WEDNESDAY, OCTOBER 19, 1983 AT 6:00 P.M. The City Council of the City of Baldwin Park met in Adjourned Regular session in the Council Chambers at 6:00 P.M. ROLL CALL: PRESENT: ALSO PRESENT: COUNCILMEN AGUILAR, IZELL, KING AND MAYOR PRO TEM McNEILL City Manager Webb, City Attorney Flandrick, Dir. of Admin. Serv. Halloway, Dir. of Housing & Economic Dev. Hemer, Planning Commission Chairman Whitley, Planning Commissioner Rumney, Planning Commissioner Shaffstalt City Planner DeStefano, and City Clerk Gair 00- ROLL CALL The City Council and Planning Commission discussed the role of the Zoning Administrator. Several Councilmembers and Planning Commissioners felt that Conditional Use Permits should come before the Planning Commission for review and approval. The Zoning Administrator would then handle only minor variances. Chairman Whitley said he would like the appeal fee waived for a11 applicants desiring to appeal a decision of the Zoning Administrator to the Planning Commission. Mayor white said this could be taken into consideration. Mayor White arrived at 6:25 p.m. Planning Commissioner Richard arrived at 6:27 p.m. The Council and Planning Commission then discussed the high number of condominiums being built in the City and the desire to have more control over the multi dwellings and overcrowd- ing. Councilman King suggested checking square footage and open space requirements in order to eliminate this. n suggested several square footage size increases for 4 bedroom units. He also 1,2,3 and ROLE OF ZONING ADMINISTRATOR DISCUSSED MAYOR AND PLANNING COMMISSIONER ARRIV DISCUSSION OF POSSIBLE GENERAL PLAN AMENDMENTS FOR CONDOMINIUMS AND APARTMENT DEVELOPMENTS The Council and Planning Commission also discussed the expand ing of lot size, a decrease in the amount of building develop ments, and a design namuat to enable the City to achieve the development of better quality condominiums and apartments. City Manager Webb suggested a follow-up meeting to discuss these items further. Those in favor of increasing the lot size requirments were Planning Chairman Whittey, Councilman Aguilar and Planning Commissioner Shaffstall. Those in favor of a design manual were Planning Commissioner Richard, Councilmen King and McNeilt. Mayor White gave a summarization of the meeting; that a design manual may be needed. Conditional Use Permits should be taken before the Planning Commission and City Council and that Planned Unit Developments with more than five units should go to the Planning Commission and Council.
