The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 P.M. An Invocation was given by Councilman Izell. Mr. Warren Red) Lorenzen led the Flag Salute. ROLL CALL: PRESENT: COUNCILMEN AGUILAR, IZELL, KING, McNEILL AND MAYOR WHITE City Manager Webb, ALSO PRESENT: City Attorney Flandrick, Dir. of Admin. Serv. Hatloway, Dir. of Comm. Serv. Kelly, Dir. of Housing & Economic Dev. Hemer, Chief of Police Snowden, City Planner DeStefano, City Treasurer Montenegro, and City Clerk Gair 00- Councilman McNeill presented an achievement award to Mr. Paul Yee, a student of Baldwin Park High School for his academic accomplishments* Mr. Yee thanked the Council. Mrs. Barbara Murad, Instructor at Baldwin Park High, was introduced by Councilman McNeill. 00- City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of June 1, 1983 2. Approve Proposed Lease Between City and Redevelopment Agency Park-and-Ride Project at Ramona Boulevard and Baditto Street Councilman King submitted changes to the City Clerk for page 4 of the June 1, 1983 Council Minutes. It was moved and seconded to approve Consent Calendar Items 1,3,5, and 6 with corrections to the minutes. M/S/C: AGUILAR/KING. There were no objections. DR-2). City Planner DeStefano gave a Staff report and explained that the applicant Richard A. Scott has submitted a request for review for a 20 unit Condominium project. City Planner DeStefano explained the square footage, and architectural design of the proposed project. He said that the applicant is requesting 1 unit over 19 units. The Planning Commission has reviewed this project and recommends approval. Mayor White declared the Public Hearing open and invited those wishing to speak to come forward. Richard A. Scott, applicant, stated he would discuss or answer any questions relating to this project. In answer to Council questions. City Planner DeStefano explained Council's control over architectural design and the square footage of the units. It was moved and seconded to return this for further personal study regarding facade, dwelling space, density and architectural design and color. M/S/C: KING/AGUILAR. Following discussion and a recommendation from Director of Community Services Ketty, the motion and seconded was withdrawn. It was moved and seconded to refer this back to Staff to further review architectural style and refer this matter back to Council within 30 days. M/S/C: KING/AGUILAR. There were no objections. The regular meeting of the City Council reconvened at 8:15 p.m. Roll Call remained the same. Mayor white explained that the Council was briefed by, and gave direction, to its attorneys in matters of pending litigation. They also gave direction to negotiators in tabor negotiations and took no action in the closed session. 00- IT WAS THE TIME AND PLACE FIXED FOR A PUBLIC HEARING on the City's Preliminary Budget for the Fiscal Year 1983-84 and the use of Federal Revenue Sharing Funds to be re- ceived by the City. He explained that the City should be receiving approximately $897,000 in Federal Revenue Sharing funds. In the past this has been allocated for police services. Staff recommends this be allocated for public safety. Mayor White declared the Public Hearing open and invited those wishing to speak to come forward. Albert Sanders, 4421 Stewart spoke concerning the use of Federal Revenue Sharing Funds for installation of stop signs in his neighborhood. Mayor White stated that those items will be looked into by Staff and engineers. Aileen Pinhero, Amar Road asked Council to consider a museum building on a first floor for easier access and the need for more space in the museum. Mayor White declared the Public Hearing dosed. Council asked about budget figures for rental costs of two vehicles. City Manager Webb explained the reasons for renting rather than rebuilding or buying new cars. Councilman Izetl asked if the subject of a full-time City Clerk has been deleted from the budget. City Manager Webb said there were some questions raised on this matter and it was Staffs intent to withdraw the recommendation. He then explained the IIMC three-year certification process to train Clerks to acquire the skills to manage a City Clerk's Office. Council may wish to consider this alterna- tive salary benefits, and whether a City Clerk should be required to attain this certification prior to spending full-time in the position. Council discussed this alternative and asked that this be considered again after more information is received. Council also discussed Human Services employee's hours, $40,000 funding for a new Cable TV Franchise, and various budget increases. Two additional Canine Units were discussed to help the Police Department. City Manager Webb stated that a report has been prepared for Council consideration on the cost of a new Canine program and vehicle. In answer to Councilman McNeitl's question. Chief Snowden stated the dog they now have is an asset to the depart- ment but two dogs would be