The City Council of the City of Baldwin Park met in adjourned session in the Council Chanters at 7:30 P.M. The adjourned meeting of the City Council was called to order by Mayor pro tern King at 7:30 p.m. in Council Chanters and was recessed to Room 307 in the City Hall at 7:35 p.m. The Council reconvened at 7:42 p.m. in Room 307. MEETING CALLED TO ORDER AT 7:30 P.M. MEETING RECESSED AT 7:35 P.M. MEETING RECONVENED AT 7:42 P.M. ROLL CALL: Present: COUNCHMEN AGUILAR, H01MAN, ROLL CALL AND MAYOR PRO TEM KING Also Present: City Manager Webb, Dir. of AAnin. Serv. Hallcway, Dir. of Conn. Serv. Kelly, City Planner De Stefano, City Engineer Pang, CRA Representative Bill Raphiel, City Clerk Gair Menters of the Baldwin Park Chanter of Connerce Board of CHAMBER OF COMMERCE Directors present were: Joe Blizzard, Lynn Cole, Helen Taylor, Joy Angelo, Chet Herring, Fausto Flores, Frank Kihm, Gerron Arias, Frank Fitzgerald, Don Scurti, Dot-tie McDonald and Don Holjnes. Executive Director Seymore Holtzman and Ruth Shields also attended. 00- Mayor pro tern King wslccmed all those present and expressed I^YOR PRO TEM KING appreciation for their participation in this program. He WELCOMES CHAMBER MEMBERS explained that no action would be taken tonight, that this was only a proposed plan to be shown by Staff. City Manager Webb explained that the purpose of the meeting CITY MANAGER WEBB is to brief the City Council and menters of the Chanter on EXPLAINS REVITALIZATICN the status of the Downtown Revitalization Program. He PROGRAM asked for their reaction at the end of the briefing. He told about the processes which have been undertaken to make this plan possible and how MSI Municipal Services Incorporated) had been retained to make an analysis of the area and to indentify the opportunities for redevelopment. He explained all phases necessary for ccnpletion and the final phase of Public Hearings. Director of Conrnunity Services Bill Kelly explained the team effort that had gone into the presentation by MSI, their sub consultants, and City Staff. AUGUST 11, 1981 PACT; 2, 1981 Mr. Kelly explained the geographical boundaries on the first chart and what was determined to be the downtown area. He explained the multiphased project done by MSI regarding the trade area for Baldwin Park concerning sales potential, ccrnnercial vacancies, and physical barriers. The goal of City Council will be to intensify activities of the Downtown area and preserve the core as a unique area. He also explained the Urban Design Analysis chart. This included a traffic study concerning through traffic, traffic control, diversion of traffic and a tentative concept of a pedestrain oriented, commercial area. The reconstruction of Maine Avenue through a 1.1 million F.D.A. Grant was also explained. The Land Use Analysis chart was explained to show what the projected city plan would be with a consistent design theme, by modernizing and relating businesses to each other and by selling the community through physical image. Mr. Kelly concluded by stating that this plan would hopefully be finalized in the middle of August. Staff will be presenting to the City Council and Agency in September a preliminary plan, in October a final plan, and Public Hearings in November or Decesrber. And that there was plenty of time for community input on this project. 00- Comments made and questions asked by those present were: 1) Why put freeway exposure on the back burner? Jay Angelo) Answer: Freeway corridor is next consideration. Downtown core needs to be saved first for community purposes. 2) The City has had enough studies and we need to get down to brass tacks and develop a recognizable downtown area. Don Hotmes) 3) Outside owners are welcome in the City as long as they develop a good business that will help the city. Blair Hotman) 4) Asked for background on MSI. And why isn't it possible for this city to get County and State Office Buildings to locate here? Answer: MSI is Municipal Services Incorporated, it is a consulting firm to government and represents approximately 40 cities in redevelopment and financial assistance. There is a potential for government buildings in the projected Institutional Area on the chart. 5) Dc>es City have plans so people can combine the new design into present structures? He stated that this is the first of many opportunities to come and see the progress of this project. 00- Mr. Kelly further ccmnented, in response to a question, that the report did reccmnend opening up Ramona Blvd. to allow the new City Hall to be seen. Ihis will be a primary goal. 00- Councilman Hotman stated that the City should publicize the plans to the cannunity in newspapers and public displays. Let the people know about the changes. 00- It was moved and seconded to adjourn the adjourned meeting of the City Council- M/S/C: AGUILAH/HOMAN. Ihere were no objections.
