The City Council of the City of Baldwin Park met in regular session in the Council Chanbers at 7:30 P.M. 00- An Invocation was given by Councilman Hotman. INWCATICN Sergeant Jijn Flavin led the Flag Salute. ROLL CALL Present: COUNCH^EN AGUILAR, M=NEILL, ROLL CALL HOI^AN, KING, AND MAYOR WHITE Also Present: City Manager Webb, Dir. of Adm. Serv. Halloway, City Attorney Flandrick, Chief of Police Snowden, Dir. of Ccxnn. Serv. Kelly, Dir. of Hunan Serv. Lucas, City Treasurer Montenegro and City Clerk Gair 00- Mayor White read and presented Resolution No. 81-72 RESOLUTION NO. 81-72 to Sergeant Jim Flavin, who is retiring after twenty- COMMENDING SERGEANT five years of service to the City of Baldwin Park. JIM FLAVIN It was moved and seconded to approve Resolution No- 81-72 A Resolution Of The City Council Of The City Of Baldwin Park Ccmnending Sergeant Jim Flavin for his loyal service to the City of Baldwin Park. I^S/C: HOIMAN/McNEILL. There were no objections. Mayor 1'hite asked for personal oonments from the Council. Each morber spoke of how all the people, particularly the elderly, liked Jim Flavin. They also ccinnented on what a fine police officer he had been and expressed appreciation for his ccmnunity involvement. They wished him good luck in the future and thanked him for all his good work on behalf of the entire city. COUNCIL EXPRESSES APPRECIATION 00- City Clerk Gair presented the Consent Calendar: CONSENT CALENDAR 1. Approve Minutes of July 9, 1981 and July 15, 1981. 2. M/S/C: KING/HOI^AN. WITH CONSENT CALENDAR There were no objections. City Attorney Flandrick reported on the Legal Publications LEGAL PUBLICATIONS Bid for Fiscal Year 1981- 82. He e?<plained to Council that BIDS DISCUSSED each of the newspapers sufcinitting a bid were checked to see if they were properly adjudicated. The Mid-Valley News was disqualified and according to information received the Herald Press had been purchased by the Highlander Ccmnunity News and was no longer circulated within the City under the Masthead of Herald Press. He explained the adjudicating procedures and stated that the Baldwin Park Bulletin is properly adjudicated and reconrnended approval of the agree- ment with the Bulletin. City Clerk Gair verified that the City Attorney was correct in regard to the Herald Press no longer being circulated within the city. The City Clerk showed copies of newspapers that are circulated in the city and confirmed, by her residency, that the Herald Press is not circulated- Copies of the judgement regarding ad- judications and copies of newspapers circulated within the city are on file in the City Clerk's office. It was moved LEGAL PUBLICATION BID and seconded to accept the bid from the Baldwin Park Bulletin APPROVED for Legal Publications for the Fiscal Year 1981- 82. M/S/C: KING/HQLMAN. There were no objections. 00- City Manager Webb explained to the Council that the police RESQLOTICN NO. 81-77 had ratified the agreement between the City and police AND M.O.U. POLICE and asked that Council also execute a memorandum of under- PERSONNEL APPROVED standing. It was moved and seconded to adopt Resolution No. 81-77, Adopting A Basic Salary Plan Classified Service Sworn And Non-Swom Safety) and execute a memorandun of understanding. M/S/C'. McNEILL/KING. There were no objections. 00- City Manager Wsbb explained Resolution No. 81-78 and reconnended that Council approve this resolution declaring themselves Ccirmissioners of the Housing Authority. Mayor White declared Oral Connunications open and invited those wishing to speak regarding Resolution No. 81-78 to ccme forward. No one came forward. Mayor White declared Oral Ccimmications closed. King, J^Neill NOES COUNCIMEN None___________________________ ABSENT COUNCIMEM None ORDINANCE NO. 826 APPRC^/ED ROLL CALL VOTE I^yor White thanked the Staff for all the work they have done on this and ccrnnended them. He invited any person interested in the Housing Authority positions to apply at the proper tijne. 00- Bill Raphiel explained the Market Feasibility study to possibly be done by Questor Associates for the Cities of Baldwin Park and West Covina. Ihe evaluation will determine whether the Marks-Foran program can be undertaken and if it should be done as an individual city or a joint effort- He further explained the costs involved and introduced Rod Gunn of Rod Gunn and Associates for other questions from Council. Council discussed the Market Feasibility study. Council- man Holman asked why we hire consultants to help consultants. Rod Gunn explained that the Rating Agency requires another agency to do this type of study. Council also inquired to see if West Covina was in favor of this and if the City is out the advance money if the bonds don't sell. Mr. Gunn stated that the issue ccmss before West Covina Council next week. that the City is out the advance money, and his firm receives no money if the bonds don't sell. It was moved and seconded to authorize an agreement with Questor Associates for a Market Feasibility study for the City of Baldwin Park with West Covina- M/S/C: KING/AGUILAR There were no objections. 00- MARKET FEASIBILITY STUDY PRESENTED QUESTOR ASSOCIATES MARKET FEASIBILITY STUDY AND AGREHVENT APPROVED UNFINISHED BUSINESS Councilman Holman asked about the report on Nuttall's Mobile Hone Park. Mr. Kelly stated that the park is due for an inspection shortly. Councilman Holnan asked for the status of Mid-Valley Manpower. Councilman McNeill stated that any information he could give at this time would be premture. The board will be taking action on this at a later date and he can report back on this.
