The City Council of the City of Baldwin Park met in regu-Ldr session in the Council Chambers at 7:30 P.M. 00- An Invocation was 9iven by Councilman Holman. INVOCATIOM FLAG JALUTE ROL.. CALL The Baldwin Park Citizen of the Year, Jay Anqelo, led the Flag Salute. There were no objections. 00- Mr. Halloway explained that a Public Hearing to determine the use of Federal Revenue Sharing Funds for the Fiscal Year 1981-82 has been duly published and set for the month of June. Mayor White declared the Public Hearing open and invited any person wishing to speak/ to cone forward. There were none. Mayor White declared the Public Hearing closed, to be reopened in June in conjunction with the Proposed Budget meetings. CONSEtTT CALENDAR APPROVED STAFF REPORT ON FEDERAL REVENUE SHARING FUNDS 1981-82 PUBLIC HEARING SHARING OPENED REVENUE PUBLIC HEARING CLOSED TO BE REOPENED IN JUNE 00- WRITTEN CO^?NICATIONS: City Clerk Gair read a letter from the Baldwin Park Historical Society requesting donations for the book. The Heritage of Baldwin Park, and a future Historical Museum. Ms. Lucy Scott, President of the Society spoke regarding this letter and requested the Council's support. 00- BAITIWIN PARK HISTORICAL SOCIETY MS. LUCY SCOTT REPORTS OF OFFICERS, COMMISSION OR COMMITTEES: Mr. La Ciaire explained the proposal from the firm of Jones, Hall, Hill and White for Marks/ Foran Bond Counsel Service. He indicated that the service will include; legal advice in forming a financial program; preparation of legal documents, regarding bonds; and the rendering of a final opinion regarding the validity of the bonds and their redemption from Federal Income Taxes. M/S/C: AGUIIAR/KING. There were no objections. 00- Mayor White declared the Oral Connunications open and invited those wishing to speak to cone forward. Mr. Duran, Ccnrnunity worker for the City of Baldwin Park and Mr. Vance Coran, of the Departnent of Food and Agriculture gave a film stip presentation and explained the proposed development of a Farmers Market in the City. The Market would provide low cost nutrition for the City of Baldwin Park and surrounding cities. Sane of the items which would be sold are fruits, nuts, honey and eggs. Council discussed this proposal and Staff informed the Council that this would be reviewed and reported back to the Council in two weeks. Richard Todd of the Optimist Club spoke regarding the Farmers Market and of its many advantages. Helen Taylor of 4728 N. Phelan requested that the Council reactivate the committee for possible refurbishing of the Civic Auditorium. Mayor White appointed Ms. Taylor as Chairperson of the conmittee and Councilman King offered to be Council representative to the oornnittee. Ana Montenegro, City Treasurer, spoke on behalf of the City's Sister City, Villa de Bravo*s Soccer team. The team wishes to come to our City around May 22nd to play the City of Baldwin Park's Soccer team. Mrs. Montenegro requested facilities to host the team from Villa de Bravo consisting of 12 year old boys) during their stay in Baldwin Park. Councilman King explained that he has visited Villa de Bravo and stated that he feels that this is a good opportunity for the City of Baldwin Park to show their support to this Sister City. Mayor White declared Oral Ccmnunications closed. 00- It was moved and seconded to adjourn to a Closed Session at 8:20 p.m. to discuss meet and confer and personnel matters. M/S/C: AGUILAR/HOI^AN. There were no objections. The regular meeting of the City Council reconvened at 8:40 p.m. Roll Call remained the same. The Council also approved a $5,000 fee to be used for this purpose. M/S/C: KING/McNEILL.
