The City Council of the City of Baldwin Park met in regular session in the Council Chanters at 7:30 P.M. An Invocation was given by Councilman Mc-Neill Chanter President Joe Blizzard led the Flag Salute. ROLL CALL Present: COUNCII^EN AGUIIAR, KING, MsNEILL, AND MAYOR WHITE City Manager Webb, City Attorney Flandrick, Chief of Police Snowden, Dir. of Hunan Serv. Lucas, City Planner DeStefano, Dir. of Finance Martin, City Clerk Gair Also Present: It was noved and seconded to excuse the absence of Councilman Hohnan and City Treasurer Montenegro, M/S/C: KING/McNEILL. There were no objections. 00- Mayor White introduced Joe Blizzard, President of the Chanter of Comnerce, and Seynore Holtzman, Director of the Chanter. Mr. Blizzard came forward to make a special presentation to the people responsi- ble for the Graffitti Removal Program in the city. Mr. Blizzard gave awards to William Float, Ed Diaz, Diane Colley and Larry Doninquez and stated that they were very deserving of this award and that the city was never in better shape than now. Each Councilman ccmnented on the work of these people and Lee Lucas, and congratulated them on the excellent program they have. The Council expressed appreciation for the continual work being done and that the citizens requests are always responded to. They encouraged them to keep up the good work and thanked them on behalf of the City. 00- City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of August 5, 1581 2. Declare City Property Surplus Police Department Council concurred with reccannendations on the Consent Calendar. r^/S/C: KING/McNEHiL- There were no objections, CONSENT CALENDAR APPROVED City Manager Webb explained the Cooperation Agreement betaveen the City of Baldwin Park and the Housing Authority of the City for development of Public Hous- ing. This will be for thirteen units- All public housing projects are exenpt from property taxes and the City will furnish public services to this project. In return the Housing Authority will make annual pay- ments in lieu of taxes equal to 10% of the shelter rent. Staff recannended adoption of this agreement. Councilman McNeill asked: How many units the City has at this time? How many have been developed since the beginning? What are the plans for future develop- ments? frihat is the amount of the sheltered rent? City Manager Webb responded that Sheltered rent is the total rent. The Housing Authority, at this time, has not been allocated any law to moderate income housing. And that a status report is being prepared for presentation within a few weeks for more details. Housing Administrator Donnan Smith stated that there were approximately 250 existing housing units at this time allocated for Baldwin Park/ West Covina and South El Monte. Units provided for Baldwin Park since 1978 equal 178 plus 77 Senior Citizen housing units. He also explained that application has been made, with the govemmsnt, for 150 more units with other cities. He also explained that in lieu of taxes will come into existence when Public Housing is created, and we then subsidize rents, Council also asked regarding the way rents are assessed in Public Housing. The rents are determined by market value, 25% of the renter's monthly inccme, and the fair market rents in the San Gabriel Valley. Council further discussed how worthwhile the program is and if other cities are participating equally. Also discussed was the control the city is allowed over the rent. It was moved and seconded to approve Resolution No. 81-81, APPROVING THE COOPERATION AGREEMENT FOR THE DEVELOPMENT OF PUBLIC HOUSING WITH THE HOUSING AUTHORITY OF THE CITY OF BALDWIN PARK. H/S/C: KING/T^NEILL. There were no objections. 00- Oouncilman McNeill inquired about the visits to other cities to observe their museums and auditoriums.
