The Invocation was given by Councilman Izell. Planning Commissioner Levi Richard led the Flag Salute. ROLL CALL: PRESENT: COUNCILMEN IZELL, AGUILAR, KING, McNEILL AND MAYOR WHITE ALSO PRESENT: City Manager Webb, City Attorney Flandrick, Acting Comm. Serv. Dir. Smith, Dir. of Housing Economic Dcv. Hcmcr, Police Chief Snowden, City Librarian Morris, Dir. of Human Serv. Lucas, City Treasurer Montenegro, and City Clerk Gair 00- Mayor White read Resolution No. 83-81, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK WITTI RESPECT TO THE DESTRUCTION OF A CIVILIAN AIRLINER BY THE USSR". It was moved and seconded to approve this Resolution. M/S/C: McNEILL/KING. There were no objections. 00- City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of September 7, 1983 Adjourned Regular Meeting and Regular Meeting 2. Waive Further Reading and Adopt RESOLUTION NO. 83-80 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 3. Approve Agreement Consultant Services Housing Element of the General Plan It was moved and seconded to approve the Consent Calendar as presented. M/S/C: IZELL/McNEILL. There were no objections. 00- Acting Director of Community Services Smith gave a Staff report recommending that Council direct Staff to prepare a study regarding a proposed General Plan and Zoning Amendment for Central Park West. Mr. Smith explained the location and dimensions of the park. Lack of park super- vision has resulted in police patrol problems and he also gave some examples of crimes which have occurred in the park. Following the study Staff will make recommendations regarding alternate uses for the property, such as sale of property for residential development. Councilman King said he felt the study should be taken within a wide perimeter area and that the study should include reports to substantiate crime statistics and infrequent use of the park. He also referred to the dedicating and purpose of the park. Council further discussed having a preliminary study addressing only the points brought up by Council or a full study made with the information regarding re- location of persons displaced to be included in the study. City Manager Webb explained that the authorization for a preliminary study would be the same as Staff recommended. The analysis is intended to answer questions raised by Council. He said that given the time it takes to do the study, there is no danger in committing to a particular land use on the property before decisions are made, this will not limit alternatives. It was moved and seconded to direct Staff to prepare a study concerning the General Plan/Zoning Amendment. M/S/C: IZELL/KING. ROLL CALL VOTE: CITY MANAGER EXPLANATION APPROVAL FOR STUDY TO BE MADE COUNC I LMEN IZELL, KING, AGUILAR AND MAYOR WHITE COUNCI LMEN McNEILL AYES: NOES: ABSENT: COUNCILMEN NONE ROLL CALL VOTE 00- Acting Director of Community Services Smith said the Cal Trans ramp metering project on the San Bcmardino Freeway will affect Baldwin Park. He introduced John Reeves and Marshall Young of Cal Trans Traffic Operations branch for a presentation on this project. Mr. Reeves gave a film presentation on ramp metering concepts on the San Bernardino Freeway. He explained maps showing the freeway system and said they will work to see that local streets are not adversely affected by the ramp metering. He presented two re- ports available on the effect to lacol streets. In answer to Councilman McNeill's question, Mr. Reeves said one car is allowed per green unit. This could be adjusted so different volumes of cars are allowed at each ramp in order to make sure there is no back up on local streets. The average cost is $30,000 per ramp installation. Mr. Young said the on-ramp at Pucnte can be widened to provide a two meter lane. Mr. Reeves and Young also answered Council's concerns regarding: ramp metering violations and enforcement, the benefit of ramp meter expenditures, the ability to build additional freeways and light rail system studies, a ramp-meter ballot measure, and the effect of car pool by-pass lanes and diamond lanes. In answer to Mayor White*s question, Mr. Reeves said the State Transportation Improvement program, a five year program adopted by the California Transportation Committee, does include the ramp metering project for the San Bernardino freeway. Prior to actual construc- tion they do have to vote on the funds. There will be certain environmental reports on this project which people can review and comment on later. Mayor White asked If Council lacks the authority to either stop or proceed with the project. Mr. Reeves said legally yes, but they do want to work with the City on the