An Invocation was given by Councilman Holman. Fire Chief Harold McCann led the Flag Salute. ROLL CALL: PRESENT: COUNCILMEN AGUILAR, McNEILL, HOLMAN, KING AND MAYOR WHITE INVOCATION FLAG SALUTE ROLL CALL ALSO PRESENT: City Manager Webb, City Attorney Flandrick, Dir. of Adm. Serv. Hatloway, Dir. of Comm. Serv. Kelly, Dir. of Housing & Economic Dev. Hemer, Dir. of Human Serv. Lucas, Chief of Police Snowden, Fire Chief McCann City Treasurer Montenegro, Deputy City Clerk Pellegrin 00- Deputy City Clerk Pellegrin presented the Consent Calendar: 1. Approve Minutes of December 2, 1981. 2. Receive and File Treasurer's Report- November 30, 1981. 3. Waive Further Reading and Adopt RESOLUTION NO. 81-113 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 4. Waive Further Reading and Adopt RESOLUTION NO. 81-114 REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO RENDER SPECIFIED SERVICES TO SAID CITY RELATING TO THE CONDUCT OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON TUESDAY, APRIL 13, 1982 5. Waive Further Reading and Adopt RESOLUTION NO. 81-115 CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON TUESDAY, APRIL 13, 1982 FOR THE ELECTION OF CERTAIN OFFICERS OF SAID CITY AS REQUIRED BY THE PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES 6. Final Approval of Tract Map No. 41157 10. Final Approval of Tract Map No. 42828 WITHDRAWN FROM CONSENT CALENDAR 11. Final Approval of Parcel Map No. 1019 12. Waive Further Reading and Adopt RESOLUTION NO. 81-117 APPROVING THE ISSUANCE OF BALDWIN PARK REDEVELOPMENT AGENCY SAN GABRIEL RIVER REDEVELOPMENT PROJECT 1981 TAX ALLOCATION AND REFUNDING BONDS 13. Waive Further Reading and Adopt RESOLUTION NO. 81-118 APPROVING THE ISSUANCE OF BALDWIN PARK REDEVELOPMENT AGENCY WEST RAMONA BOULEVARD REDEVELOPMENT PROJECT 1981 TAX ALLOCATION BONDS Councilman McNeitI asked questions regarding Item No. 2 Treasurer's Report) of the Consent Calendar regarding the Patm Avenue Street Work bid for $15,000 and expend- iture of $23,000. Mr. Kelly stated that due to excessive rains, additional construction had to be done causing an increase in expenditures. Councilman Holman asked concerning Item No. 11 of the Consent Calendar. Mr. Kelty gave an explanation of the use of the different parcels involved. Following Council discussion, it was moved and seconded to approve the Consent Calendar as presented, withdrawing Item No. 10. M/S/C: McNEILL/KING. There were no objections, 00- REPORTS OF OFFICERS, COMMISSIONS, OR COMMITTEES Mr. Hemer gave a Staff Report explaining the Housing Division's need for extra Staff. He requested Council approval of the additional positions of Project Specialist and Administrative Clerk II. Salaries and benefits for the two positions would be reimbursed to the City from the Department of Housing and Urban Development. Council discussed the two positions and their future effect on the City. Mr. Webb stated that the two positions could be eliminated in the future should there be some reason not to have them on Staff. It was moved and seconded to approve the addition of Project Specialist and Administrative Clerk II and direct Staff to take necessary steps to tilt these positions. M/S/C: KING/AGUILAR. If approved, the SB999 would prohibit local government from banning the sale of fireworks through existing Zoning laws. The letter and Resolution if approved) by Council at the special meeting, December 30, 1981, would be mailed directly to Assemblywoman Salty Tanner and Senator Joe Montoya. Councilman McNeitI also asked Council to consider the use or involvement of public utility employees, mailmen, etc. for crime prevention and detection. Chief Snowden informed the Council that the Police Department is presently trying to involve more of the employees from these services to aid the department in preventing crime and gain community support. Council complimented Chief Snowden and the Police Department for the fine programs and work they are doing for the City. SB999 OPPOSITION LETTER & RESOLUTION DISCUSSED CRIME PREVENTION DISCUSSED COUNCIL COMPLIMENTS POLICE DEPARTMENT 00- NEW BUSINESS Councilman Aguitar requested Council approval of an additional Christmas Holiday for the City Employees this Year. Council discussed the request and asked Mr. Webb to determine some kind of reward for the employees for their outstanding work this year. 00- Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Lucy Scott, President of the Historical Society, presented each elected City Official with a copy of The Heritage of Baldwin Park" on behalf of the Historical Society. Aiteen Pinero, 13009 Amar, informed the Council that she would tike each official to se11 200 books each for the Historical Society. Mayor White declared Oral Communications dosed. COUNCIL CONSIDERS EXTRA HOLIDAY FOR EMPLOYEES ORAL COMMUNICATIONS OPEN LUCY SCOTT AILEEN PENERO ORAL COMMUNICATIONS CLOSED 00- It was moved and seconded to adjourn the regular meeting of the City Council at 8:07 p.m. to a Special Meeting to be held on December 30, 1981 at 5:30 p.m. M/S/C: HOLMAN/ McNEILL.
