The City Council of the City of Baldwin Park met in regu-tar session in the Council Chambers at 7:00 P.M. The Invocation was given by Councilman IzeTI. Councilman McNeill led the Flag Salute. ROLL CALL: PRESENT: COUNCILMEN IZELL, McNEILL, AND MAYOR WHITE ALSO PRESENT: City Manager Webb, City Attorney Flandrick, Dir. of Admin. Serv. Halloway, Dir. of Comm. Serv. Smith, Chief of Police Snowden, Dir. of Housing & Economic Dev. Hemer, City Librarian Morris, City Treasurer Montenegro, and City Clerk Gair 00- INVOCATION FLAG SALUTE ROLL CALL Councilman King's absence was automatically excused. 00- City C'lerk Gair presented the Consent Calendar: 1. Waive Further Reading and Adopt RESOLUTION NO. 84-1 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 2. Ramona Boulevard Improvement Project C.I.P. 226 a) Approve Agreement Between City and County of Los Angeles b) Waive Further Reading and Adopt RESOLUTION NO. 84-2 CONSENTING TO ESTABLISHMENT OF A PORTION OF RAMONA BOULEVARD WITHIN SAID CITY AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES 3. Award Contract Janitoriat Services 4. Approve Agreement Steve A. Filarsky 1984 Legal Services Employer Employee Relations It was moved and seconded to approve the Consent Calendar as presented. He also requested that a copy of a previous letter, in opposition to the proposed prison site in Irwindale, be forwarded to George Benton, State Prison Department and Mr. Ross, Engineer for the Building and Construction of Prision sites in the State of California. City Manager Webb stated that this would be done. Councilman Aguitar spoke regarding a citizen's complaint concerning the City's Planning Division. He asked for a fu11 report from Staff on this situation. 00- Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Annie Montgomery, 14310 E. dark spoke on behalf of Helen Montgomery of 14308 E. dark. She distributed copies of the correspondences that were received concerning the possible acquisition of her property by the City for a Redevelopment project. She said she had made attempts to build on her property but was denied building permits to build anything except a room addition. She was in opposition to setting her property to the City and questioned the policies which allow this. Council discussed the pending appraisal of the property, the maintaining of existing property, Owner/Participation Agreements, and the adopted Disposition Development Agreement for this project. Councilman McNeill requested information regarding the tenants who agreed to having this project. Mayor White advised Ms. Montgomery that the Council would like to work with her to find a solution agreeable to everyone. He asked Ms. Montgomery to allow the property appraisal and listen to the offer. He also advised her of the alternatives for her, if the offer is not acceptable, Mayor White declared Oral Communications dosed.