project. Mayor White said concerns of the Council do include ingress and egress of freeway ramps in Baldwin Park. RAMP METERING MR. Mayor White stated he would like Cal Trans and the City Engineer to work on improvements before metering is done. 00- \EW BUSINESS Mayor White asked for the designation of a voting delegate and alternate for the annual League of California Cities meeting in San Francisco. Councilman King said he could not attend as alternate. It was moved and seconded to appoint Councilman McNeill as delegate and Councilman Aguilar as alternate. M/S/C: KING/IZELL. There were no objections. Mayor White said a voting delegate and alternate arc also needed for the New Orleans Congress of Cities meeting. This is supposed to be the Mayor, but he will not be attending. Councilman King moved to appoint Councilman McNeill as delegate. M/S/C: KING/AGUILAR. There were no objections. It was moved and seconded to appoint Councilman Aguilar as alternate. M/S/C: KING/IZELL. There were no objections VOTING DELEGATE AND ALTERNATE APPROVED LEAGUE OF CALIFORNIA CITIES MEETING DELEGATE APPOINTED NEW ORLEANS CONGRESS OF CITIES MEETING ALTERNATE APPOINTED NEW ORLEANS CONGRESS OF CITIES MEETING 00- City Clerk Gair asked that the League delegate and alternate to the League of California Cities meeting support Resolution No. 259098 which would limit the Threshhold Campaign Statement for local officials and require it only for those running for State office. It was moved and seconded to instruct the delegate and alternate to support Resolution No. 259098. M/S/C: KING/AGUILAR. There were no objections. 00- Councilman King spoke regarding the Zoning Administrator's duties which are currently vested in City employees. He feels this should be the responsibility of the Planning Commission and would like this item returned to them. Councilman Izell felt Conditional Use Permits should be sent to the Planning Commission for action, but other items should go to the Zoning Administrator. Mayor White said he feels this would slow down processing procedures. In response to Councilman King's request. City Manager Webb explained the 15 day appeal procedure in regard to the Zoning Administrator's dicisions. Council discussed the Planning Commission present work load and a possible ordinance change to bring conditional use permits and variances to the Planning Commission. Councilman Izcll made a motion to send this to the Planning Department and let them make a recommendation to the Planning Commission for recommendation to Council. City Manager Webb said that Council will need to be more specific on this. It is Staff's opinion that the whole subject of what should be brought to Planning Commission for consideration should be covered. There were, up to three years age, specific guidelines on this. He suggested that the Planning Commission put together a recommendation for Council and come back in the Form of an ordinance. City Manager Webb explained the publication procedures for the position and Staffs intention to leave this open for two more weeks. He said that Council could review the resumes received in his office. Councilman King asked for the Human Services Department to be included in the study on Central Park West. DIRECTOR OF COMMUNITY SERVICES POSITION DISQJSSED HUMAN SERVICES INCLUDED IN PARK STUDY 00- Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Albert Sanders, 4121 Stewart, spoke concerning the elimina- tion of Central Park West. He also spoke in opposition to freeway metering. Bill Adrian, 4339 Alderson, spoke regarding the medical center on Maine which is being closed. He was concerned where Baldwin Park residents could go for medical attention, Helen Nigro, 13429 Corak, said that Bill Adrian has been elected to the California Senior Legislature as Senior Elect Alternate. She requested financial support to sent him to Sacramento to represent Baldwin Park. Those speaking in opposition to Ordinance No. 859 concern- ing sales on public streets and right-of-ways were: Georgina Diegas, 4534 Monterey, Baldwin Park Lazaro Cedrc, 3534 Monterey, Baldwin Park In response to Mr. Cedre^ comments. Director of Admini- strative Services Halloway explained that several checks were approved tonight to refund some of the vendor's license fees. City Clerk Gair clarified that in-city Home Occupation License holders will not receive a refund. Mayor White explained the procedures that were followed to pass this Ordinance. Also speaking in opposition to the Ordinance were: Armeda Serano, 3143 Syracuse, Baldwin Park Teresa Navarro, 3445 Barnes, Baldwin Park Mayor White declared Oral Communications closed.
