The City Council of the City of Baldwin Park met in adjourned regular session in the Council Chambers at 6:00 P.M. It was moved and seconded to omit the Flag Salute and Invocation. M/S/C: McNEILL/KING. There were no objections COUNCILMEN AGUILAR, KING, McNEILL AND MAYOR WHITE ROLL CALL: PRESENT: City Manager Webb, ALSO PRESENT: Dir. of Adm. Serv. Hattoway, Deputy City Clerk Pettegrin FLAG SALUTE AND INVOCATION OMITTED ROLL CALL It was moved and seconded to excuse Councilman Izell's. City Treasurer Montenegro's and City Clerk Gair's absence. M/S/C: KING/McNEILL. There were no objections. 00- For the record. Councilman McNeilt asked that City Staff repair his microphone in the Council Chambers. 00- Deputy City Clerk Pellegrin presented the Consent Calendar: 1. Approve Minutes of June 6, 1983 and June 15, 1983 2. Waive Further Reading and Adopt RESOLUTION NO. 83-51 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK It was moved and seconded to approve the Consent Calendar as presented. M/S/C: KING/McNEILL. There were no objections. 00- Mayor White presented Resolution No. 83-52, PROVIDING FOR THE BORROWING OF FUNDS FOR THE FISCAL YEAR 1983-84 AND THE ISSUANCE OF 1983 TAX AND REVENUE ANTICIPATION NOTES THEREFORE". It was moved and seconded to approve Resolution No. 83-52. M/S/C: McNEILL/KING. ROLL CALL VOTE: ABSENCES EXCUSED COUNCILMAN'S REQUEST CONSENT CALENDAR CONSENT CALENDAR APPROVED MAYOR PRESENTS RESOLUTION RESOLUTION NO. 83-52 ROLL CALL VOTE AYES: NOES: ABSENT: COUNCILMEN McNEILL, KING AND MAYOR WHITE COUNCILMEN AGUILAR COUNCILMENTZELT 00- Councit discussed City Manager Webb's report on City/Employee negotiations being suspended until the Legislature has approved their budget and the Governor has signed it. 00- In response to Councilman McNeitt's inquiry. Councilman Aguilar gave his reason for not voting in favor of Resolution No. 83-52 by asking Director of Administrative Services Hattoway to explain the nature of the revenue anticipation bonds. Mr. Hatloway said that the City does not have sufficient cash flow to fund different City projects and this will give the City the cash flow to start these projects. Councilman Aguilar further commented that in seven years the City has never been bond indepted to the General Fund and for this reason he voted no. Councilman McNeill asked if reserve money has to be approved by Council before it can be spent. Mr. HaTloway explained that Staff could not spend any reserve money unless they had Council approval first. In answer to Councilman King's question, Mr. HaTloway explained the procedures for transferring funds within departmental budgets. 00- In answer to Councilman McNeill's question. City Manager Webb explained that a letter has been sent to Supervisor Schabarum explaining Council's feelings about the proposed construction of a prison facility to be located within the San Gabriel Valley. Councilman McNeiTI reported that he attended a Board of Supervisor's meeting last Tuesday. Several cities were represented in opposition to this prison facility A recommendation was made at the meeting to use 3,000 acres at Castaic Lake for the new facility. A portion of the area at the lake is already being used for such a facility. Councilman McNeill said this item was tabled by the Board for discussion next Tuesday. 00- It was moved and seconded to adjourn the Adjourned Regular meeting of the City Council at 6:20 p.m. M/S/C: KING/McNEILL.
