The City Council of the City of Baldwin Park met in Adjourned Regular Session in Room 307 of City Hall ROLL CALL PRESENT: ALSO PRESENT: COUNCILMEN AGUILAR, IZELL, KING AND MAYOR PRO TEM McNEILL City Manager Webb, City Attorney Ftandrick, Dir. of Housing & Economic Dev. Hemer, Planning Chairman Whittey, Planning Commissioners Rumney, Shaffstall, Richard, and Fitzgerald, City Planner DeStefano, and City Clerk Gair 00- ROLL CALL Mayor White arrived at 6:10 p.m. MAYOR ARRIVES The Planning Commission and City Council discussed Staff Report recommendations concerning the rote of the Zoning Administrator and current Zoning Code standards regulating development of apartments and condominiums. Four of these recommendations discussed were: Conditional Use Permits would come before the Planning Commission for review and approval and a11 Zoning Variances and Minor Variances would go to the Zoning Administrator. 1. Proposed Residential Redevelopment projects within the R3-RG zones would be sent to the Planning Commission and City Council for overall review and approval prior to detailed Staff processing. Also discussed was the possibility of the exemption of single family residences from this process and the need for a possible code change in order to set standards from which to review the developments. 2. A design manual to aid in the development of better quality residential projects. 3. Consideration of additional compensation for the Planning Commission. The City Council discussed and agreed upon a pay increase of $50 per meeting or $100 per month. The Planning Commission recomnended this be based on attendance 4. 00- The City Council and Planning Commission discussed the dwelling unit size of condominiums and apartments. A survey chart was reviewed in comparison to Baldwin Park's present square footage requirements. Councilman King gave his recommendations for square footage increases. The City Council and Planning Commission also discussed their concerns regarding the class of people purchasing small size dwelling units, today's economic conditions, the condition and room size of an existing development in Baldwin Park and open space requirements.
