The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 P.M. An Invocation was given by Councilman McNeill. Councilman Aguilar led the Flag Salute. ROLL CALL: PRESENT: COUNCILMEN AGUILAR, KING, McNEILL, AND MAYOR WHITE INVOCATION FLAG SALUTE ROLL CALL ALSO PRESENT: CITY MANAGER WEBB. CITY ATTORNEY FLANDRICK, DIR. OF ADM. SERVICES HALLOWAY, DIR. OF COMM. SERVICES KELLY, CHIEF OF POLICE SNOWDEN, CITY TREASURER MONTENEGRO, AND DEPUTY CITY CLERK PELLEGRIN It was moved and seconded to excuse Councilman Hotman's absence. M/S/C: McNEILL/KING. There were no objections. 00- Deputy City Clerk Pellegrin presented the Consent Calendar: 1. Approve Minutes of November 4, 1981. 2. Receive and File Treasurer's Report October 31, 1981. 3. Waive Further Reading and Adopt RESOLUTION NO. 81-107 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 4. Deny Claim Against the City Regina Gail Suarez 5. Deny Claim Against the City Karen Yost 6. Waive Further Reading and Adopt RESOLUTION NO. 81-108 AMENDING RESOLUTION NO. 79-110. SETTING FEES AND CHARGES FOR ISSUANCE, PROCESSING AND FILING OF VARIOUS CITY SERVICES, PERMITS AND LICENSES RELATING TO SECTION 3800 REFUSE COLLECTION AND DISPOSAL) 7. Waive Bidding Procedure Clearing of Irving Property Baldwin Park Auto Wreckers) Mr. Kelly answered questions from Councilman Aguilar regarding the costs to the Community Redevelopment Agency to abate a public nuisance located at 5057 Merced Avenue Item No. 7 of the Consent Calendar). Councilman McNeitt requested a correction to the minutes of the City Council Meeting held on November 4, 1981: Page 3, Paragraph 2: Councilman McNeilt stated that he had asked the Council to set aside X amount of dollars... M/S/C: AGUILAR/McNEILL. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS, OR COMMITTEES: Mr. Kelly gave a report regarding the abatement of abondoned or inoperative vehicles. He stated that in the past the California Highway Patrol has removed these vehicles. However, due to a budgeting problem, they will no longer be able to continue this service. Mr. Kelty explained that the City code presently requires numerous public hearings by the City Manager and City Council which delays the process of clearing away such vehicles. Staff recommends Council approval of Ordinance No. 828, thereby allowing the City Manager to designate a hearing officer to handle these matters. This wi11 facilitate the removal of inoperative or abandoned vehicles from private property and minimize Council and executive time Councilman Aguilar asked Mr. Kelly if the removal of such vehicles would include classic cars. Mr. Ketty stated that Staff would work with the Department of Motor Vehicles and California Highway Patrol to clarify that matter. Mayor White stated that he is in support of this Ordinance but that the passage of such an Ordinance would generate many outcries from property owners. However, the approval of the Ordinance will result in a more attractive appear- ance to the City. It was moved and seconded to place Ordinance No. 828, Amending Certain sections 7651 b), 7652 a), b) and d), 7654, 7656, and 7658, Chapter 8, Part B of the Baldwin Park Municipal Code, relating to Abandoned, Wrecked, Dismantled, or Inoperative Vehicles" on first reading. M/S/C: AGUILAR/McNEILL. There were no objections. 00- CONSENT CALENDAR APPROVED WITH CORRECTION STAFF REPORT ON ABONDONED OR INOPERATIVE VEHICLES, MR. KELLY COUNCIL DISCUSSION ORDINANCE NO. 828 REGARDING ABANDONED, OR INOPERATIVE VEHICLES PLACED ON FIRST READING UNFINISHED BUSINESS Mayor White introduced the City Manager's new Administrative Assistant Wendy Juteff and welcomed her to the City of Baldwin Park. Mr. Webb asked for Council approval to appoint Mr. John Hemer to the position of Director of Economic Development. Mr. Hemer has 15 years experience in Housing, Economic, and Community Development and has served the City of Santa Monica since 1974. ADMINISTRATIVE ASSISTANT INTRODUCED It was moved seconded Mr. John Hemer of the Development. M/S/C: objections. to approve the appointment of position of Director of Economic KING/McNEILL. There were no APPOINTMENT APPROVED DIRECTOR OF ECONOMIC DEVELOPMENT 00- Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Frank Harrer, 3903 Grace Avenue, Baldwin Park presented a petition to the Council regarding a development pro- ject near his home. Mr. Harrer explained that the development of the property has caused harrassment, noise, parking problems, traffic con- gestion, and safety hazards to children in the area. Mayor White stated that the City and Community Redevelopment Agency are in a partnership with Allwest Development Cor- poration. Mayor White agreed with Mr. Harrer and said he believes the developers will be responsive to the Council's wishes to abate the problems. The Mayor stated that Item 1 through 6 on the petition presented by Mr. Harrer wi11 be referred to City Staff to handle. Councilman McNeitt and King thanked Mr. Harrer and residents for taking this matter up with the City Council. Mayor White stated that Item No. 7 of the petition relates to Organized Labor. Mayor White said that the people of the Organized Labor have asked Council to provide for prevailing wages to be paid as a public policy on a11 future redevetopments. This request will be considered by the council at a later date. Item 1 through 6 of the petition will be referred to Staff for immediate correction. Mayor White declared Oral Communications closed. 00- COUNCIL DISCUSSION FURTHER DISCUSSION AND REFERRAL TO STAFF ORAL COMMUNICATIONS CLOSED Councilman McNeill informed that the Medfly spraying in Baldwin Park will end this evening. Councilman Aguilar announced that the Baldwin Park Braves will be playing their first football game for CIF playoffs this Friday night at 7:30 p.m. on the district field. Councilman King stated that he has spoken with Chief Snowden of the Police Department regarding WE TIP. Councilman King would like to direct more attention to the public for community support in communicating possible crimes to the City's Police Department, while remaining completely anonymous. Chief Snowden said that he will have a meeting on December 1st in the Council Chambers to discuss community support for crime prevention. Council thanked and congratulated Chief Snowden and officers for a recent narcotics bust which involved a recovery of six million dollars in cocaine. 00- It was moved and seconded to adjourn the regular City Council Meeting at 8:10 p.m. M/S/C: KING/ McNEILL.