more than sufficient at this time. Mayor White said three items will be brought back to Council for discussion; 1) rebuilding of existing cars versus buying new ones; 2) the City Clerk's position; 3) canine units. In response to Councilman King's question. Director of Administrative Services Hattoway explained that the extra equipment is required by various departments for Data Processing and represent an additional $43,430 in the budget. City Manager Webb explained to Councilman Aguilar that Staff is drafting a Chamber of Commerce/City of Baldwin Park contract to be brought to Council in July. Councilman Aguilar asked for a copy prior to the next meeting. City Manager Webb explained and recommended to Council the need for a budget meeting for City Council, Housing Authority, and Community Redevelopment. He discussed the Community Development Block Grant program and the $359,000 allocation Baldwin Park wi11 receive from this bill. He then explained the requirements for each activity before the funds can be spent. The Public Hearing and adoption of the proposed statement of Community Develop- ment objectives will complete step two in the application process. He gave a summary of the proposed Statement activites and recommended that Council approve the proposed Statement as presented, or modified, as the final statement of redevelopment and use of funds for the Jobs Bi11 Community Development Block Grant program. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS OR COMMITTEES City Manager Webb gave a report concerning Staff recommenda- tion that Council approve the proposed FY 1983-84 program and budget for the Citywide Promotion Area. He explained the background and amount of monies that have been collected A blue-ribbon steering committee has been established to help form the new Businessmen's Association and alt responsibilities of the committee have been met. On June 1st the proposed budget was approved by the steering committee and was transmitted to the Advisory committee and also approved. He explained the specific activities for business promotion in the Community. Staff recommends Council approve the Citywide Promotion program and budget for next year. In answer to Council questions. City Manager Webb explained the use of funds collected from the promotion district. The only bid received was from tne Herald Press. The Baldwin Park Bulletin did not respond A special dispatch service is offered by the Herald Press and low costs for legal publications. Staff recommends that Council accept the bid from the Herald Press. It was moved and seconded to accept the bid from the Herald Press for legal publications. M/S/C: McNEILL/ KING. STAFF REPORT GAIR LEGAL PUBLICATIONS COUNCIL APPROVES BID FROM HERALD PRESS FOR LEGAL PUBLICATIONS 00- Director of Administrative Services Halloway gave a report on the Annual Appropriations limit to 17 million dollars for the Fiscal Yeat 1983-84. It was moved and seconded to approve Resolution No.83-47, SETTING THE ANNUAL APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 1983-84". M/S/C: KING/IZELL. There were no objections 00- NEW BUSINESS STAFF REPORT HALLOWAY ANNUAL APPROPRIATIONS LIMIT RESOLUTION NO. 83-47 APPROVED In response to Councilman Aguilar's question. City Manager Webb said that there has been legislation passed to allow communities to impose impact fees on residents for recreation, public services, etc. He said this has not been persued in the past due to the impact on the cost to developers. Staff will took into this. Councilman King spoke concerning a request that Council received to support additional funding for teachers and schools. He said he is in favor of this. Mayor White asked Staff to look into this and see if there is a proposed lanquage for a Resolution. This item will be brought back on Wednesday. IMPACT FEES FUNDING REQUEST FOR TEACHERS & SCHOOLS FUNDING REQUEST CONTINUED 00- Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Mr. Flores represented and interpreted for Rev. Jose Salinas. Mr. Salinas spoke concerning a tent revival and a seven day permit he received from the City. He asked Council to consider his request for an extension of time. He said he requested 30 days and was told he could have this. Director of Community Services Kelly explained Staff's previous approval of a seven day permit and an additional seven days which was granted due to the misunderstanding regarding the 30 day request. Staff is presently re- working this section of the code to allow a seven day permit once a year only. Council discussed an extension of time for Rev. Salinas. Attorney Flandrick said council could adopt an urgency ordinance to allow him additional time over seven days. City Manager Webb asked Council to consider not adopt- ing an Urgency Ordinance and to ask the applicant to file another application tomorrow morning for committee review, for a seven day permit. Council agreed to allow this. ORAL COMMUNICATIONS OPENED REV.
