The City Council of the City of Baldwin Park met in regular session in the Council Chanters at 7:30 P.M. An Invocation was given by Councilman Hotman. INVOCATION Councilman King led the Flag Salute. FLAG SALUTE 00- ROLL CALL: Present: COUNCIIMEN McNEILL, HOMAN, ROLL CALL KING, AND MAYOR W1TE Also Present: Acting City Manager Halloway, City Attorney Flandrick, Dir. of Housing and Economic Development, La Claire, City Planner DeStefano, Chief of Police Snowden, City Treasurer Montenegro, and City Clerk Gair It was moved and seconded to excuse Councilman Aguilar's COUNCII^N AGUIIAR'S absence. Attorney Flandrick stated that a separate minute sheet reflecting the adjournment from Monday meeting to the Tuesday March 24th meeting should be typed. M/S/C/: HOLMAN/McNEILL. There were no objections Councilman McNeill asked Mr. Flandrick about a drug paraphernalia law ordinance and what has happened in other cities regarding this. Mr. Flandrick stated that there are several natters still on appeal and there has been one successful court, proceeding in Orange County. He stated that he will send the information regarding these court actions to the Council if desired. Councilman McNeill stated that he would like to have a drug paraphernalia ordinance enacted for the City of KUdwin Pcirk. Mr. Flandrick stated that he would enact a proposed ordinance and bring it took to Council at n later date. Councilnv-in I^'NeiU stated that seine citizens are not in favor of the procedures of the Sanitation District: and thai they are not being represented sufficient'.ly. Mayor Win Le stated that he is going to attend the next regular meeting of the District. Councilman r^'Neill explained that th^ citizens arc upset over the $1.1 per year, per household fee that the District wants to hargo residents. Aayor Vjhite stated t-hat ho is in favor of the now charge and docs invite opposing persons to come to the Public Hcdrings to express their concerns to the Sanitation District. SB46 and AB305 BILLS SUPPORTED BY THE CITY OF BALDWIN PARK DRUG ORDINANCE TO BE DRAFTED BY CITY ATTORNEY FOR FUTURE REVIEW BY COUNCIL SANITATION DISTRICT RATE INCREASE DISCUSSED Mr. Halloway stated that the CETA program is running out of funding and that the Graffiti Program will be affected. He asked Council to allow him to come back to the April 15th meeting with a proposal to maintain the program and three positions, so that the Graffiti Program can be kept. He explained that payment of those positions would require $40,000 per year. Council concurred that a proposal, should be brought back to the next meeting to uphold the Graffiti Program. 00- Councilman Holman extended an invitation to those interested to attend the Saturday morning Police Display. A $15 fee includes a luncheon. The police department will display inpact guns, and demonstrate police dogs. 00- Counc it-man McNeill. stated that the Boys Club will have an annual steak fry on April 8th at 6:00 p.m. at Morgan Park to help youth to go to camp. Tickets are on sale now. The Mayor welcomed him to the City of Baldwin Park. 00- Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Lee Lucas, 4442 Bresee Street, spoke regarding Councilman McNeiil being selected to be Master of Ceremonies at the Boys Club Steak Fry, which is being sponsored by the Service Clubs.
