The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 P.M. The Invocation was given by Councilman Izetl. Councilman McNeill led the Flag Salute. ROLL CALL: PRESENT: COUNCILMEN AGUILAR, KING, IZELL McNEILL AND MAYOR WHITE ALSO PRESENT: City Manager Webb, City Attorney Flandrick, Dir. of Admin. Serv. HaTIoway, Dir. of Housing & Economic Dev. Hemer, Acting Dir. of Community Serv. Smith, Police Chief Snowden, City Librarian Morris, Fire Chief McCann, and City Clerk Gair INVOCATION FLAG SALUTE ROLL CALL City Treasurer Montenegro's absence was automatically excused. 00- Mayor White asked for a moment of silence honoring the Marines killed in Beirut, Lebanon and for those in the military killed in Grenada. 00- City Clerk Gair presented the Consent Calendar: 1. Final Approval of Tract Map No. 42887 Pulled) It was moved and seconded to approve Consent Calendar Item Nos. 1-7 as presented. M/S/C: IZELL/KING. There were no objections. Council discussed Consent Calendar Item Nos. 8 and 9 re- garding the possibility of the City not having any control over what the developer builds on these parcels. Council discussed a two week delay to allow them to review these Tract Maps. Council also discussed the affect of such a delay on the developer's work schedule, design standards and R-3 zoning. City Attorney Flandrick stated that once the developer records the Tract Maps with the County, the maps cannot be altered by changes Council may wish to impose. Mr. Flandrick recommended a delay to enable him to supply Council with a report on whether Council is required to approve the maps if the developer has complied with a11 requirements, zoning, and on what controls are left on the actual construction of the buildings. Mayor White stated that since some councitmembers want these items removed for review and Councilman McNeitI has questions regarding the previous zoning of these properties, these maps should be removed from the Consent Calendar. Councilman Izell objected, for the record, to the removal of these items from the Consent Calendar. Mayor White stated that Item Nos. 8 and 9 are removed from the Consent Calendar for discussion at the next Council meeting. CONSENT CALENDAR ITEM NOS. 1-7 APPROVED COUNCIL DISCUSSION CONSENT CALENDAR ITEM NOS. 8 AND 9 DISCUSSION OF REMOVAL OF ITEMS 8 AND 9 FROM THE CONSENT CALENDAR COUNCILMAN OBJECTS TO REMOVAL MAYOR REMOVES ITEMS 8 AND 9 FOR NEXT COUNCIL MEETING Councilman Izell stated that he felt the code needed to be changed and that the conditions on these tract maps have been met. 00- Mayor White stated that IT WAS THE TIME AND PLACE FIXED FOR A PUBLIC HEARING OF THE CITY COUNCIL AND REDEVELOPMENT AGENCY to consider the proposed Redevelopment Plan and the Environmental Impact Report for the Delta Redevelopment Project. The Redevelopment Agency was convened for a Joint Public Hearing with the Council. City Clerk Gair stated that a public notice concerning the Joint Public Hearing was published in accordance with law as well as delivered by certified mail to the last known assessee of each parcel of land in the project area. Mayor White declared the Public Hearing open and explained the procedure for those wishing to speak. Mayor White read the list of documents that were contained in the record. Staff found that there was additional time to hold this hearing with- out jeopardizing the adoption process. Staff has not received a prompt response from agencies notified concerning this. Staff recommends that the hearing be opened as it has been, testimony be taken this evening and that the public hearing be continued to December 7, 1983. Mayor White asked those wishing to speak to come forward. There were none. Mayor White declared the Public Hearing closed. It was moved and seconded to continue the Public Hearing for the Delta Redevelopment Project to December 7, 1983. M/S/C: KING/IZELL. There were no objections. Mayor White declared the City Council and Redevelopment Agency adjourned to December 7, 1983. The Baldwin Park City Council reconvened to its regular session. STAFF REPORT HEMER PUBLIC HEARING CLOSED MOTION TO CONTINUE PUBLIC HEARING OVER TO DECEMBER 7, 1983 CITY COUNCIL AND REDEVELOPMENT AGENC' ADJOURNED TO DECEMBER 7, 1983 CITY COUNCIL RECONVENED TO REGULAR SESSION 00- REPORTS OF OFFICERS, COMMISSIONS OR COMMITTEES City Manager Webb gave a report concerning bids that were received for the Maine Avenue Improvement project CIP211). He stated that since the bids received were much higher than anticipated and are good for 60 days. Staff would tike the opportunity to analyze alternatives before bringing this before Council for a contract award. Councilman Izelt stated that the Business Community has requested Council delay this construction until after Christmas. 00- NEW BUSINESS STAFF REPORT WEBB CIP 211 Councilman King requested a review of the Civil Defense Preparedness of the City. City Manager Webb stated that Staff could prepare a report and bring it back to Council 00- Mayor White declared Oral Communications opened and in- vited those wishing to speak to come forward. Jack Strupple, 4355 Baldwin Park Blvd., spoke concerning his objection to a 35 m.p.h. sign that was placed by the sidewalk in front of his home. Acting Director of Community Services Smith explained the City's intention to replace all street signs in the City and the results of a previous Staff investigation into Mr. Strupple's concerns. He said Staff could not see a problem with the location or placement of this sign. Council agreed that they should each drive by and look at the sign and discuss the matter at the next meeting. The regular meeting of the City Council reconvened at 7:55 p.m. Roll Call remained the same. Mayor white asked for a motion to approve the addendum to the 1983-84 Memorandum of Understanding between the City of Baldwin Park and the General Unit of Employees, City of Baldwin Park C.L.O.C.E.A. M/S/C: AGUILAR/McNEILL. There were no objections. It was moved and seconded to approve Resolution No. 83-92, ADOPTING A BASIC SALARY PLAN CLASSIFIED SERVICE MANAGEMENT)". M/S/C: IZELL/McNEILL. There were no objections. It was moved and seconded to approve the Addendum to the 1983-84 Agreement between the City of Baldwin Park and the Baldwin Park Executive Employees. M/S/C: KING/IZELL. There were no objections. It was moved and seconded to approve Resolution No. 83-94, ADOPTING THE BASIC SALARY PLAN UNCLASSIFIED SERVICE POSITIONS)". M/S/C: McNEILL/KING. There were no objections. Mayor White stated that the effect of these motions is to give a 3% salary increase to the City's employees. 00- Council discussed Duarte's withdrawal from the Mid-Valley Manpower Consortium and the affect this wi11 have on the existing contract involving the City of Baldwin Park. City Attorney Ftandrick stated he wi11 took into this. 00- It was moved and seconded to adjourn the Regular Meeting of the City Council at 8:03 p.m. to November 16, 1983, at 6:00 p.m..
