The City Council of the City of Baldwin Park met in Regular Session in the Council Chambers at 7:00 P.M. An Invocation was given by Councilman Izelt. Girl Scouts from City of Baldwin Park led the Flag Salute. 00- COUNCILMEN AGUILAR, IZELL, KING, McNEILL AND MAYOR WHITE ROLL CALL: PRESENT: Acting City Manager Hatloway, City Attorney Ftandrick, City Engineer Smith, Chief of Police Snowden, Dir. of Housing & Economic Dev. Hemer, ALSO PRESENT: Chief McCann, Ft re City City Librarian Morris, and Clerk Gair 00- INVOCATION FLAG SALUTE ROLL CALL It was moved and seconded to excuse the absence of City Treasurer Montenegro. M/S/C: KING/McNEILL. There were no objections. 00- Mayor White read a Proclamation declaring March 6-12 Girt Scout Week. He presented the Proclamation to the Leaders and Girls Scouts present in Council Chambers. The Girl Scouts presented cookies and ballons to each Council member in appreciation for the proclamation that was presented to them. Lew Farkas read the statement presented into the Congressional Record by Congressman John Rousselot September 22, 1982. This statement praised Dionne Myers, a girt scout from Balc^/in Park, for her life saving skills learned from scouting. Due to those skills she saved the life of a teacher. Mr. Farkas, added that American Legion Post #241 will be sponsoring a youth night honoring Dionne. Waive Further Reading and Introduce ORDINANCE NO. 853 AMENDING CERTAIN PROVISIONS OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO SUBDIVISIONS Councilman Aguitar requested Item No. 4 to be pulled. It was moved and seconded to approve Items No. 2, 3, 5 and 6 of the Consent Calendar. M/S/C: KING/McNEILL. There were no objections. 00- Councilman Aguilar spoke concerning the proposed change from direct mailing to posting Environmental Impact in- formation. He would like the City to stay with a direct mailing system since the people coming before Council in the past have complained of not being properly informed. City Planner DeStefano explained that the purpose behind this recommendation is to coincide with the subdivision regulation. The City would continue direct mailing with everything else, but post the environmental impact issue with subdivision projects. This will reduce cost and expedite processing. Council discussed the reduction of cost and the effect this would have on the public receiving information. It was moved and seconded to approve Item No. 4 of the Consent Calendar. M/S: KING/McNEILL. Aguilar opposed. 00- NEW BUSINESS CONSENT CALENDAR ITEMS NO. 2.3,5 AND 6 APPROVED ITEM NO. 4 DISCUSSED ITEM NO. 4 APPROVE 4 1 VOTE Councilman McNeill asked Chief Snowden what is done or could be done by the Police Department and City Counci to recognize Julio Endara. Police Officer Endara, he felt, had gone above and beyond the call of duty in a recent incident and should be recognized. Police Chief Snowden responded that he would receive recognition in his performance evaluation. He added that he would discuss with the City Manager what further recognition can be done and return to Council with recommendations. 00- Mayor White declared Oral Communication open and in- vited those wishing to speak to come forward. There were none. City Planner DeStefano commented that the City had faired quite well and gave some examples of the very few problems encountered. In- quiries were made regarding the Community Center and Senior Citizen's Buildings. Council felt the City was very fortunate with the minor damage. 00- The Regular Meeting of the City Council was adjourned at 7:25 p.m. M/S/C: McNEILL/IZELL. There were no objections.
