Calendar, Ordinance No. 822, relating to certain Cornnissions. Council concurred to stagger the Commission expiration terms and to write this policy into the Ordinance, and refer back to City Council at a later date. Council also discussed Item No. 10 to establish a Baldwin Park Relocation Appeals Board pursuant to Health and Safety Code Section 33417.5. Council asked about a conflict in Section 403 and Section 405 of solution No. 81-26. Section 102 is to be corrected to read of the Mayor and City Council". It was roved and seconded to approve the Consent Calendar with corrections to Resolution No. 81-26, Establishing a relocation appeals board pursuant to Health and Safety Code Section 33417.5" and that Item No. 6 be withdrawn. M/S/C: HOI^AN/KING. There were no objections. 00- CONSENT CALENDAR CONSENT CALENDAR APPROVED WITH DEICTICNS AND CORRECTIONS. REPORTS OF OFFICERS, CCMCSSICNS OR COWl'l'l'KES: Mr. La Claire read Section 64501 of the Government Code in relation to a Council authorization to purchase properties at 4112-14-16, 4120, 4130, and 4132 Laurens Avenue Downtown Revitalization Project. Council discussed the Staff reccmnendation to approve this purchase and moved to authorize purchase. M/S/C: KING/teNEILL. Ihere were no objections Mr. La Claire explained Local Development Corporation Loans using grant monies to tighten up program and give nore money to needy persons. Staff reccnmended that Council approve the maximum amount of $50,000 loan money and any amount over $20,000 will be approved by the full board. Council discussed this request with Mr, La Claire and it was moved and seconded to approve the change of a iraximum amount of a loan to be $50,000 with a stipulation that any amount over $20,000 will have the approval of the full board and that the interest rate will be raised from 6% to 8%, 1VI/S/C: KING/HOI^IAN. Councitnen King requested Council support of the Peripheral Canal. Council concurred to direct Staff to write a letter of support to the State Legislature regarding this support. S/C: KING/MCNEILL. Ihere were no objections. 00- COUNCIL DISCUSSION COUNCIL APPRCK/ED SUPPORT OF PERIPHERAL CANAL NEW BUSINESS: Mayor White gave a presentation concerning the 1980 Baldwin Park High School Football Team's CIF Chanpionship and the honor it has brought to the team and the City, The students and faculty would like to have a permanent structure built to ccmnemorate this event. It was Mayor White's reccmnendation that the City approve $5,000 form the City's general fund for this structure. It was moved and seconded to allocate $5,000 from the General Fund to build a Kiosh for Baldwin Park High School to ccmnemorate the 1980 CIF Cliaarpionship and to authorize the Mayor to execute a Joint Powers Agreement with the City and School District. Councilman Holman reported on the San Gabriel Valley Association of Cities sponsoring a Police Crime Oriented Seminar to be conducted on April 11, 1981, for $15.00. Mr. Hohnan extended an invitation to the Council to attend. Chief Snowden explained a Police film to be released from the Baldwin Park Police Department, on the ijrportance of Police work. He stated that the film is outstanding and reccannended that Council see it. The film will be shown throughout the City for the General Public. Councilman King ccmnended Chief Snowden and his Staff for their excellent rapport with the General Public on police matters. 00- Mayor White declared Oral Ccmnunications open and invited those wishing to speak to ccme forward. Steve Kenyon of 3458 Ahem presented a petition signed by interested persons requesting that the City install speed bumps on Ahem Street, due to the recent accidents and injuries to children by speeding vehicles. Chief Snowden informed Mr. Kenyan that the Staff is aware of this problem and will be looking into a solution for it. A staff recamendation will be referred back to Council in a few weeks. Mr. John Andrich of 14202 Los Angeles Street spoke regarding Police brutality on juveniles and misconduct of police officers. Mayor Wiite suggested that Mr. Andrich speak to someone from the Police Department for an explanation to any problem he may have regarding this matter. Mayor White declared Oral Ccmnunications closed.
