The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:30 P.M. An Invocation was given by Councilman McNeitl. Councilman Hotman led the Flag Salute. ROLL CALL: PRESENT: COUNCILMEN AGUILAR, McNEILL, HOLMAN, AND MAYOR PRO TEM KING ALSO PRESENT: CITY MANAGER WEBB, CITY ATTORNEY FLANDRICK, DIR. OF ADM. SERV. HALLOWAY, DIR. OF COMM. SERV. KELLY, DIR. OF HOUSING & ECONOMIC DEV. HEMER, CHIEF OF POLICE SNOWDEN, AND CITY CLERK GAIR It was moved and seconded to excuse Mayor White's absence. M/S/C: HOLMAN/McNEILL. There were no objections. It was moved and seconded to excuse City Treasurer Montenegro's absence. M/S/C: HOLMAN/McNEILL. There were no objections. 00- City Clerk Gair presented a Proclamation that Mayor White would be presenting, Friday, to the Baldwin Park Roadrunners prior to their trip to Livermore, California. The Proclamation is to be presented to the Mayor and Football League of Livermore 00- City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of November 18, 1981. 2. Waive Further Reading and Adopt RESOLUTION NO. 81-112 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK CONSENTING TO A JOINT PUBLIC HEARING WITH THE BALDWIN PARK REDEVELOPMENT AGENCY TO CONSIDER THE PROPOSED MERGER OF THE SAN GABRIEL RIVER AND WEST RAMONA BOULEVARD REDEVELOPMENT PROJECT AREAS AND A NEGATIVE DECLARATION FOR SAID MERGER It was moved and seconded to approve the Consent Calendar as presented. There were no objections. 00- City Clerk Gair administered an Oath of Office to: Frank Barnato June Glass Patricia Gratt Dottie McDonald Lois Lowe Newton Seay Lydia Velez as new members of the Housing Commission of the City of Baldwin Park. Members of the City Council congratulated each new member of the Commission and thanked them for their willingness to serve. 00- Mr. Ketly explained Urgency Ordinance No. 829 concerning an interim zoning moratorium relative to the Central Business District. He stated that the reason for the moritorium is to prevent any inconsistencies in construction before the final adoption of the agency plan. Staff recommended approval of Urgency Ordinance No. 829 to take effect immediately. Council discussed this Ordinance and its effects on new construction and contractors. It was moved and seconded to adopt Urgency Ordinance No. 829 Establishing An Interim Zoning Moritorium Relative To the Central Business District Urgency). M/S/C: McNEILL/HOLMAN. Ms. Pinhero read a Historical Society Resolution to the Council regarding the Pacific Electric Power Station as a future Museum site. Larry Copodonna, owner of the White Line Lounge, asked questions regarding arcades in the City. Mr. Ketty stated he will meet with Mr. Copodonna after the meeting to answer questions. Mr. Tanner, 4917 N. Marion Street expressed concern over the lack of crosswalks on Olive Street. Mayor pro tern King referred the matter to the Traffic Commission for study and a report back to the Council. TANNER ORAL COMMUNICATIONS CLOSED 00- Councilman Aguilar announced that the Baldwin Park Lions Club will have a Sweetheart Pancake Breakfast on February 14th to raise funds to purchase police dogs for the Canine program in Baldwin Park.
