The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 P.M. The Invocation was given by Councilman Izetl. Councilman McNeill led the Flag Salute. ROLL CALL: PRESENT: COUNCILMEN AGUILAR, KING, IZELL, McNEILL AND MAYOR WHITE INVOCATION FLAG SALUTE ROLL CALL ALSO PRESENT: City Manager Webb, City Attorney Ftandrick, Dir. of Admin. Serv. Haltoway, Dir. of Comm. Serv. Smith, Dir. of Housing & Economic Dev. Hemer, Police Chief Snowden, Fire Chief McCann, City Librarian Morris, City Treasurer Montenegro, and City Clerk Gair 00- Mayor White read and presented a Humanitarian Award from the San Gabriel Valley Human Relations Committee to Dottie McDonatd for her dedication and community work in Baldwin Park. Mayor White told about the accomplishments of Mr. Glenn Fritchie, and Mayor Pro Tern McNeill presented him with a Service Award for 25 years as an employee in the City of Baldwin Park. Mayor White told of the promotions and dedication of Lt. Joe Ensminger for his work in the Baldwin Park Police Department and Mayor Pro Tern McNeill presented him with an award. 00- City Clerk Gair presented the Consent Calendar: 1. Waive Further Reading and Adopt RESOLUTION NO. 84-7 DESIGNATING A REDEVELOPMENT SURVEY AREA FOR STUDY PURPOSES 7. Award Contract Demolition of Property 3224 Puente Avenue It was moved and seconded to approve Consent Calendar Items No. 1-4 and 6 & 7 as presented. M/S/C: AGUILAR/IZELL. There were no objections. Council discussed Consent Calendar Item No. 5 concerning the hiring and salary for a part-time inspector for the down-town project. Director of Community Services Smith explained the need for a part-time inspector due to an increased work load for both major and on-going projects. Council discussed the number of hours the new inspector would work, the hourly salary rate for this position, the project completion time and the total expenditure of about $20,000 for this position. Following discussion, it was moved and seconded to approve Consent Calendar Item No. 5 as presented. M/S/C: KING/ McNEILL. ROLL CALL VOTE: AYES: COUNCILMEN KING, McNEILL IZELL AND MAYOR WHITE NOES: COUNCILMEN AGUILAR ABSENT: COUNCILMEN NONE 00- PUBLIC HEARING CONSENT CALENDAR ITEMS NO. 1-4 AND 6 & 7 APPROVED COUNCIL DISCUSSION ITEM NO. 5 CONSENT CALENDAR ITEM NO. 5 APPROVED ROLL CALL VOTE Mayor White stated that it was the TIME AND PLACE FIXED FOR A PUBLIC HEARING on AGP-61, A request for consideration of an amendment to the General Plan, Land Use Element, from General Commercial to Multiple Family Residential," and Z-441, A request for a change of zone from C-2, General Commercial, to R-3, High Density Residential, described as 4711 and 4717 Maine Avenue, and 14345. 14347 and 14349 Beltbrook Street". Director of Community Services Smith explained the past and present zoning of these properties, the applicant wi11 build no more than 23 dwelling units on the property, and discussed the unsuitabitity for commercial development on the site. He stated that the Planning Commission has held a Public Hearing and recommends that Council approve these requests. Council discussed the possible negative impact caused by traffic conditions on Belt brook Street. Director of Community Services Smith explained that the traffic circulation and driveway approaches would be reviewed when plans are submitted and Council will have the opportunity to review this. Council also discussed Planned Development Overlay zoning, and split zoning. Councilman Izelt stated that the applicant, Karl Bryan, is a personal friend of his and he will vote if Council has no objections. Attorney Ftandrick stated that as long as Councilman Izetl votes concerning the facts presented there would be no objection to his voting. There were none. Mayor White detcared the Public Hearing dosed. It was moved and seconded to approve Resolution No. 84-8, APPROVING AN AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN ON PROPERTY LOCATED AT 4711 & 4717 MAINE AVE., 14345, 14347 &14349 BELLBROOK STREET CASE NO. AGP-61)" and Ordinance No. 871 AMENDING THE ZONING OF SAID CITY AND REZONING CERTAIN HEREIN DESCRIBED REAL PROPERTY TO CONFORM TO THE GENERAL PLAN, ZONE CHANGE CASE NO. Z-441" for first reading. ROLL CALL VOTE: AYES: COUNCILMEN McNEILL, IZELL, KING AND MAYOR WHITE NOES: COUNCILMEN AGUlLAR' ABSENT: COUNCILMEN NONE 00- PUBLIC HEARING OPENED AGP-61, Z-441 PUBLIC HEARING CLOSED RESOLUTION NO. 84-8 APPROVED ORDINANCE NO. 847 FIRST READING APPROVED ROLL CALL VOTE NEW BUSINESS Councilman King stated that Irene Woodard, former City Staff member who was active in community affairs, is in the hospital He suggested that Council send flowers on behalf of the City. Council concurred and asked City Manager Webb to do this. Councilman King thanked Assemblywoman Sally Tanner for her efforts in helping to stop the placing of prision sites in this area. He also stated his objections to the possible placement of the prison site in Irwindale near the City of Baldwin Park. Council discussed forming a joint coalition in objection to the prison being placed in Irwindale, and the need for more action from the City of Baldwin Park against this possibility. Councilman McNeilt suggested that Council send a letter of appreciation to Assemblywoman Tanner and Senator Montoya for their efforts. Council concurred. 00- Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Edmund A. Campion, 3427 Millbury spoke concerning citizens opposition to the placement to the prison site. He asked for Council leadership to the people of Baldwin Park in opposing this action. Council men King and McNeilt agreed to serve on a committee to look into alternatives and options concerning this and to meet with Mr. Campion on this issue. Mayor White declared Oral Communications closed.
