The City Council of the City of Baldwin Park met in Regular Session in the Council Chambers at 7:00 P.M. An Invocation was given by Mayor Pro-Tern Izell. Councilman Aguilar led the Flag Salute. 00- Mayor pro tern Izell presented a five year service pin to Councilmen McNeilt, and twenty year pin to Sargeant Brown. He stated that a five year pin was to be presented to Mayor White also. 00- ROLL CALL: PRESENT: COUNCILMEN AGUILAR, KING. McNEILL, MAYOR PRO TEM IZELL City Manager Webb, ALSO PRESENT: City Attorney Flandrick, Dir of Comm. Serv. Kelly, Dir. of Admin. Serv. Halloway, Chief of Police Snowden, Dir. of Housing & Economic Dev. Hemer, FireChief McCann, City Librarian Morris, and City Clerk Gair 00- It was moved and seconded to excuse the absence of City Treasurer Montenegro. M/S/C: KING/McNEILL. There were no objections. It was moved and seconded to excuse the absence of Mayor White. M/S/C: AGUILAR/KING. There were no objections. 00- City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of December 15, 1982 2. Receive and File Treasurer's Report October 31, 1982 3. Waive Further Reading and Adopt RESOLUTION NO. 83-1 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 4. Waive Further Reading and Adopt ORDINANCE NO. 851 DISESTABLISHING PARKING Second Reading) AND BUSINESS IMPROVEMENT AREA NO. 1 5. Award Contract Design of Park-and-Ride Facility, Badilto Street at Ramona Boulevard 6. Waive Bidding Procedure and Approve Purchase of OATS Van 7. Approve Environmental Review Records of NEPA and Negative Declaration of CEQA for Highland Ranch UDAG Project, Lewis Development Co. Approve Contract Agreement Administration of Revolving Loan Fund Program Project Duarte/Monrovia 9. Final Approval Tract Map Nos. 35092 and 35097 10. Final Approval Tract Map No. 36147 It was moved and seconded to approve the Consent Calendar as presented. M/S/C: KING/AGUILAR. There were no objections. 00- Mayor White was present at 7:05 p.m. Mayor pro tern Izetl presented the Mayor's five year service pin. 00- Director of Administrative Services Haltoway introduced Ron Bargan and Rod LeMond of McGladry and Hendrickson for the presentation of the annual audit. Rod LeMond stated to Council that the presentation of the audit would be for the City and the agency. He issued a clean opinion on the financial statement for both the City and the Agency. He also stated that both are in a sound financial position. He gave the cash balances of each and said that the reservices are alos adequate. It was moved and seconded to accept the annual audit as presented. M/S/C: AGUILAR/IZELL. There were no objections. CONSENT CALENDAR APPROVED MAYOR WHITE PRESE PRESENTATION OF ANNUAL AUDIT FOR CITY AND AGENCY MOTION TO ACCEPT ANNUAL AUDIT APPROVED 00- NEW BUSINESS Councilman Aguilar requested that Chuck Foster and Maureen RECOGNITION OF Foster be recognized for thier work with youth in the COMMUNITY SERVICE City since they are moving. He also asked that persons be recognized annually or monthly for outstanding work with youth. City Manager Mebb explained the Certificate of Appreciation DISCUSSION for Community Service. Mayor White suggested that Director of Human Services Lucas look into some sort of formal recog- nition program. He also gave direction to prepare the service awards requested. Councilman Aguilar referred to a letter and the actions of MID-VALLEY Doug Shaw in going to the Los Angeles County Transportation MANPOWER Commission after Council action regarding Mid-Vat ley Manpower. Council discussed this situation and in response to questions DISCUSSION City Manager Webb explained that the City had followed up with calls to the county on this and is convinced there is no p rob 1 em. Mayor White suggested that Council request the Mid-Valley Manpower Board to explain Mr. Shaw's remarks, because they seem to be out of line with this Council. Council agreed with the request. 00- Mayor White declared Oral Communications Open and invited ORAL COMMUNICATIC those wishing to speak to come forward. There were none.
