The City Council of the City of Baldwin Park met in an adjourned regular session in the Council Chanbers at 7:30 P.M. An Invocation was given by Councilman Holman. Mrs. Julia MsNeill led the Flag Salute. ROLL CALL PRESENT; COUNCXM^ AGUIIAR, KING, HOIMAN, McNEILL, AND MAYOR WHITE ALSO PRESENT: Acting City Manager Halloway, City Attorney Flandrick, Chief of Police Snowden, Dir. of Cann. Services, Kelly, Dir. Human Services, Lucas, Deputy City Clerk Pellegrin It was moved and seconded to excuse the absence of City Treasurer Montenegro and City Clerk Gair. W/S/Ci McNEILL/KING. There were no objections. 00- Mayor White read a proclamation declaring October 1,2, and 3, 1981 as WHITE CANE DAYS". Mayor White introduced three representatives from the Lions Clubs and presented them with a Vihite Cane Days proclamation: Ed Col vert: Chairman of the Host Lions Club Bob Reddington: First Vice-President of the Baldwin Park Breakfast Club Charlotte Reddington: President of the Baldwin Park Lionesses The Lions Club representatives thanked the Council for the Proclamation and stated they felt honored to receive it. 00- Deputy City Clerk Pellegrin presented the Consent Calendar: 1. The Billboard Association is going to take action regarding this situation." It was moved and seconded to approve the Consent Calendar as presented. M/S/C-. KING/NfcNEILL. Ihere were no objections, WRITTEN CCmJNICATICNS Deputy City Clerk Pellegrtn explained to the Council that the City has received a letter from Mr. Thcnas Suttner of Boiler & Suttner, Attorneys at Law. Council concurred to table discussion of this item until the next meeting of the City Council on Septenber 23, 1981. 00- SEPTEMBER 2, 1981 REGULAR CITY COUNCIL MINUTES CORRECTED CONSENT CALENDAR APPROVED WRITTEN CCTOIUNICATICNS DISCUSSION TABIED REPORTS OF OFFICERS, OOrTHSSICNS, OR CCmm'KhS Mr. Halloway gave a Staff report concerning Council approval of all three Manorandums of Understanding for the Baldwin Park Management Employees Association, Local 690, S.E.I.U/ AFL-CIO and the Baldwin Park Public Safety Employees Association. It was moved and seconded to approve the three Memorandums of Understanding. M/S/C: MsNEILL/KING. There were no objections. STAFF REPORT MR. HALLONAY MEMORANDUMS OF UNDERSTANDING APPROVED Mr. Kelly informed the Council that in February 1981, the Council authorized the Consolidation of Fleet Services operation for the City and the hiring of additional garage personnel. Since that time. Staff has found it inportant that the City reconstruct the garage organization to maintain one supervisor, one senior mechanic and two mechanics. Therefore, Staff requests that Council amend the Table of Organization in the 1981-82 Budget adding a mechanic and deleting the position of equipment service worker. It was moved and seconded to approve Staff's reccnrnendation to amend the Table of Organizations in the 1981-82 Budget adding a mechanic and deleting the position of equipment service worker. There were no objections. 00- UNFINISHED BUSINESS: CCNSOLIDATICN OF FLEET SERVICES PERSONNEL DISCUSSED TAB1£ OF ORGANIZATIONS 1981-82 BUDGET AMENDED Councilman Holman asked Mr. Kelly the status of the Trailer Park discussed at earlier meetings.
